City’s casino cash comes with conditions

N
ow that Encore Boston
Harbor has finally
opened, the city is getting
ready to cash in and collect its
$1 million annual mitigation
payment and put it to use on
different projects and needs.
The money is scheduled to
roll in on or before the 90th day
after Encore’s grand opening.
But according to an agreement
between the City of Malden
and Wynn Resorts signed back
in November 2013, Encore mitigation
money is meant to be
spent for specific improvements,
most of which are tied
to bolstering the casino and
the surrounding area as a destination.

Other councillors agreed
it was worth discussing, but
they were also hesitant to earmark
the money for a specific
use since other projects and
needs might arise.
But as Councillor-at-Large
Craig Spadafora pointed out,
the Surrounding Community
Agreement between the city
and Wynn Resorts has a list of
terms and conditions that dictate
where the money goes.
A large chunk of the cash is
meant to develop Malden as
a transportation hub for casino
guests, employees and
vendors. In addition to providing
space at the MBTA station
for Encore shuttle busses,
and parking for employees
and guests, the agreement
calls for lighting and safety upgrades,
signs and beautification
around Malden Center
Station.
Encore agreed to pay the
city $500,000 upfront, and
$350,000 a year as a transportation
hub payment. Another
$100,000 a year is meant to assist
local businesses with “aesthetic
upgrades” so they can
take advantage of opportunities
generated by the casino’s
use of Malden as a transportation
hub. Encore also agreed to
pay the city $300,000 up front
and $225,000 a year for safety
and aesthetic improvements
to the roads that connect Everett
and Malden. To enhance
public safety, Encore agreed to
a one-time up-front payment

T
he City Council unanimously
supported Ward
4 Councillor Ryan O’Malley’s
resolve to ask the Historic District
Study Committee to prioritize
creating a local historic
district in Converse Square.
O’Malley explained that an
official historic district would
give the city the ability to preserve
the buildings at 1 Salem
St. and 15 Ferry St., buildings
many consider part of
the gateway to downtown
Malden.
The properties were sold
during the past two years and
the current owner, Alpha Business
Center, LLC, applied for a
permit to raze both buildings.
However, the Historical Commission
reviewed the demolition
applications and determined
that the former bank
building at 1 Salem St., which
was built in 1906, and 15 Ferof
$200,000 and $250,000 annually
for increased staffing
to ensure pedestrian and traffic
safety.
Local businesses are also inline
to receive at least $100,000
in support from Encore. The
casino has agreed to hire local
contractors and vendors and
to provide guests with $25,000
in gift certificates and vouchers
for Malden businesses. Finally,
Encore agreed to make
a $100,000 a year community
fund payment to support requests
for assistance from the
city’s nonprofit groups and organizations.

Friends of the Malden River receive
grant to fund cleanup effort
he Friends of the Malden
River (FoMR) received a
financial boost with a $9,805
grant from the Massachusetts
Environmental Trust (MET/
the Trust). This funding and
in-kind services ($6,850) from
Gentle Giant Rowing Club,
PaddleBoston, Preotle, Lane
and Associates, the National
Park Service and FoMR volunteers
will help create a trashfree
Malden River. In addition,
FoMR received a donation
from the Clean River
Project (located on the Merrimack
River in Methuen) of
a trash boom that will help to
restrain the trash from flowing
from the municipal storm water
systems into the Malden

Director Kimberly Tilas, the
Trust will provide $471,512
in grants to 18 organizations,
thanks to motorists who
choose to purchase one of
the Trust’s specialty license
plates. “Trust plates, including
our signature Whale Plate, are

exclusively fund environmental
initiatives,” said Tilas. “When

for $100.00 from the Registry
of Motor Vehicles, the $40 specialty

known as Converse Square

past” as it sits as the gateway
to an historic area that includes
such magnificent structures
as the Malden Public Library,
Davenport Estates and
the First Baptist Church. I have
also cautioned that any changes
to the look and feel of that
area could have considerable
impact on the community’s
“proud future”. So we should
tread very slowly.
As the Executive Director of
the MRA, I am the first to admit
that this agency, while it
has done a lot of great work
in the community, has also
made a few planning mistakes
over its long history.
One prime example was the
decision to construct the old
Malden Government Center
in the middle of Pleasant
Street, which hurt the downtown
area for more than four
decades until it was finally

