Broadway Zoning Plan
Public Meeting May 12

T
he City is exploring the idea
of creating a new zoning plan
for the Broadway (Route 99) Corridor
and is looking for feedback
at its fi rst community meeting
on Thursday, May 12 at 6 p.m.
at Town Line Luxury Lanes, 665
Broadway. Persons who live,
work or travel on that corridor
are urged to attend.
In 2018, the City of Malden was
awarded a Massachusetts Gaming
Commission Non-Transportation
Planning Grant to complete
a land use and economic
development plan for the Broadway
(Rte. 99) Corridor. The framework
plan included a study of
existing physical and economic
conditions of the corridor, projections
of Encore Casino related
impacts, and recommendations
on land use, economic development,
and job retention and creation
strategies. The plan, completed
in December 2020, addressed
specifi c challenges and
opportunities of the corridor by
providing the City of Malden
with a clear and action-oriented
plan to protect important uses,
prepare for and regulate new development,
and utilize gaming
facility-driven economic opportunities
to grow Malden’s business
community and prevent
Corridor deterioration.
Building off this eff ort, the City
is now developing new zoning
amendments that will codify the
vision and goals set in the framework
plan. BSC Group, the fi rm
that worked on the framework
plan, is providing planning services
for this next phase of work.
The process will include interviews
with stakeholders, two
community meetings, and the
development of an action plan
before any new zoning amendments
are drafted.

Community First Partnership
to boost energy efficiency
he City of Malden is pleased
to announce it has been selected
to participate in the 20222024
Community First Partnership
off ered by the Sponsors of
Mass Save to increase energy effi
ciency in homes and businesses.
Malden is one of 30 communities
selected to participate in
this new initiative. In the first
year of the program, Malden will
receive $60,000 to support community
outreach and engagement
to boost participation in
the Mass Save energy effi ciency
programs, especially in environmental
justice communities.
The city will work with National
Grid – the local Mass Save
Sponsor – to provide cost-saving
energy effi ciency solutions
to residents, small businesses,
houses of worship and local
nonprofi ts. Malden’s outreach
will focus on renters and landlords,
non-English speaking/
limited English profi ciency residents,
low-to-moderate-income
households and small businesses.
The outreach will also support
participation in Malden’s
Housing Rehab program, which
offers financial assistance to
help property owners make necessary
repairs to homes occupied
by low- and moderate-income
residents. That program,
and Malden’s participation in
the Community First Partnership,
are administered by the
city’s Offi ce of Strategic Planning
and Community Development.

Malden School Committee votes to retain,
revamp academic enrichment learning program
Steps being taken to ensure equitable access districtwide moving forward

The Malden School Committee
Monday night voted 7-2 to
retain and revisit the Academically
Enriched and Advanced
Program (AEAP), often referred
to as the “gifted” program at
the Linden S.T.E.A.M. Academy
in Malden.
The vote came after another
regular meeting prefaced by a
lengthy public comment period
where parents and students
spoke for and against the longtime
program.
Students would take a placement
test to be administered
into the class, with the first slots
opening in first grade and running
up to eighth grade. The
program was sited at the Linden
S.T.E.A.M. Academy and many of
the students participating came
from that school.
At the beginning of the pandemic,
in March 2020, the
School Committee voted to
halt the application process for

after consultation with Schools
Supt. John Oteri.
At Monday's meeting, Ward
3 School Committee member
Jennifer Spadafora gave a committee
report from the School
Committee's Equity Committee,
which includes members Keith
Bernard (Ward 7) and Dawn
Macklin (Ward 4).
The committee's recommendation
was that the program
be retained and expanded
in the sense that it would be
mandated that applications for
spots in the programs would
be actively sought from all five
of Malden Public Schools' K-8
schools.
Additionally, all applications
would be delivered to and processed
at the Malden Welcome
Center and acceptances and assignments
would be made from
that office.Also, brothers and sisters
of students in the program
would not automatically be included
in the program, as had
been referenced in the past.
Spadafora said "a lot of work
and many hours" had been put
into the discussions and report
of the subcommittee and that
she and her colleagues were
appreciative of all the public input
they had received, as School
Committee members, through
phone calls, emails and text
messages.
"We all want a policy that is
fair, equitable and has academic
value and support for the families
in our district," Spadafora
said. "We think the committee's
recommendations will put us on
that path."
The April School Committee
meeting featured a near-marathon
stream of public comment
speakers, most in favor of retaining
the AEAP program, over two
hours worth of speakers.
On Monday night, School
Committee chairperson and
Mayor Gary Christenson limited
the comment period to 30
minutes and about 12 speakers
appeared, with mixed opinions
as to retaining or ceasing
the program.
Since an earlier recommendation
had already been received
to cease the program, a formal
vote had to be taken on that and
it failed 9-0.
A subsequent vote of 7-2 approved
the newest recommendation
by the committee to revise
the operating tenets of
the AEAP program. Members
Rob McCarthy Jr. (Ward 2) and
Joseph Gray (Ward 6) voted
against the recommendation.
All other members and chairperson
Mayor Gary Christenson
voted in favor.

