A riot of color broke out on Exchange Street this week as artist Jesse Melanson worked on a four-story mural on the back wall of Malden’s temporary city hall at 110 Pleasant St. The huge image of a hand tossing up and unfurling a rainbow banner is a tribute to Malden native Norman Greenbaum and his popular song “Spirit in the Sky.” The mural, which breaks through the muted tones of the Exchange Street skyline, is the latest gift to the city from ARTLine, an ongoing project by members of Malden Arts who are creating a public art gallery along the Northern Strand Community Trail and through the city center. (Photo Courtesy of Jennifer Spadafora) Restaurant permit on hold until plaza owners revive the riverfront By Barbara Taormina T he Planning Board put off deciding on a request for a special permit for a restaurant at the Super 88 Plaza until the property owners make good on the conditions required by a special permit granted back in 2011. Plaza 188 Associates LLC has applied for a special permit to allow their tenant Jeffrey Wu, the owner of Super 88 Market, to convert the empty space next door, the former site of Ace Hardware, to a 252-seat, food-courtstyle restaurant. The plan calls for 15 kiosks that would serve food from 9 a.m. to 10 p.m. The special permit would allow the proposed 12,000-square-foot restaurant to open in an industrial zone. While the idea of a food-courtstyle restaurant in an area with businesses, offices and plenty of workers seemed welcomed, City Councillors Peg Crowe, Ryan O’Malley, Paul Condon, Barbara Murphy and Stephen Winslow were among those who opposed granting the permit until the owners clean up the back of the property, which runs along the Malden River. The councillors and other river advocates also want Plaza 188 Associates to comply with conditions of their 2011 special permit and upgrade the rough waterfront path behind the supermarket with a 10-foot wide stone dust walkway equipped with benches and signs to encourage public access to the Malden River. “A lot needs to be addressed,” said Crowe. “There are conditions that have never been met. There are storage trailers that need to be removed. There’s no stone dust, no walkway, no signs, and a bench in disrepair. Until these conditions are met and maintained, I don’t think we should be considering this use.” Crowe added that she was reaching out to the Massachusetts Department of Environmental Protection, which oversees waterfront properties required to provide public access to waterways, to make sure the property owners are complying with that agency’s conditions. “They haven’t done anything to show they are complying with the conditions set eight years ago,” said Condon, who echoed Crowe’s concerns. Condon also questioned the adequacy of the parking and said that despite the plaza’s large parking lot, the proposal is still 92 spaces short of what would be required for a 252-seat restaurant. He suggested scaling the proposed food court back by 25 percent. There were also questions about the accuracy of a traffic study property owners conducted midday on a Wednesday when the busy Social Security office located in the plaza closes at noon. Karen Buck wrote a letter on behalf of the Friends of the Malden River stressing the importance of public access to the water. Buck, who personally rows out to clean trash floating in the river, also stressed that trash and garbage from the plaza property has been a chronic problem. Murphy, who heads up the City Council’s Waterfront Access Committee, said a lot of time, effort and local and state dollars are going toward creating a riverfront walkway, and Malden River advocates need the Planning Board’s help in ensuring that businesses along the water comply with city and state requirements for public access. Last year, ARTLine unveiled a mural of characters from the work of illustrator, author and Malden native Ed Emberley, at FitzGerald Park on Exchange Street. At a presentation to the City Council earlier this year, Malden Arts Vice President Candace Julyan explained that the first round of ARTLine projects were chosen to celebrate some of the city’s most famous artists. Painter, sculptor and Malden native Frank Stella, who is recognized as a major player in 20-century American art, has agreed to create a mural on the Eastern Avenue hockey rink. The annual Irish American Labor Day Road Race is coming up, and this year’s event will be especially memorable for runners who have roots in Malden. “This year’s race is being run in honor of Jim Conway, the late, great mayor of Malden,” said Mike McCarthy, chairman of the event. Conway, who passed away on July 3, is known for his decades of public service and his boundless commitment to the city and its residents. In addition to his terms as the city’s 32nd and 34th mayor, Conway also served on the School Committee and the City Council and as Malden’s state rep. An avid fan of