ncore Boston Harbor executives
gave Mayor Gary
Christenson a private tour of the
recently opened resort. “With
over 400 Malden residents having
obtained full-time jobs at Encore,
I wanted to see firsthand
the finished product. It truly is
an amazing transformation of a
once polluted site, which most
thought to be undevelopable,”
said Christenson. “I’m particularly
pleased to see that 80% of the
jobs offered to Malden residents
went to minority applicants, and
almost 45% to women.”

Malden’s third Filipino Festival packs house

tarted in 2017, Malden’s
Third Annual Filipino Festival
at the YMCA was even more
jam-packed than the first two.
The event was organized and
coordinated by a former Malden
resident, Kristine Bautista, from
her home in Washington State.
The annual event promotes and
showcases the delicious food,
arts and culture of Kristine’s native
Philippines.
Fellow Filipino and owner of
Malden’s RE/MAX Trinity, Ronnie
Puzon, again partnered with
Kristine on the event. Host Marylaine
Louise Viernes did a fabulous
job keeping the event running
smoothly. Joanna Chua,

local artists and crafters who

jewelry and more. Many local
businesses contributed gift
cards for the raffles. The Festival
brought thousands of people
from Malden and the Greater
Boston community to celebrate
the Filipino culture in our
great community.

New rules proposed for car dealers

a slate of changes for licenses
for city car dealerships that
will now be reviewed by the
Ordinance Committee.

which took several months
to develop, will affect Class
I dealers who sell new cars,
Class II dealerships which
market used cars and Class
III licenses which are for salvage
yards. The most significant
changes will affect the
Class II dealers.
“This exercise was centered
around the fact that we think
there are just too may used
car dealers in Malden,” added
Committee Vice Chairman/
Ward 7 Councillor Neal Anderson.

there are 16 used car dealerships
that have been in business
prior to changes in the
ordinance that required lots
to have 15 spaces for cars
with three additional parking
spaces for customers and
employees. Those businesses
are grandfathered in and can
continue as is until their owners
decide to shut down.

spend a lot of time making
sure these lots are in-line with
our ordinance,” said Murphy.
There will also be a onetime
$50 application fee for
anyone pursuing a new license.
The principal of each
car dealership will also be required
to submit an updated
CORI report from the state
with their application for a
new license or renewal.
“Those are the changes we
felt were important to bring
to the table,” said Murphy.
It is now up to the Ordinance
Committee to review
the proposed changes and
recommend if they should
become part of the city’s ordinances.

We need a carbon
pollution fee to combat
Climate Change
W
e all want to give our children
a good life and to
leave the world a little better
than we found it. But, increasingly,
scientists are telling us that climate
change will fundamentally
alter the natural systems we all
rely upon. It is tempting to turn
away from such scary news stories,
but we can’t ignore reality.
We have to act.
In the face of inaction on the
part of the federal government,
it is up to states and local communities
to step up to the challenge.
Massachusetts has prioritized
a cleaner, more sustainable
energy future since the passage
of the Global Warming Solutions
Act in 2008. This landmark legislation
made our state one of the
first in the nation to seriously
tackle climate change. We have
set ambitious greenhouse gas
emission reduction targets, invested
in developing renewable
energy sources like solar and offshore
wind, begun planning for
climate adaptation, and are pursuing
many other initiatives at
the state and local levels.
But given the magnitude of
the challenge we face and the
urgent need to get to net zero
carbon emissions by 2050 (and
preferably sooner), we must pursue
even bolder policies.
We believe that Massachusetts
should implement a carbon
pollution fee, which is also
known as carbon pricing. A carbon
fee is a charge on fossil fuels,
based on the amount of carbon
dioxide these fuels emit when
burned. With a carbon fee, the
price of dirty fuels increases, creating
an incentive for businesses
and consumers to use less fossil
fuels and move more rapidly to
greener options. This approach
should be something that liberals
and conservatives alike can
embrace, since it uses market
mechanisms to unleash innovation
that will move us much
more rapidly to a clean future.

