housing being conducted
pursuant to the new MBTA
Communities Zoning Law. The
survey is open between July 10
and September 15, 2023, and
is available online at https://bit.
ly/MaldenMFhousing and in
paper form at Malden City Hall
(215 Pleasant St.) and the Malden
Public Library (36 Salem St.).
This survey is the City’s second
phase of community engagement
regarding the new
state law known as the MBTA
Communities Zoning Law
(M.G.L. c. 40A, Section 3A). This
law requires Malden and other
communities with an MBTA rapid
transit station to enact zoning
laws that allow the development
of multifamily housing
by right no later than December
31, 2023. Following the
City’s June public hearing, the
survey is an additional opportunity
for the public to provide
feedback on the potential zoning
scenarios being considered

Sen. Lewis announces $37,765 MassTrails Grant
for the Mystic Highlands Greenway

OSTON – State Senator
Jason Lewis is pleased to
announce that the state has
awarded a $37,765 MassTrails
Grant for the Mystic Highlands
Greenway. The grant application
was a collaboration between
Bike to the Sea, the Offi
ce of Senator Lewis, the Metropolitan
Area Planning Council
(MAPC) and the municipalities
of Malden, Melrose and Stoneham.
The funds will be used
for planning and public outreach
to fi ne-tune route alignment,
and for the installation
of wayfi nding signs and markings
along sections of the Mystic
Highlands Greenway.
The Mystic Highlands Greenway
will connect the Northern
Strand Trail, Malden River
paths, Tri-Community Greenway,
Wakefield/Lynnfield Rail
Trail and Lake Quannapowitt,
along with commercial centers,
transit hubs, schools and other
community resources throughout
the region.
“The Mystic Highlands Greenway
is an exciting project that
will provide more environmentally-friendly
transportation options,
improve safety for pedestrians
and cyclists, and promote
local businesses and economic
development,” said State Senator

Helen to pick me up an E.P. at
Lechmere Sales in Cambridge.
I was smitten by a song called
“Rapper’s Delight” by a group
called the Sugar Hill Gang. I wrote
the name of the song as “Wrapper’s
Delight” on a piece of paper
and gave it to Helen having
no idea at that point in time what
the heck a “rapper” was. Love at
fi rst hearing as the golden age of
hip hop unfolded before my ears.
• The release of Extreme’s fi rst
album “Extreme” in 1989 was an
epic moment in Malden/Medford
history. And my life. Local
boy makes good and all that –
Gary, Paul, Patrick and Nuno taking
Herb Alpert and A&M Records
into uncharted waters. A&M
playing nice until the song that
haunts Gary and Nuno till this
very day isn’t easily replicated.
• Spending time in my brother
Joe’s room when he wasn’t home
circa 1970 – digging through his

Wonder, the Four Tops – but
the record that hooked me and
had the most play on Joe’s Magnavox
console record player was

he was allegedly involved in a
shooting outside New York Pizza
at 421 Main St. in broad daylight.
The victim was identifi ed only as
a 31-year-old male, who apparently
sought medical attention
at CHA Everett Hospital shortly
after the incident on Sunday.
It was the second incident in
Malden in the past three weeks
where a victim was shot. An alleged
shootout between multiple
parties in the lobby of the
Overlook Ridge apartments on
Malden’s east side, at the Malden-Revere
city line, left a female
victim with serious injuries,
according to sources, and
still hospitalized as a result. A
suspect in that case was apprehended
a day after that shooting,
on June 19. (See Separate
Story on page 15)
The suspect in Sunday’s case
– who apparently lives in Malden
and Lynn – allegedly was
involved in an unrelated shooting
incident in April where a

innocent bystander, was shot
twice in Chelsea in April 2022.
Barillas was arrested in connection
with that case and charged
with attempted murder and a
series of other charges involving
assault and firearms. According
to sources, Barillas was
ordered held without bail at
an arraignment in Malden District
Court Monday morning on
assault and firearms charges
pending an upcoming dangerousness
hearing.