Malden school sports, Conway always seemed to find time to make it to games and events to cheer on the city’s young athletes. “People could talk about him and what he did for the city all day,” said McCarthy. “He was cherished by everyone in Malden.” This year’s Labor Day Road Race will start at 10 a.m. on Sept. 2 with registration beginning around 8:30 a.m. Runners can choose the 5K route or the 10K route, but both races will start and end at the Irish American Club in Malden. Runners can sign up for the race at coolrunning.com and the fee is $25. Those who sign up to run on the day of the race will pay a little extra, but all proceeds will go toward the Dana Farber Cancer Institute. “Every year, we’ve been able to raise about $5,000,” said McCarthy. After everyone has crossed the finish line, there will be a celebration at the Irish American Club with an awards ceremony and Irish music performed by Andy Healy. And there will be plenty of pizza, hot dogs and other refreshments, which McCarthy said is really Irish food without the potatoes. Now in its fourth year, the Irish American Labor Day Road Race is an official end-of-summer tradition in Malden. It’s a great chance to share some community spirit either by running or by cheering on family and friends who are in the race. It turns out that the report, which is the work of the U.S. Environmental Protection Agency and the Agency of Toxic Substances and Disease Registry, is only part one of two. The big takeaway from the 800-plus page document released late last month is that the emissions from chemicals in crumb rubber fields are very low and human exposure appears to be limited. But the report acknowledges there has been no determination on the health effects of limited exposure and research on the safety of crumb rubber fields is inconclusive. Those are questions that will be addressed in part two of the study, and it’s not clear when that will be released. Like the federal study, the TURI study reports that health information and studies on the components of artificial turf fields, including alternative fills such as cork, coconut and plant fibers, are limited, and it urges municipalities that are opting for artificial fields to make careful choices. The turf industry is continually introducing new types of infills, and the jury is still out on the safety for many products. According to the TURI study, artificial turf fields have raised concerns about impacts to the surrounding environment. In addition to chemicals in stormwater runoff, the study raises the problem of particles and synthetic fibers being introduced to the surrounding environment. While recycling artificial turf is a possibility, that end of the turf industry is still relatively new. The disposal of infill and shock pads, which have a life cycle of about 10 years, and the concern that they may end up in landfills is another general environmental concern. “A natural grass field can also provide a number of ecosystem services, such as providing habitat for invertebrates and microorganisms, reducing the heat island effect in urban areas, and helping to control flooding, among others,” explains the TURI study. Heat stress is also a concern with artificial turf, and the TURI study cites several reports that have recorded field temperatures as high as 174 and 200 degrees. Turf burns and subsequent infections are also a worry highlighted in the report. Proponents of artificial turf have cited lower costs for installation and maintenance and more play time on a field that can stand up to continual use. The city’s engineering consultant, Hayner/Swanson, Inc., has estimated that the cost of an artificial turf field at Roosevelt Park is around $610,000. The cost of a natural grass field at Roosevelt Park would be significant because of the need to remove and dispose of three feet of urban fill at the site. The Sports Turf Managers Association estimates the cost of maintenance for an artificial turf field runs between $5,000 and $8,000 for equipment and 300 to 500 hours of labor. Maintaining a natural grass field might cost between $4,000 and $14,000 a year and require between 250 to 750 hours of labor. The TURI study cites Springfield’s program of organically managed athletic fields where maintenance costs have dropped from $1,740 an acre to $1,100 an acre over three years. The cost decreased as the health of the soil and grass improved. According to a consultant who works with Springfield, one of the city’s fields has 650 hours of play scheduled each year. Physical education classes and about 100 hours of non-programmed use bring the total time the field is used to about 1,000 hours a year. Considering all the available information, unknown factors and cost estimates, the TURI study comes out in favor of organic natural grass over artificial turf. “From an environmental and health standpoint, organically managed natural grass is a safer