hile working at his family’s
restaurant, Habesha, Yosef
Tesfaye looked up on the afternoon
of April 28 to find Michael
Cunha, 42, of Somerville, fleeing
from police after allegedly stealing
an Amazon van loaded with
packages.
According to Malden Police,
Cunha gained access to the
open vehicle at the intersection
of Bickford Road and Main
Street. After driving “several
blocks,” police said, Cunha got
out of the van and fled on foot.
That was when he encountered
Tesfaye, who knew that
Cunha was not in the neighborhood
to enjoy the restaurant’s
Ethiopian cuisine. After
learning from the Amazon
driver that Cunha had stolen
the vehicle, Tesfaye pursued
Cunha himself and tackled him
to the ground.
Although Cunha was able
to get away from Tesfaye, police,
with assistance from K9
Mattis, located him 40 minutes
later and took him into
custody. No injuries were
reported.
Cunha was ordered to undergo
a mental health evaluation
before appearing in Medford
District Court on April 29.
Although Cunha pleaded not
guilty, prosecutors maintained
that he was carrying a knife and
an air pistol when he stole the
Amazon vehicle. Cunha is being
held on $5,000 cash bail and
has been charged with carjacking.
Under state law, if convicted,
Cunha could face up to 15
years in prison.

to stage with flourish and flair

a historical, cultural touch on performance

H
e may not be a history teacher,
but Malden High School
Choral Arts Society Director
Todd Cole surely knows how to
connect the past to the present.
On Wednesday night, his four
ensembles performed with
flourish and flair as the MHS
Spring Choral Concert made a
triumphant return to the Jenkins
Auditorium after a two-year
"pandemic pause".
The mix of selections was
eclectic, dramatic and historical
in both context and culture
— ranging in timeline from selections
as far back as the 1500s,
to a rousing rendition of the
Queen/Freddie Mercury iconic
anthem, Bohemian Rhapsody.
The variety continued with a
musical scene, acted and sung
right out of West Side Story by
the Concert Choir Tenors and
Bass singers, Gee, Officer Krupke
— and the Concert Choir's
rendition of the Beatles' hit, Eleanor
Rigby.
Before every selection was
performed, Director Cole gave
a brief introduction and often
an anecdote to accompany the
performance.
When introducing his various
ensembles, which total nearly
90 students, Cole proudly
noted some recent statewide
award winners. In a state adjudication
performance at Norwood
High School, Cole’s Concert
Choir took the Silver Medal
and the Madrigals were awarded
the Bronze Medal.
On Wednesday night, in addition
to the historical element,
Cole pointed out that in his concert;
there was also a distinctive
cultural piece as selections were
performed in five different languages:
Hebrew, French, German,
Spanish and Italian.
"For every concert, we wish to
introduce a challenge," Cole told
the audience. "The challenge we
introduced here was a number
of songs in different languages,
some of them (the Concert
Choir) learned in just the past
three weeks."
Cole had special thanks for
all of those who assisted and
contributed to the success of
the concert, including the Malden
Public Schools Central Office
administration and Malden

Malden man and juvenile
accomplice arraigned on charges
stemming from Somerville shooting

manual Beshah, 19, of Malden,
and a male juvenile suspect
were arraigned on May 3
in connection with an alleged
shooting at the Mystic Activity
Center in Somerville.
According to the preliminary
investigation, Somerville Police
responded to the report
of a shooting at approximately
2:45 p.m. on February 20. Offi
cers found two victims, a man
in his 30s and a woman in her
20s. The victims, whose identities
have not been released, reportedly
told police that “several
males” approached their vehicle
and opened fi re. Remarkably,
no injuries were reported
despite the vehicle being riddled
with bullet holes.
Further investigation of forensic
evidence and surveillance
footage led police to apprehend
Beshah and the juvenile
suspect.
“We have been seeing a dangerous
uptick in gun violence
among young people,” said Middlesex
District Attorney Marian
Ryan. “In this case the victims,
who had no known connection
to the defendants, were
not struck, but could have very
easily been injured or killed. This
type of intentional discharge of
weapons without any regard for
public safety is putting neighbors,
people’s homes and the
entire community at risk.”