Cronin praised the work of his
officers in the same-day apprehension
of the suspect in
the case, which began as a response
to a “shots fi red” report
at around 2:30 p.m. Sunday afternoon,
July 9.
Police responded to the call
outside of the Main Street eating
establishment and immediately
began investigating
the scene. A considerable part
of the time spent by detectives
from Malden Police Criminal
Investigation Division (CID) on
Sunday appeared to be searching
the parking lot located to
the side of the restaurant between
Main and Ferry Streets.
According to police, at approximately
2:45 p.m., “Malden Police
responded to the area of
421 Main Street for ‘shots fi red.’
Upon their arrival, multiple witnesses
described a situation
where an individual walked
into the municipal parking lot
while wearing a hood and skimask,
eff ectively disguising his
features.”
According to police, the suspect
– later identifi ed as Jeff erson
Barillas – “purposely pursued
the victim who had just
left a local restaurant [New
York Pizza] and was walking
towards the vehicle he had
arrived in.”
Police said the suspect then
“fi red 4 to 5 shots at the victim
who was struck. The victim left
the scene and responded to”
CHA Everett Hospital, and police
said his wound was “non-life
threatening.”
Chief Cronin said he was
pleased with the work of his offi
cers and detectives as well as
the cooperation of some eyewitnesses
at the scene, who
provided very valuable information
to the investigation. “It
was through the extraordinary
eff orts of our police offi cers, detectives,
and eyewitnesses, that
we were able to apprehend the
individual responsible for the
recent shooting that took place
in our community,” Chief Cronin
posted on Facebook after the arrest
on Pearl Street.
“The commitment to duty
and exceptional professionalism
of the offi cers involved, resulted
in the swift resolution of
this case, ensuring the safety
and security of our city,” Chief
Cronin posted on Facebook.
“I would also like to acknowledge
the collaborative eff orts
of multiple law enforcement
agencies that helped in the investigation.”
“Lastly,
I want to express our
gratitude to the residents of
our city,” Chief Cronin posted.
“Your trust, cooperation, and
unwavering support are crucial

Initiative #1 - Creation of an Office of Public Engagement
T
he Committee to Elect Lissette
Alvarado for Mayor is

- the creation of an Offi ce
of Public Engagement. Transparency
and collaboration are the
cornerstones of Lissette’s campaign
for Mayor of Malden. With
this foundation, the tough conversations

As Mayor, Lissette will achieve
this with the creation of an
Office of Public Engagement
(OPE). This offi ce would be bold

our non-English speaking residents,
immigrant, and underserved
populations, but also
our disabled, teen, faith-based,

OPE would provide a two-way
street that would focus on ensuring
access to city services for
all Malden residents, while also
interacting with our communities
on a daily basis to really understand
their needs, wants, accomplishments,
and issues. It
will initially begin with staff ers
hired for their connections and
understanding of our communities,
and will grow into an offi ce
structure overseeing:
• Quarterly town halls in various
languages/issue areas.
• Continue language translation
and access services.

MVES teams with Diversity North Group to build inclusivity, equity
M
ystic Valley Elder Services
(MVES), a Malden-based
nonprofit aging services agency,
recently partnered with
Massachusetts-based Diversity
North Group consultants
(www.diversitynorth.com) to
launch an organization-wide
diversity, equity, inclusion and
accessibility (DEIA) collaboration.
The year-long MVES DEIA
Project will work to lead a cultural
shift throughout the organization
by offering teambased
learning, coaching and
skills development. The goal
of this initiative is to enhance
current efforts to provide equitable
access to resources, support
and opportunities for professional
advancement for all
team members.
MVES CEO Lisa Gurgone
shares, “Our goal is to understand:
What can we do better
as an organization to support
our staff? How can we best
honor the cultural differences
among our staff and the communities
we serve? What are
the best practices for ensuring
MVES systems and structures
are equitable? I hope
that continuing to build DEIA
into our operating DNA will
become business as usual at
Mystic Valley. We are committed
to learning how to do better
as an organization because
that’s the way we continue
to enhance services to older
adults and people with disabilities
to live independently
with dignity in a setting of
their choice.”
MVES – which serves Malden,
Everett, Revere and seven
neighboring communities – is
committed to driving change
in the community and views
its partnership with Diversity
North Group as an opportunity
to engage its network
in making tangible progress.
“We will use this initiative as a
platform for enhancing the dialogue

serve, our Board members, and
our partners about the importance
of inclusivity and cultural
competence as we work to
meet the needs of the community,”
Gurgone explains.