choice for sports fields. When the full product life cycle is considered, organically managed natural grass also offers lower costs over time,” the study concludes. In addition Lil Phunk received the highest score ever by a USA junior crew. The final event, which was attended by thousands of people, was held at the Arizona Grand Resort & Spa in, Phoenix, Ariz., on Saturday, August 10. Lil Phunk moved into the World Hip Hop Dance Championships and placed ninth in the World in an event that drew more than 4,000 dancers from 50 countries, all vying for the title of World Hip Hop Dance Champion in the junior, varsity, adult and other crew divisions. Now in its 17th year, the USA and World Hip Hop Dance Championships are produced by Hip Hop International. The competition has inspired the MTV show Randy Jackson presents America’s Best Dance Crew. Although a work trailer has been installed, and we have seen new road markings on the Fellsway, there is still a lot more that needs to be done to make this intersection safer for all. The removal of the rotary/island will be a major step forward in realizing the vision of the Ward 3 residents that advocated for change. This change is happening because state agencies, state and local elected leaders, and community members worked together for the betterment of Malden. This effort was not quick nor a straight line to success. In fact, it has been almost two years since the start of our push for change. I gathered signatures from over 160 households to show our elected officials that this was a real issue. I led the initiative for the current common-sense solution and was able to articulate the benefits of prioritizing this long-term solution for a dangerous intersection to our City Council, elected state and local officials and many of the community members. We were able to achieve this significant improvement for drivers, pedestrians and cyclists at one of Massachusetts’s most dangerous intersections by working together toward a common goal despite differing personalities and perspectives. Politics and ideology were put aside to do what is in the best interest for the city and all who use it. I commend the residents of Ward 3 for always being polite, respectful and tenacious. I thank the elected officials willing to keep pushing for the right answer and a state agency willing to change course and invest in our City. I commend our state leaders and their staff who kept the community appraised of progress and organizational setbacks. Lewis provision to address barriers for foreign-trained medical professionals and improve access to health care B OSTON – A new commission created in the FY2020 state budget that Gov. Charlie Baker signed this week will help address our Commonwealth’s critical shortages of medical providers by identifying best practices to license and deploy foreign-trained health professionals. Massachusetts has some of the best medical facilities in the world, but it also fails to meet many people’s basic needs. Over seven percent of state residents lack adequate access to primary care, dental care, or mental health services, including more than 500,000 low-income people in Greater Boston, Western, Central and Southeastern Massachusetts. Yet we also have a lot of untapped talent: more than 8,000 doctors, nurses, pharmacists, mental health providers and other medical professionals who were educated abroad – over 20 percent of whom are jobless or underemployed because they’ve had difficulties getting licensed in the U.S. A provision in the FY2020 budget directly addresses this issue by establishing a 23-member commission that will bring together all the key stakeholders – state agencies, hospital and health center leaders, professional organizations, educators, and affected clinicians – to tackle barriers to licensure, with the express goal of deploying these providers in underserved, high-need areas. “The shortage of health care workers across Massachusetts and the nation must be addressed urgently,” said Senator Jason Lewis, on whose bill the budget provision was based. “By addressing obstacles facing foreign-trained medical professionals in their efforts to obtain their full medical licenses here in the Commonwealth, we can tackle those work force challenges. “Marrying this pool of unused talent with a population in need of better access to services would help us to better meet our health care needs and expand opportunity at the same time,” he added. “I’m confident that this policy will expand access in underserved communities, improve health care outcomes, and empower all qualified medical professionals to participate actively in the work force.” For affected clinicians, the new commission offers hope after years of struggle. “I am so excited as a Haitian who has trained as a doctor in Mexico and France that I would be able to contribute my clinical skills to serve people who cross many