and would ensure that low-income
residents do not face a financial
burden. Funds that are
not rebated would be spent on
energy efficiency, renewable energy,
clean transportation like
electric vehicles, and climate
resilience projects in our communities.
With
majority support for each
bill in its respective branch of the
legislature, we are hopeful that
Massachusetts will pass legislation
to implement a carbon pollution
fee, and once again lead
our nation to a sustainable future.

to the Senate a bill that would allow
farmers with agricultural deed
restrictions on their land to grow
hemp. It would also qualify hemp
farmers for the property tax breaks
currently given to growers of other
crops.
The state’s Agricultural Preservation
Restriction (APR) Program, according
to its website, “helps to preserve
and protect agricultural land
to keep valuable farmland soil from
being built on by development
companies for non-agricultural purposes
that could be detrimental to
the environment.”
The program pays farmland owners
the difference between their
farm’s fair market value and the
lower agricultural use value in exchange
for a permanent deed restriction
which forbids the property
from being used for anything
that will have a negative impact on
its agricultural viability.
The growing of hemp was legalized
along with marijuana in 2016,
but farmers that want to grow the
industrial-use cannabis plant still
can’t cultivate the crop if their land
falls under the APR.
“Allowing hemp to be grown on
APR deed-restricted land is an opportunity
for Massachusetts farmers
to expand the $550 million agricultural
industry which will benefit
the entire commonwealth,” said
Rep. Smitty Pignatelli (D-Lenox),
the sponsor of the proposal. “We
are currently importing hemp for
various manufacturing products
such as clothing, food, paper, and
textiles, and tapping into these industries
right here in the commonwealth
will generate jobs and bring
our farmers closer to economic security
and success.”

a system for the state to license
and regulate appraisal management
companies (AMC). It is
estimated that 80 percent of appraisal
orders in the Bay State are
processed by AMCs. The other 49
states already have AMC registration
in place.
“AMC registration is a nationwide
licensing requirement with
an August 2019 deadline,” writes
Allan Cohen in the New England
Real Estate Journal. “AMC registration
comes right out of the federal
Dodd-Frank law enacted by the
U.S. Congress in 2010.”
“Specific in its language about
firewalls, Dodd-Frank gave impetus
to the use of AMCs acting as
an intermediary between lenders
and appraisers,” continued Cohen.
“The goal is to protect consumers
and avoid having financial
institutions fall back into poor
lending practices. Using an AMC
as a firewall reduces the frequento

institutions, and to consumers
who regularly rely on the appraisal
obtained by the lender to
determine if the price they are paying
for a house is reasonable,” said

How to Choose and Use a
Home Blood Pressure Monitor

I just found out I have stage 1 hypertension and my doctor recommended
I get a home blood pressure monitor to keep an eye
on it. Can you offer me any tips on choosing and using one?