the agency’s nearly 50-year
legacy of fostering equity and
accessibility. “Our goal is to
help MVES internalize their
values as a sustainable system
that enables the agency to continue
making diversity, equity
and inclusion part of the fabric
of everything they do,” says
Montanez.
Research shows that, in general,
social service agencies
that prioritize diversity, equity
and inclusion do better work.

and Community Based Services
(HCBS) Workforce Development

T
he Home Instead office,
which serves the Greater Boston
area, celebrated the 100th
birthday of Malden Street resident
Celia Denehy outside of
her home last Friday afternoon.
“It feels good to turn 100, because
I’m still alive,” Denehy said.
“My secret is a glass of red wine
at dinner every night.”
Denehy previously served as a
welder at the navy yard in World
War II. She has served her community,
volunteering her time at
Bread of Life in Malden and North
Shore Music Theatre in Beverly.
She has lived on Malden
Street for 80 years, and she
is the only family member to
make it to 100. Mayor Gary

here is no question that competitive
baseball is alive and
well in Malden with enthusiasm
and spirit on full display in the
youth baseball levels, carrying
right up through the ranks to the
high school level.
Malden High School Baseball,
coached by Steve Freker,
Mike DiCato, Phil Cook and Mike
Nicholson, enjoyed its most successful
season in nearly a dozen
years this past spring, breaking
an 11-year postseason drought.
The Golden Tornado squad went
11-8 overall this past season –

Sewell and Tyler Kalil behind the

combo on this night,
as the big Malden righthander
mowed down the Southie hitters
in consecutive order into
the fourth inning. He finished
with impressive numbers, going
to his 85th and final allowable
pitch in the last inning with
two outs and the bases loaded.
Teammate Brady Sullivan came
on in relief and finished the job
by getting the last South Boston
batter to ground out for the final
out of the game, and the Malden
victory.

groundout. But a walk, a hit
and a second walk loaded the
bases as Sewell exhausted his
pitch count on the final batter. In
came Sullivan to shut the door
and seal the win for Malden.
Time runs out for Malden
in a 7-6 elimination
loss to Everett
Unfortunately for Malden, it
dropped its second game of
the double-elimination District
3 tournament on the road to Everett,
7-6, on Saturday. However,
Malden still has the Jimmy Fund
Tournament to play. The 12 year
olds went at it on Wednesday
night in their season-ending
tourney. Malden is also fielding
teams at the nine-year-old and
10-year-old levels.