Sen. Lewis supports passage of sports betting legalization
bill with strong consumer and problem gambling protections
O
n April 28, Senator Jason
Lewis joined his Massachusetts
Senate colleagues to pass
An Act regulating sports wagering,
which would legalize commercial
sports betting in Massachusetts.
The bill, which would
allow for both in-person and
online sports betting, includes
several strong consumer safeguards
and addresses gambling
addiction and recovery. This legislation
is estimated to generate
$35 million in annual tax revenue
for the state.
“I appreciate that the state
Senate has taken a careful and
thoughtful approach to the issue
of legalizing sports betting
in the Commonwealth,” said
Lewis. “The Senate’s bill will enable
Massachusetts to join the
majority of other states in permitting
legal sports gambling,
but ensure that our state has
very strong consumer protections
and seeks to prevent and
mitigate problem gambling
and addiction as much as possible.”
The
legislation would allow for
bets to be placed on a professional
sports event, such as the
Super Bowl or World Series, and
establishes a licensing process
that is inclusive of the state’s existing
casino and slot parlor industry.
In addition to sports wagering
being offered at existing
casinos, the bill contemplates six
licenses to be awarded through
a competitive process to comto
promote responsible gambling
and takes strong steps to
protect consumers. To that end,
the bill would:
• Prohibit the use of a credit
card to place a sports wager.
• Require the state Department
of Public Health to establish
a compulsive gambling direct
assistance program.
• Require companies licensed

panies that have local community
support that promote the
following: job growth and local
economic development; responsible
gambling; and diversity,
equity and inclusion. Those
six licensees would be permitted
to operate both in person at
a retail facility and through online
wagering. Wagering would
not be permitted on electronic
sports, amateur sports or athletic
events like high school
and youth sports, Olympic-related
competitions or collegiate
sports. All leading Massachusetts
Division 1 universities
have previously expressed their
strong opposition to allowing
college sports betting.
Mindful of the harmful impacts
of compulsive gambling
and risks of addiction, the Senate
bill is intentional in its efforts
to offer sports betting to train
employees to identify problem
gambling and create plans
to address instances of problem
gambling, which would be
submitted to the state’s Gaming
Commission.
• Ensure that consumers could
cash out and permanently close
accounts for any reason or create
self-imposed limits on wagers.
•
Place restrictions on marketing
and advertising of sports
betting, especially to prevent
predatory marketing aimed at
youngsters. The bill would prohibit

Police Officer Jamie Antonangeli
recently in a local supermarket.
Jamie is still in the
neighborhood and looks great.
Retirement has done him good!
He says he still gets together

breakfast with them in the near

was always an unabashed fan of
the late Malden Evening News!
Through the good times and
through the lean times, of which
there were many, I had been
a steadfast reader of this daily
newspaper. Shoot, the M.E.N.
was around since before every
single one of us were born! It was
in the DNA of Malden, one and
the same. Might sound weird but
I was saddened when they fi rst
eliminated their Wednesday edition,
then closed their doors forever
on us a short time later. I’ll
give you an example of why we
loved the News and its tireless
editor at the time, Steve Freker, so
much. Only somebody like Freck,
who is 100% Malden, could have
written a column such as the “Inside
Information” piece he wrote
on the Eddie Larson Field dedication
at Devir Park. Only somebody
like Freck, who knew Eddie
personally, could have written
such a thoughtful, such a heartfelt,
such a fi tting tribute to our
pal Eddie. His words were from
deep down inside – from somebody
who was feeling what all
of us Maldonians who knew Eddie
were feeling. Because Freck
AND the Malden News WERE
Malden! That was a good thing
for sure! Thanks, Freck; keep up
the great work you continue to