Dear Helen,
It’s a smart idea! Everyone with elevated or high blood pressure
– stage 1 (or 130/80) and higher – should consider getting
a home blood pressure monitor. Home monitoring can help
you keep tabs on your blood pressure in a comfortable setting.
Plus, if you’re taking medication it will make certain it’s working,
and alert you to a health problem if it arises.
Home Monitors
The best type of home blood pressure monitors to purchase
are electric/battery powered automatic arm monitors, which
are more reliable than wrist or fingertip monitors. With an automatic
arm monitor, you simply wrap the cuff around your bicep
and with the push of one button the cuff inflates and deflates
automatically giving you your blood pressure reading
on the display window in a matter of seconds.
Many monitors today also come with additional features
like irregular heartbeat detection; a risk category indicator
that tells you whether your blood pressure is in the high
range; a data-averaging function that allows you to take
multiple readings and get an overall average; multiple user
memory that allows two or more users to save their readings;
and downloadable memory that lets you transmit your data
to your computer or smartphone.
You can find these monitors at pharmacies, medical supply
stores or online, and you don’t need a prescription to buy one.
Prices typically range between $40 and $100.
In most cases, original Medicare will not cover a home blood
pressure monitor, but if you have a Medicare Advantage plan
or a private health insurance policy it’s worth checking into,
because some plans may provide coverage.
Some of the best automatic arm monitors as recommended
by Consumer Reports are the Omron 10 Series BP786N ($75);
Rite Aid Deluxe Automatic ($60); Omron Evolv BP7000 ($70);
and A&D Medical UA767F ($45).
How to Measure
After you buy a monitor, it’s a good idea to take it to your
doctor’s office so they can check its accuracy and make sure
you’re using it properly. Here are some additional steps to follow
to ensure you get accurate readings at home.
Relax: Don’t exercise, smoke or drink caffeinated drinks or alcohol
for at least 30 minutes before measuring. Sit quietly for
at least five minutes before you take a measurement and remain
quiet during the test.
Sit correctly: Sit with your back straight and supported (on
a dining chair, rather than a sofa). Your feet should be flat on
the floor and your legs should not be crossed. Your arm should
be supported on a flat surface (such as a table) with the upper
arm at heart level. Make sure the middle of the cuff is placed
directly above the bend of the elbow. Check your monitor’s instructions
for an illustration.
Put the cuff directly on your bare skin: Putting it over clothes
can raise your systolic (upper) number by up to 40 mmHg.
Measure at the same time every day: It’s important to take
the readings at the same time each day, such as morning and
evening. It doesn’t matter whether you do it before or after taking
medication. Just be consistent.
Go to the bathroom: A full bladder can rise your systolic pressure
by 10 to 15 mmHg.
Take multiple readings and record the results: Each time you
measure, take two or three readings one minute apart and record
the results by writing them down, or using an online tracker
(see CCCtracker.com).

The featured race of the
weekend will be the $100,000
James B. Moseley Stakes
which is a black-type race for
fillies and mares and will be
run at about five furlongs on
the turf. The race has drawn a
field of eight fillies and mares.
The race is named in the honor
of the late James B. Moseley,
an integral part of the
history of the racetrack who,
alongside John Hall, II, reopened
and revitalized the
track in 1991.
In addition to the featured
race, there will be six other
races carded on the turf.
Over the course of the weekend,
there will be four stakes
races restricted to horses
foaled in Massachusetts – the
$50,000 Massachusetts Stallion
Stakes and the $50,000

1988. Toni was greatly loved by her
siblings & friends & had a loving &
generous heart supporting such
things as Wounded Warriors & the
Home for Little Wanderers not
withstanding all she did for her
family which always came first. She
enjoyed family times & took great
pleasure in entertaining for family
and friends. Most notable about
her was her exuberant & larger
than life personality & flashy style.
She was a woman of deep faith–a
faith which sustained her throughout
her husband's lengthy illness
as well as her own. Toni is survived
by her incredible children, daughter

Celebrating a Century
Claire Reardon turns 100
M

Ward 2 Councillor Paul Condon
recently wished longtime Malden
resident Claire Reardon a very
happy 100th birthday.
Reardon, who was born on May
20, 1919, at the Central Street Hospital
in Somerville, grew up in Medford.
After marrying her husband,
John, in 1941 they made their
home on Gale Street and in 1959
moved to 91 West St., where she
still resides. Together they raised
four wonderful children: Paul,
John, Mary and Joseph. Reardon
and her husband had many loving
years together before he sadly
passed away in 1988. Reardon has
always been active in the community,
volunteering for her children’s
activities as well as the Immaculate
Conception Parish, where she
still serves as a Eucharistic Minister
bringing communion and ministry
to patients at the Glen Ridge
Nursing Care center. She also very
much enjoys spending time with
her seven grandchildren and nine
great-grandchildren.
When Christenson asked Reardon
what her secret is for to living
such a long and healthy life, she responded
that “walking” and “not
smoking” have been key factors.