LIFE ESTATES AND STEP UP IN COST BASIS
O
ne common dilemma facing
the remaindermen listed
on a deed is how tocalculate
the cost basis of the real
estate in question upon the
death of the life tenant or life
tenants. This is an important
issue as the remaindermen
need to know their cost basis
in the event they subsequently
sell the real estate or rent it
out thereby requiring depreciation
calculations.
If, for example, a father
deeded his home to his two
children and reserved a life
estate on the deed itself (essentially
the right to use, occupy
and possess the home
for the rest of his life), upon
the father’s death, under Internal
Revenue Code (IRC)
Section 2036(a)(1), the fair
market value (FMV) of the
home at the time of the father’s
death would be the
starting cost basis in the
hands of the children going
forward. If the FMV of the
home was $600,000, the law
treats it as though the children
paid $600,000 for the
home. This of course helps
tremendously to avoid or
greatly eliminate any capital
gains tax upon a subsequent
sale of the home.
What if the father and mother
both deeded the home to
the children with reserved life
estates? In this situation, since
the father deeded his 50% interest
in the home to the children
with a reserved life estate,
upon the father’s death,
only 50% of the property is
stepped-up to FMV upon
his death. Since the mother
deeded her 50% interest in
the home to the children with
a reserved life estate, upon
the mother’s death, only 50%
of the property is stepped-up
to FMV upon her death. As a
result, the home would have
to be valued at both the father
and mother’s death in
order to obtain the new cost
basis in the hands of the children
upon the second to die.
You would take 50% of the
FMV of the home upon the
father’s death and add that
figure to 50% of the FMV of
the home upon the mother’s
death. Furthermore, 50% of
the FMV of the home would
be includible in the taxable
estate of each spouse upon
his or her death.
What if the father and
mother reserved a life estate,
as husband and wife, tenants
by the entirety? Would that
make a difference in the calculation?
The answer is no.
Upon the father’s death, he
in essence gifts his life estate
to his wife. This is referred to
as a life estate pur autre vie.
Upon the subsequent death
of his wife, there will not be
a step-up in cost basis of the
husband’s 50% life estate
given to her as she simply
did not retain a life estate in
100% of the home. She only
retained a life estate in the
50% that she originally gifted
to the children. She did
not retain a life estate in the
husband’s 50% interest. Only
he did. This is pursuant to IRC
Section 2036(a)(1) dealing
with retained interests.

Acquisition and Development
The City of Malden has received $45.7 million in American Rescue Plan Act
(ARPA) Local Fiscal Recovery funds and has granted $2 million to the Malden
Redevelopment Authority (MRA) to acquire, rehabilitate, and sell vacant and
blighted properties as affordable homes to income-eligible households.
The City of Malden is seeking proposals from non-profit housing developers,
for-profit housing developers, and public housing authorities to develop affordable
homeownership under the Neighborhood Hub Program. Eligible projects for ARPA
funding include the acquisition, rehabilitation, or new construction of affordable
homeownership.
The City’s Office of Strategic Planning and Community Development (OSPCD)
will review applications for accuracy and completion. OSPCD staff may request
additional information after an application has been received.

Woman, 33, shot and seriously injured in Malden
apartment building shooting on June 18
Somerville man, 35, arrested one day after
incident and remains in custody

33-year-old woman who was
shot in the lobby of a major
apartment complex on the city’s
east side was seriously hurt with
life-threatening injuries, according
to reports, and is still hospitalized
after an incident on Sunday,
June 18. The shooting came exactly
three weeks before a second shooting,
where a man was shot by a
masked gunman in broad daylight
in Malden Square, this past Sunday.
(See separate story.) In both cases,
Malden Police made swift arrests
of suspects in the unrelated cases,
with both shooting suspects still
in custody.

Dave Caiazzo – just a handful like
Bob Rotondi, Terry Matthews, Peter
“Panama” Carroll, Kenny Mazonson,
to name but a few. So,
Cai was the fi rst to get back at me
with his take on the best hitters
seen in Malden. As always, Dave
tells it like it is: “Well, I never saw
Johnny Salmon play and only saw
Billy (Croken) a couple of times. I
know Billy was a great defensive
catcher with his hitting taking a
back seat to his defense. Frank
Adorn once told me Billy was one
of the very best defensive players
he has ever seen. Also, I hesitate to
include the BRL because most are
good hitters at that level. With that
said, Dennis (Damiano) was an
exceptional hitter and a fi ve-tool

Paul was a better hitter than Rob
at MHS but from watching Rob
improve after high school I will
give it a tie. So those are my picks.
I have seen a lot of good hitters
since I played little league in the
late 1960’s, but I can only judge
by which players I actually saw.”