Mayor honored at St. Rocco’s Anniversary Banquet

ayor Gary Christenson was
taken by surprise during
the 92nd Anniversary Banquet
of the St. Rocco Fraternal Association
of Malden. The annual
event commemorated 92 years
of St. Rocco’s Feast. Although
the mayor was aware that the
event would honor Malden Police
Commissioner Salvatore
“Butch” Gennetti, he was completely
surprised when event
host/St. Rocco’s Feast Association
of Malden President Joyce
Mover announced that he was
the second honoree for all of
his support over the years of
the banquet as well as St. Rocco’s
Feast. Christenson was presented
with citations as well as
a statue of St. Rocco that came
from Italy. The Gennetti family
was in attendance as were Christenson’s
family and friends.
The banquet raised funds for
this year’s annual St. Rocco’s
Feast, which brings rich Italian
traditions to Malden. This year’s
event will take place from August
12-14 in the Edgeworth
neighborhood of Malden.

It’s Official… Mayor Christenson to Seek Reelection
To the delight of a packed crowd at Mixx 360, Mayor Gary Christenson announced that he would be seeking re-election as Mayor of Malden.
Introduced by his longtime friend State Representative Steve Ultrino, the vacation-themed event poked fun at the fact that the Mayor never
gets away and the event was the closest he’s gotten to a vacation in a long time.
During his remarks, Mayor Christenson highlighted the great work done by his administration during his time in office and how privileged he
feels to represent the residents of Malden. He spoke about the importance of being willing to listen and be open minded to discuss with anyone
their views on important issues. “We live in a world in many ways divided, with extreme opinions on both ends of every issue, and the knowledge
that no decision pleases everyone,” said Mayor Christenson. “The key to being Mayor is ensuring you take each issue individually, and
even where there isn’t common ground, to maintain relationships so that when the next issue hits the table, I am able to once again be fair,
open minded, and listen to all viewpoints.”
He revealed some upcoming projects in the works including a transformational riverfront project, a performing arts center, plans for affordable
housing, and park projects. The Mayor finished by stating that the City has a bright future, but that potential will only truly be realized if we work
to stay above the fray, find common ground where it exists, disagree respectfully, and remain committed to the relationships that are needed to
make progress. He thanked his supporters for the privilege of serving Malden and then did what he enjoys most. Mayor Christenson spent the
next several hours hearing from his supporters in a series of one-on-one conversations.

to MVES’ Money Management Program

he Savings Bank Charitable
Foundation recently
presented a $3,000 donation
to the Money Management
Program of Mystic Valley Elder
Services (MVES) as part of
the Foundation’s 25th distribution
of funds. The Money
Management Program offers
a variety of services ranging
from complete oversight of a
consumer’s finances to assistance
with balancing a checkbook,
all free of charge. Without
the program, many individuals
would face food insecurity,
financial exploitation,
eviction and premature institutionalization.

terms on the Malden City Council
and Malden School Committee.
He has been reelected
twice to successive four-year
terms, running unopposed in
2015 and defeating a challenge
by former City Councillor John
Matheson in 2019.
Mayor Christenson is the first
candidate to throw a hat in the
ring for the city’s top post in
2023. There have been some
unconfirmed reports of other
potential candidates and, now,
possible challengers for the top
spot, but nothing official.
If reelected, Mayor Christenson
would match the years
(16) as longest-serving Mayor
in Malden municipal history in
serving out a fourth, four-year
term that would run from 20242028.
Mayor Christenson’s predecessor,
former longtime Mayor
Richard Howard, is the existing
longest-serving Mayor in
Malden history. Former Mayor
Howard – recently installed in
the Malden High School Alumni
Association Hall of Fame –
served six consecutive terms,
from 1996-2012. Mayor Howard
served four two-year terms
and two four-year terms, when
the ordinance was changed to
lengthen the mayoral terms in
2003.
Mayor Christenson is the first

