During my installation speech last January I challenged every member to recruit one new member this year. That did not occur, however, we did realize an increase in membership and an average of 90% retention, which reverses a declining number over the past several years. Thank you to the new members that helped us achieve this success and the members that recruited them. What I would consider the most unfortunate loss to our region, was the decision to build the next NGA site in north St. Louis. It was a huge disappointment not only for members of our association, but for the entire Metro East. However, the Municipal Assistance Committee was instrumental in working with Edwardsville, Glen Carbon and Madison County on revising the I-55 Development Code which was adopted in July of this year. They also have been involved with other municipalities providing input and guidance as their committees and boards navigate the complexities of adopting, in whole or part, building codes and ordinances. Most recently, Troy , IL is revising their Subdivision Ordinance and our committee is there providing guidance and expertise to assist them. Our Professional Women in Building Council continues to impress. Hosting private lunches with Troy Mayor Allen Adomite and O’ Fallon Mayor Gary Graham. They also held their inaugural “Power Women Luncheon” featuring two very successful women, from the state of Illinois, Colonel Laura L. Lenderman, SAFB and Kristina Rasmussen, President and COO of the Illinois Policy Institute. These along with other activities have raised thousands of dollars allowing them to provide scholarships for local female students in the home building and remodeling industries. The New Homes on Parade Open House Event with the implementation of “Parade Craze”, an app downloaded on a smart phone; not only was successful and reached even more potential home buyers, especially millennials. Our local HBA published the “Building Industry Laws You Should Know” book and provided this to all members. This will continue to be a benefit to members for years to come. On a national level in 2016, Home Builder and Developer, Ed Brady, from Bloomington, IL served as Chairman of the National Association of Home Builders and is being considered for the next commissioner of the Federal Housing Administration. The Presidential election gives us President Donald Trump, with his significant background in the building industry. While addressing NAHB attendees at the mid-year meeting in August zeroed in on issues of concern to the industry, particularly regulations that he said today represent 25% of the cost of building a home. He indicated that he would declare a temporary moratorium on new agency regulations and lower the cost for homebuilders. On the state level our own Mark Vogt, Vogt Builders has moved up the HBAI leadership to become its Treasurer. Tracy Butler our Executive Officer received the “Presidents Award” from outgoing President Dean Graven, for her work on the afore mentioned book. Earlier this year Bob Dee Jr., Homes by Deesign, represented us in a roundtable discussion consisting of MetroEast business owners with Governor Rauner. Finally, we will once again be honored with providing assistance to our members of the armed forces during the return of the Air Show & Open House as Scott Air Force Base celebrates 100 years of continuous operation. As much as we have accomplished this year, many are left out of this review, I feel we have set into motion many other exciting improvements to our organization; that will come to fruition in the coming months and years. In addition, 21 states have also filed suit challenging the rule and the two lawsuits have been consolidated.  While the injunction is only temporary, the ruling by Judge Amos Mazzant sent a strong signal that he could likely side with NAHB and our business coalition.  Had the rule gone into effect on Dec. 1, it would have had significant ramifications for many employers, including home building firms and not-for-profits, such as HBAs.  According to NAHB analysis, nearly 100,000 construction supervisors would be eligible for overtime under the new rules.  As NAHB keeps working toward permanent relief, we will continue to provide our members with the tools they need to comply with the new overtime requirements in the event that the court rules against NAHB, our business coalition and the 21 state attorneys general. NAHB’s Legal Victory Blocks “Persuader” Rule  NAHB scored an important legal victory on Nov. 16 when the U.S. District Court for the Northern District of Texas granted the association and other groups a permanent stay on the Department of Labor’s final “persuader” rule.  The rule would unfairly discourage employers from receiving confidential legal advice concerning union organizing because it required employers to disclose the names of lawyers and consultants to the Department of Labor (DOL).  In short, unions were seeking to prevent employers from talking to their lawyers in response to union organizing. The court ruling essentially puts an end to the union effort.  With the permanent judgment now in place, the persuader rule will not go into effect unless DOL appeals and a higher court overrules the lower court decision. After weeks of phone calls and personal visits, NAHB members were successful in pushing the results to reflect the point of view of the code official, rather than that of the product manufacturer. “This shows the value of our association as the consistent voice for safe, cost-effective construction – and being the voice for home buyers,” said NAHB Construction, Codes and Standards Chairman Phil Hoffman. The preliminary results await a January audit and confirmation by the ICC Board of Directors. Here are the highlights International Residential Code (IRC) RB17-16 revises the seismic design category map, moving some areas of the country into in a higher category. NAHB opposed this proposal, but it was approved. Estimated Increase: $2,483-$6,196 per house. RB19-16 would have revised the ground snow load map. Affected regions would have required thicker roof sheathing and changes to rafters and headers. NAHB opposed this proposal, and it was defeated. Estimated Savings: $1,014-$1,652 per house. RB26-16 & RB27-16 would have significantly increased the design live load for decks and balconies of homes to support 60psf instead of the current 40psf requirement. NAHB opposed these proposals, and they were defeated. Estimated Savings: $75-$154 per house. RB52-16 would have required duplexes that are divided by a legal lot line to be separated by two independent, one-hour fire-resistance-rated walls, instead of a single, two-hour fire-resistance-rated wall. NAHB opposed this proposal, and it was defeated. Estimated Savings: $1,097 – $3,803 per house. RB129-16 would have removed the requirement to install a fire sprinkler system from Section R313 of the IRC and moved it into a new optional appendix. NAHB supported this proposal, but it was disapproved. Estimated Increase: $6,026 per house (If adopted locally). RB278-16 would have required that either an airspace or a manufactured rainscreen product be installed behind the siding on homes in wet climate zones. NAHB opposed this proposal, and it was defeated. Estimated Savings: $286-$3,680 per house. 14 International Energy Conservation Code (IECC) RE35-16 would have increased the requirements for the energy efficiency of windows. NAHB opposed the proposal, and it was defeated. Estimated Savings: $584$1,563 per house. RE58-16 would have removed the mandatory 3 and 5 ACH50 building tightness requirements and made it possible to trade-off building tightness in the performance path without reducing the stringency of the code. Unfortunately, this proposal was defeated. RE79-16 would have modified the IECC air barrier table by adding a new requirement to fully encapsulate rim joist insulation. NAHB opposed this proposal, and it was defeated. Estimated Savings: $351-$555 per house RE134-16 would have allowed mechanical equipment trade-offs. If more efficient equipment is specified, the envelope insulation levels can be reduced by up to 15%. If this code change had been approved, the potential savings would have been $217-$1,425 per house. RE173-16 brings the ERI values more in line with the IECC prescriptive path. The values will still be about 2025% more stringent than the prescriptive path. The current values in the 2015 IECC are about 30-35% more stringent than the prescriptive path. NAHB supported this code change, and it was approved. CE105-16 would have required air leakage testing by fan pressurization for buildings over a certain size and in specific climate zones. NAHB opposed this proposal, and it was defeated.