There are actually a wide variety healthy meal delivery options
that can help non-cooking seniors who live at home. Here are several
top options to check into.
Community-Based Programs
A good place to start, is to fi nd out if there’s a senior home delivery
meal program in your dad’s area. Meals on Wheels is the largest
program that most people are familiar with, but many communities
off er senior meal delivery programs sponsored by other organizations
that go by diff erent names.
To fi nd services available in your dad’s area, visit MealsOnWheelsAmerica.org,
which off ers a comprehensive directory on their website,
or call the area aging agency near your dad. Call the Eldercare
Locator at 800-677-1116 to get the local number.
Most home delivered meal programs across the U.S. deliver
hot meals daily or several times a week, usually around the lunch
hour, to seniors over age 60 who have problems preparing meals
for themselves, as well as those with disabilities. Weekend meals,
usually frozen, may also be available, along with special diets (diabetic,
low-sodium, kosher, etc.).
Most of these programs typically charge a small fee (usually between
$2 and $9 per meal) or request a donation, while some may
be free to low-income seniors who qualify for Medicaid. There are
also some Medicare Advantage plans that cover limited meal service
benefi ts.
Meal Delivery Service Companies
Another great option for your dad is to order him some pre-made
meals online from a meal delivery service company. These companies
provide a wide variety of tasty meal choices and will usually
post the nutrition information for their meals right on their website.
Most companies will also cater to a host of dietary and medical
needs, such as low-sodium and low-carb meals, diabetic meals,
gluten-free, dairy-free, and vegetarian options. Plus, the ordering
process is very easy.
Depending on the company you choose, the food arrives either
fresh or frozen and most deliver all across the U.S. Prices generally
start at around $8 to $13 per meal, plus shipping, however
many companies provide discounts or free shipping when you order
meals in bulk. And most companies work with Medicaid and

three sophomores on a regular
basis,” said Freker, who began
coaching at Malden High in the
fall of 1982 and is now in his 41st

year, but we did not quit and we
competed every game.”

youngest team in the state of
Massachusetts, but that experience

“mini”-tournaments it competed

(2-0 win over Watertown) in a
tournament championship game
over at East Boston. What team
does that?” Coach Freker said. “We
have a lot of experience and confi
dence going into 2024 after pulling
off stuff like that this season.”

He guided the Crimson Tide from
1992-2028, 26 years in all, with 12
Super Bowl State Championships.
Before that? Jim “Tank” Agnetta,
another former Everett High football
standout, led the Tide for 9
years – 1983-1991. How about
before THAT? Coach Amerino
“Moody” Sarno was the football
boss – seemingly for life, it appeared.
He took over in 1955, after
a sterling college career at Fordham,
and coached until 1982 –
28 years – and with an impressive
record of 128-116, including four
state titles, all in the 1960s.

High football coaching lexicon,
disappearing without a trace.
Last week, for the third time in
six years, a new head coach was
named for Everett High football,
with former UMaine assistant
football coach Justin Flores being
named the third new football
head coach at Everett High in only
fi ve seasons.
Former Tide star Theluxon
Pierre took the reins directly after
DiBiaso for two seasons: 2018
and 2019. Between Thanksgiving
and into the midst of COVID-19
in 2020, it was announced that
Pierre was no longer head coach.
No details were released nor
speculated.
In January 2021, it was announced
that a former Tide star
from the 1980s, Rob DiLoreto,
was being named new Everett
football head coach. DiLoreto resigned
unexpectedly with little
detail released in late May, just a
few weeks ago.
Now comes newcomer Justin
Flores. For the fi rst time in hmmmm...
EVER??... a head football
coach who did NOT play for Everett
High has been named football
boss. The Woburn native confi
rmed that he has accepted the
head football position at Everett,
replacing DiLoreto, who stepped
down after three successful seasons.
Flores
grew up in Woburn and
followed a family tradition of
playing football for former Tanner
coaching legend Rocky Nelson
from 2006-2010. Flores did
a postgraduate year at Tilton before
heading to UMaine, where
he played from 2012-2015, lettering
in each of his four seasons as
a wide receiver and punt returner.
He spent a year as an assistant
at Bentley before returning to his
college alma mater for a six-year
run as assistant coach and recruiting
coordinator.
There is little doubt that those
who follow and support Everett
High football fervently hope that
what has become a Tide coaching
merry-go-round for one of the
all-time high-profile programs
of ANY sport in Massachusetts
comes to an end. They’re hoping
Justin Flores is here for the
long run.