warmly by Malden State Representative
Steve Ultrino, who
has announced his bid for reelection
to a fifth term. “I know
no one who has matched the
commitment and determination
to serve the Malden community
so well as Mayor Gary
Christenson,” Rep. Ultrino said.
“He has done so much for this
city in his time in office and has
been a valued partner with our
state delegation in ensuring
that Malden residents have the
resources and assistance they
need and deserve.”
Mayor Christenson referenced
a few of the accomplishments
of his past years
in office, such as the construction
of a new City Hall and Police
Station, the reopening of
Pleasant Street in the downtown
area for the first time in
more than 40 years, as well as
increased and enhanced services
to Malden’s growing,
diverse community. He also
pointed to the immediate future,
with increased, intensive
and ongoing infrastructure enhancements,
such as lead pipe
replacements and roadway improvements
and revamps. Also
right in the front of the list are
the introduction of a new arts
and cultural center in a renovation
of the former Malden District
Courthouse on Summer
Street, and several new park
rehabilitation projects around
the community.
Beginning in the near future
is a comprehensive project that
would accomplish two major
goals, the Mayor explained:
constructing a state-of-the-art
park on the banks of the Malden
River, and a renovation and
rehabilitation which would result
in an enhanced Department
of Public Works facility on
Commercial Street.
Mayor Christenson also made
a new major announcement.
“We also are soon announcing
a major step forward in a
plan to address the future of
the Malden Hospital site, which
has been long anticipated and
long overdue,” the Mayor said.
Mayor Christenson also
thanked his central cabinet for
their continued advocacy and
support of the constituents of
Malden, including Special Assistant
to the Mayor Maria Luise.
“We want to continue to serve
the Malden community and we
appreciate your support,” Mayor
Christenson said.

Malden celebrates Mental
Health Awareness Month
M
ayor Gary Christenson recently
celebrated Mental
Health Awareness Month and
thanked Marilyn Andrews,
chair of the Disability Commission
and the Parent/Professional
Advocacy League
(PPAL), a statewide grassroots
organization that advocates
for improved access to mental
health services for children,
youths and their families.
With Andrews’ assistance,
the city participated in PPAL’s
“Light Up Green” campaign –
lighting the bridge near City
Hall in green lights in support
of Mental Health Awareness
Month.
The mayor took the opportunity
to acknowledge the collaborative
eff ort between our Police
Department and Eliot Community
Human Services (Eliot)
to provide a full-time licensed
mental health clinician through
grants from the Edward J. Byrne
Memorial Justice Assistance
Grant and the Melrose/Wakefi
eld-Hallmark Grant with special
thanks to Ward 1 Councillor
Peg Crowe, who identifi ed
and sought the grant funding.
The program, called the “Community
Clinician Integration
Program” responds to a critical
need as mental health–related
calls began to increase signifi -
cantly following the COVID-19
pandemic. Having the clinician
co-respond with an offi cer provides
the police with an eff ective,
alternative response to individuals
in crisis by allowing,
in many cases, an on-site clinical
assessment of the individual,
giving them the best possible
treatment options from the
start. Christenson thanked Eliot
and the Police Department for
their participation and for being
willing to be open to this
initiative.

Malden resident to star in ‘Boeing, Boeing’

(AFD) will be opening its
doors again for the final show
of the season, “Boeing, Boeing.”
A French farce written by
Marc Camoletti, it tells the story
of Bernard, an American living
in Paris, who is simultaneously
engaged to three different airA
line
hostesses. Because they are
of different nationalities and fly
three different airlines, Bernard
has been able to juggle their
schedules so that they never
meet. But when Boeing brings
in faster jets, he is bound to hit
some turbulence in his previously
perfect arrangement.
Malden resident Jon Nuquist
plays Robert, an old friend who
arrives for a visit just as Bernard’s
life is about to unravel. At first
amazed by his host’s ability to
juggle three women at once, he
quickly finds he is not immune
to their beautiful charms himself.

the value of a life estate
and remainder interest in
real estate.
MassHealth is now using
the Social Security Operations
Manual (POMS) SI 01140.120
Life Estate and Remainder Interest
Table. The result of this
is that the value of a life estate
interest as calculated by MassHealth
is much higher than it
otherwise would be under the
old valuation method. Therefore,
if a parent had deeded
his or her home to the children
many years ago with a
reserved life estate and now
wishes to sell the home, the
amount of the net sales proceeds
that will belong to the
parent is a lot higher than it
otherwise would be. Once the
home is sold and the parent is
now credited with the portion
attributed to the life estate interest,
those monies will then
be considered countable assets
when applying for MassHealth.
If the parent immediately
transfers those monies to
his or her children, a new five
year look back period would
commence as of the date of
the transfer. As a result, much
more money is at stake if the
parent were to go into a nursing
home prior to the expiration
of that five-year period.
If the real estate is a vacation
home, if MassHealth utilizes
the new tables for valuing
the life estate in the vacation
home, the parent may
very well be over the asset
limit due to the higher valuation.
Using the old IRS Table S
along with the Internal Revenue
Code Section 7520 interest
rates would result in much
less exposure as far as countable
assets are concerned.
One option would be to
rent out the vacation home
at a profit and take the position
that the vacation home
is necessary for self-support.
In this case, the vacation home
would not be considered a
countable asset. The net income
from the vacation home
would have to be paid to the
nursing home as part of the
patient pay amount, but MassHealth
would pay the bulk of
the monthly nursing home
cost if the application is otherwise
approved.
If the real estate in question
is your principal residence
and it is sold, under the MassHealth
new calculation methodology,
more of the gain will
be allocated to the life tenant
resulting in less or no capital
gains tax due to the $250,000
capital gains tax exclusion (if
single) or $500,000 (if married).
If the children do not live
in the home, they would not
be able to take advantage of
the capital gains tax exclusion.
In that situation, having less of
the sales proceeds attributed
to the remaindermen (i.e.
children) would end up saving
them in taxes.