intersections, addressing their cultures and backgrounds, especially in mental health,” said Dr. Judith Thermidor. “This important step will allow foreign-trained physicians to work together with American doctors to address an urgent need: eliminating inequities in the quality and availability of health care for ethnic, racial and economic minorities by increasing the cultural competence of Massachusetts’ health care work force.” “I am very happy and full of good expectations for the steps Massachusetts is taking to help doctors like me to become part of the health care system,” said Dr. Jorge Carias, from El Salvador. “I came here three years ago, and I have longed every day for an opportunity to put my skills to work for my community.” The new commission is charged with studying and making recommendations on (i) strategies to integrate foreign-trained medical professionals into rural and underserved areas; (ii) state and federal licensing regulations that may pose unnecessary barriers; (iii) potential changes to Massachusetts licensing requirements; (iv) opportunities to advocate for corresponding changes to national licensing requirements; and (v) any other relevant matters. The commission is to submit a report to the Legislature by July 1, 2021, including proposed bills to carry out its recommendations. Since my father died a few years ago, her house is so disorganized and messy with stuff that it’s becoming a hazard. What should I do to help her? Troubled Son Dear Troubled, Clutter addiction is a problem that effects up to five percent of Americans, many of whom are seniors. The problems can range anywhere from moderate messiness to hoarding so severe it may be related to a mental health disorder like obsessive-compulsive disorder. Here’s what you should know, along with some tips and resources that can help your mom. Why People Hoard The reasons most people hoard is because they have an extreme sentimental attachment to their possessions, or they believe they might need their items at a later date. Hoarding can also be a sign that an older person is depressed or showing early symptoms of dementia. Common problems for seniors who live in excessive clutter are tripping, falling and breaking a bone; overlooking bills and missing medications that are hidden in the clutter; and suffering from the environmental effects of mold, mildew and dust, and even living among insects and rodents. What to Do To get a handle on your mom’s problem, the Institute for Challenging Disorganization offers a free “Clutter Hoarding Scale” that you can download off their website at ChallengingDisorganization.org. If she takes you up on it, most professional organizers recommend decluttering in small steps. Take one room at a time or even a portion of a room at a time. This will help prevent your mom from getting overwhelmed. Before you start, designate three piles or boxes for your mom’s stuff – one pile is for items she wants to keep-andput-away, another is the donate pile and the last is the throwaway pile. You and your mom will need to determine which pile her things belong in as you work. If your mom struggles with sentimental items that she doesn’t use, like her husband’s old tools or mother’s china for example, suggest she keep only one item for memory sake and donate the rest to family members who will use them. You will also need to help her set up a system for organizing the kept items and new possessions. Find Help If you need some help with the decluttering and organizing, consider hiring a professional organizer who can come to your mom’s home to help you prioritize, organize and remove the clutter. The nonprofit group National Association of Productivity and Organizing Professionals has a directory on the website at NAPO.net to help you locate a professional in your area. If your mom has a bigger, more serious hoarding problem (if her daily functioning is impaired, or if she is having financial difficulties, health problems, or other issues because of her hoarding) you’ll need to seek professional help. Antidepressants and/or talk therapy can help address control issues, anxiety, depression, and other feelings that may underline hoarding tendencies, and make it easier for her to confront her disorder. Enhanced Google Maps, Lime integration sets sights on improving city commutes G oogle Maps will begin displaying available Lime scooters in over 100 cities around the world. On Android devices in the Google Maps app, users will be able to see if a Lime vehicle is available, how long it’ll take to walk to the vehicle and other info. In late August iOS availability for this feature will launch. In the Metro Boston area, Lime riders have taken close to a half million rides on its bikeshare program and over 60,000 rides on its scooter program. Lime bikes are available in Arlington, Bedford, Belmont, Chelsea, Everett, Malden, Newton, Quincy, Watertown and Winthrop.