outdoor track relay team in both
Revere High and Greater Boston
League history! Four members of
the Revere High boys outdoor
track program recently competed
at the Nike Outdoor Nationals
in Eugene, Oregon. The four Patriots
– senior Sami El Asri, juniors

– simply killed it. The Revere High
relay whizzes finished second
in the United States in the 1600
meter Sprint Medley Relay and
third in the 4X400 meter relay.
The foursome set a new school
record for the Sprint Medley Relay
(which is two legs of 200 meters,
a 400 meter and an 800
meter) in a time of 3:37.18 and
smashed their existing school record
in the 4 x 400 with a clocking
of 3:27.82. Not surprisingly, El
Asri, Cunha, Bellemsieh and DeCrosta
were all named National
Nike All-Americans for their remarkable
performances.

She was a loving
and devoted wife of 60 years to

North Reading, and her grandchildren,

a loving daughter of the late Peter

Jeffrey J. Vellucci of Saugus, MA has been informally appointed
as the Personal Representative of the estate to serve without surety

the Personal Representative under the Massachusetts Uniform

tradition of great Italian cooking
and family gatherings. A pastime
instilled by her father, Carolyn loved
taking long drives throughout the
North Shore with family and friends
and visiting beaches year round.
Most notable was Carolyn’s love of
God and devotion to prayer. Carolyn
was a long-time communicant
of St. Joseph’s Church, Malden, and
St. Mary’s, Revere.
In addition to being a dedicated
wife and mother, Carolyn was a past
president of the St. Joseph’s Mother’s
Club and worked for Malden Trust
Company and later JEOL, Inc., Peabody
as a credit manager.
Visitation was held at the
Weir-MacCuish Golden Rule Funeral
Home, Malden on Sunday, July 9th.
A Funeral Memorial Mass was held at
St. Mary’s of the Assumption, Revere,
MA on Monday, July 10th. In lieu of
flowers, donations in Carolyn’s name
may be made to Tunnel to Towers or
the 1Lt. Scott F. Milley Ranger Memorial
Foundation.

on Sunday,
July 2nd. Kenny
was born in 1956,
the son of Kenneth
F. and Evelyn Sullivan. He
was raised and educated in Malden,
graduating from Malden High
School with the Class of 1974. He
then went on to study at Northeastern
University, where received his
Bachelor's Degree in Business Administration.
Kenny then took employment
with Digital Equipment
(HP) for over 30 years working in
supply chain management. Kenny
retired from HP and then founded
his Verizon Store, I.M. Wireless,
which he ran for nearly a decade
before retiring for good.
In years past, Kenny was a member
of the Malden Moose. He enjoyed
music and reading. He especially
loved reading about historical
events but would read all kinds
of books. He read the entire Lord of
the Rings Trilogy to his children. One
of his favorite activities was sharing
his love of the Beatles, U2 and Bob
Dylan with anyone who would listen.
He also enjoyed discovering new
artists that loved to share with his
children. He loved to play golf, and
was a longtime member of AA. His
greatest joy was being a father and
a Papa. He valued family more than
anything else.
He is survived by his children,
Paige D. Connell of Westford, Sarah
M. Sullivan of Groton, and Kenneth B.
Sullivan of Tyngsboro, his father Kenneth
F. Sullivan of Stoneham, his siblings
Cheryl Marlow of Weston, Brian
Sullivan of Milford, and Marie B. Elliot
of Plymouth, as well as his grandchildren,
Lahai, Sadie, Raquel, Sam, Sutton,
and Lennon.
Visitation were held at the
Weir-MacCuish Golden Rule Funeral
Home, Malden on Thursday, July 6th.
Funeral services were held at the funeral
home on Friday, July 7th. Interment
followed in Puritan Lawn Cemetery,
Peabody.