To help your mom get packed up and moved into her new
home, you should consider hiring a “senior move manager.”
These are trained organizers (they are not moving companies)
who assist older people with the challenges of relocating and
can minimize the stress of this major transition by doing most
of the work for you.
A senior move manager can help your mom pare down her
belongings, decide what to take and what to dispose of, recommend
charities for donations and help sell her unwanted items.
They can even create a customized fl oor plan of her new home
so your mom can visualize where her belongings will fi t.
Senior move managers can also get estimates from moving
companies, oversee the movers, arrange the move date, supervise
the packing and unpacking and help set up her new home,
have the house cleaned and just about anything you need related
to her move.
If you want to do some of the work yourself, you can pick and
choose only the services you want. For example, you may only
want a move manager’s help with downsizing and selling excess
furniture and unwanted belongings but plan on doing the
actual packing and moving yourself.
The cost of working with a senior move manager will vary depending
on where you live, the services you want and size of
the move, but you can expect to pay somewhere between $60
and $125 per hour or more, not including the cost of movers.
How to Find One
To locate a senior move manager in your area, visit the National
Association of Senior Move Managers website at NASMM.org
or call 877-606-2766. The NASMM is a trade association with an
accreditation program that requires its members to abide by a
strict code of ethics that ensures integrity. They currently have
around 1,000 members across the U.S.
You can also search at Caring Transitions (CaringTransitions.
com), which is the largest senior relocation and transition services
franchised company in the U.S. They currently have nearly
200 franchises throughout the country.
But, before you hire one, be sure you ask for references from
previous clients and check them, and check with the Better Business
Bureau too. Also fi nd out how many moves they have actually
managed and get a written list of services and fees. And
make sure they’re insured and bonded.
If you can’t fi nd a senior move manager in your area, another
option is to hire a certifi ed professional organizer who specializes
in downsizing and relocating. To fi nd one, check the National
Association of Productivity and Organizing Professionals,
which has a searchable database on its website at NAPO.net.

vendors to provide a proposal for vehicle maintenance and repair to its various vehicles under the following: Invitation
to Bid for Vehicle Maintenance and Repair, MHA #042122 for the MHA, in Malden Massachusetts, in accordance with

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the
Massachusetts Department of Housing and Community Development (DHCD) and the Malden Redevelopment Authority
(MRA), as agent for and representative member of, the North Suburban HOME Consortium.
REQUEST FOR RELEASE OF FUNDS
On or about May 23, 2022 DHCD and the MRA will submit separate requests to the United States Department of
Housing and Urban Development (HUD) for the release of HOME Program Funds available through the HOME Investment
Partnerships Act, under Title II of the Cranston-Gonzalez National Affordable Housing Act, 42 U.S.C. 12701 et. Seq. as
amended, and the release of Housing Choice Voucher Program (HCVP) funds under Section 8, The Housing Act of 1937,
as amended to undertake a project to be known as 25 Sixth Street located at 25 Sixth Street in Chelsea, MA. The project
involves the new construction of 56 affordable family rental housing units and 6 affordable family homeownership units.
The rental units and homeownership units are separate projects with separate owners, but were reviewed as a single project
under the aggregated environmental review regulations. The project anticipates $1,837,415 in North Suburban Consortium
HOME funds and $825,000 in state HOME funds. Additional public funding anticipated includes state Affordable Housing
Trust Funds, Housing Stabilization Funds, MassHousing Workforce Funds, Community Based Housing Funds, State and
Federal Historic tax credits, and State and Federal Low-income housing tax credits. The project sponsor is The Neighborhood
Developers and the total estimated project cost is $32,000,000.
FINDING OF NO SIGNIFICANT IMPACT
Both agencies have determined that the project will have no significant impact on the human environment. Therefore, an
Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional
project information is contained in the Environmental Review Record (ERR) and is available upon request at the Office
of Strategic Planning and Community Development, Malden City Hall, 215 Pleasant Street, Third Floor, Malden, MA or
online at https://www.hudexchange.info/programs/environmental-review/environmental-review-records/ or at DHCD, 100
Cambridge Street, Suite 300, Boston, MA 02114 and may be examined or copied during normal business hours; MRA:
Mon, Wed, and Thurs 8:00 AM to 5:00 PM, Tues. 8:00 AM–7:00 PM or at DHCD: Mon-Fri 9:00 AM – 4:00 PM.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on this activity may
submit written comments to DHCD or to the MRA at the respective addresses indicated above. All comments received by
May 21, 2022 will be considered by these agencies prior to authorizing submission of a request for release of funds.
Comments should specify which notice and proposed project they are addressing.
RELEASE OF FUNDS
DHCD certifies to HUD that Catherine Racer in her capacity as Certifying Officer, and the MRA certifies to HUD
that Gary Christenson in his capacity as Mayor of the City of Malden, consent to accept the jurisdiction of the Federal
Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these
responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and
related laws and authorities, and allows both agencies to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will consider objections to its release of funds and this certification for a period of fifteen days following the
anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following
bases: (a) the certification was not executed by the Certifying Officer of the MRA or DHCD; (b) the North Suburban
HOME Consortium or DHCD has omitted a step or failed to make a decision or finding required by HUD regulations at
24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before
approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted
a written finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be
addressed to The U.S. Department of Housing and Urban Development (HUD) at the following email address:
CPD_COVID-19OEE-BOS@hud.gov. Potential objectors should contact HUD to verify the actual last day of the
objection period.

Mr. Richard F. Laws
Resident of
Malden, passed
away on Thursday,
April 21,
2022. He was 81.
Born in Boston
on August
19, 1940, Richard
was a son of Frank
and Agnes Laws. Richard attended
school in the Boston Public School system
and worked to help support his
younger siblings.
He moved to the Hyde Park section
of Boston where he lived for many
years. He was active in groups against
forced bussing, many political campaigns
and was one of the founders of
Hyde Park Academy, a private school
alternative. Richard was also the treasurer
of the school.
He worked for LFE and New England
Sciences before starting his fi nal position
at the Registry of Motor Vehicles,
from which he retired.
In his spare time Richard liked to
travel, he visited Italy, Ireland, Mexico
and the Caribbean. He enjoyed the
beach, cooking, crosswords, and catching
up with old friends.
Richard was the Partner of Kenneth
E. MacKay of Malden. Devoted Father
of Richard (Barbara) Laws of Westford,
Kim (James) Seward of Norton, Kevin
(Christine) Laws of Saugus, and Pamela
Costello of Raynham. Loving brother
of Robert (Barbara) Laws of Westwood,
Elaine Keefe of S. Attleboro, and
the late Eugene Hynes, Henry Hynes,
Walter Laws, George Laws, and Agnes
Grabowski. Proud grandfather of
James Jr., Shannon, and Shaun Seward,
Francis and Sarah Costello, Arlenis Miranda,
and Alexandra and Ryan Laws.
He is also survived by his great grandson
James Seward III.
A celebration of life will be announced
at a later date.
The family would like to send a special
“Thank You” to the nurses and staff
at Beth Israel Medical Center for the exceptional
care Richard received.

was the beloved
husband of the
late Lena (DelVecchio)
Garron for
over 51 years.
Born in Malden
on March 12,
1932, he was the
son of the late Thomas and Irene
(Broussard) Garron. He was raised and
educated in Malden.
Robert served his country with the
United States Army during the Korean
War in the 5th Regimental Combat Unit
and was honorably discharged.
Bob spent most of his life in Everett
where he raised his family, before
moving to Danvers in 2005. He was a
talented carpenter and was employed
by the MBTA for many years until retiring
in 1991. Bob was an avid golfer
and bowler. He had been a member
of the Arlington Retired Men’s Club
and golfed at Lynnfi eld Center. Bob
was a jokester and liked to make people

Durham, CT, his former daughter-inlaw,
Sandy Garron of Newburyport,
his siblings, Richard Garron of NH and
Irene Raymond of ME, six grandchildren,
