Malden accelerates lead pipe removal,

Special to The Advocate

n conjunction with the Massachusetts
Water Resources
Authority (MWRA) loan/grant
program, and with the aid of
a $10M EPA grant, Malden has
made significant progress toward
eliminating lead from its
drinking-water system, replacing
hundreds of lead service
lines this year, and is on pace to
surpass a target of 330 lines removed
this year. This achievement
follows another successful
year in 2025 when Malden also
removed more lines than originally
planned, thanks to careful
planning and cooperation between
the Mayor’s Office and
elected officials, as well as with
a range of community-based organizations,
ensuring that public
education, outreach, risk mitigation
and post-implementation
monitoring remain integral to
lead service line replacement efforts.
This is yet another example
of what teamwork and commitment
can achieve as the City of
Malden accelerates a long-running
effort to create a lead-free
water system.

district and in the city as whole.
This past Friday, October 16,
the Beebe School art teacher
was afforded a prestigious
honor at an event held in Sturbridge,
Mass., where she received
the Middle Level Art Educator
of the Year Award. This was
the first year the award has been
presented at the Middle School
level. Howard was one of 14 educators
honored with statewide
awards by the Massachusetts Art
Education Association (MAEA) in
a dinner and ceremony held at
the Sturbridge Host Hotel and
Convention Center. (See complete
separate list on this page.)
In a regional note, also honored
Friday as Secondary Art Educator
of the Year was Josephine Dougan
of Everett High School.
Malden Public Schools Director
of Social Studies and the Visual/Performing
Arts Gerard Tannetta
congratulated the Beebe
School educator on the statewide
honor. “We’re very fortunate
to have Ms. Howard and her
dedication to Malden which is
unmatched, Tannetta said. “She’s
[Howard] always taking into consideration
her students’ interests
and backgrounds while pushing
them to develop as artists.
Tannetta noted that artworks
from Beebe students have been
on display for years throughout
the community of Malden.
“Work from her students has
been showcased at the Malden
High School Blue and Gold Gallery,
the Malden Public Library,
the ELC [Early Learning Center]
and [by] the Malden Lions Club,

A recent Mass Cultural Council (MCC) grant secured by Jessica
Howard funded the purchase of adaptive art supplies so that all
Malden Public School students, including those physically and
intellectually challenged, could participate in a mural art project.
(Courtesy/Malden Public Schools Photo)
Tannetta said.
Going “outside the box and
touching many individuals
through art education with a holistic
approach have been Howard’s
trademark in recent years in
the Malden Public Schools. According
to Tannetta, “She’s secured
grants to make art more
accessible and actionable. She’s
also been a leader within the department
running multiple professional
development sessions
for our staff, districtwide.
In the past several years, Howard
has been highly successful
in securing grants from the
Mass Cultural Council (MCC) to
fund major projects. In 2025, an
MCC grant awarded to a Howard
project at Beebe School funded
adaptive art materials so that
all students — including those
who were physically and/or intellectually
challenged, as well
as those using wheelchairs —
could help create murals in the
design and spirit of the late, renowned
artist Frank Stella, a Malden
native. A mural was completed
by Grade 7 and Grade
8 students in Jess Howard’s art
class in the spring of 2025. The
grant money was used to purchase
materials for the mural,
such as paint, brushes and mural
panels. All the murals were
showcased at the Malden Public
Library and were later collected
and merged together to create
a larger mural, which now hangs
at the Beebe School.
This past school year, Howard
secured another MCC grant to
cover the entire cost of a field trip
for the Beebe Grade 6 students
to visit the New England Aquarium,
where they sketched marine
life, which she turned into a hologram-like,
lenticular print — now
framed and planned to be hung
in the Beebe cafeteria. Howard’s
students have also won several
peace poster awards from the
Malden Lions Club in the last
several years.

general fund. A similar Water and
Sewer Enterprise Fund has been
in effect and used by the city for
nearly 40 years, since being adning
by ordaining the Reserve
and Stabilization Fund, which is
designed to modernize a new
brand of fiscal reform and framework
to help protect against revenue
shortfalls and help fund
major future infrastructure projects.
The new framework formalizes

At a previous meeting, where
the two new funds were discussed,
Finance Committee
Chair McDonald said, “One of
the things that we heard consistently
when we were talking
with the public about the budget
needs of the city, in many of
the forums about the tax override,
was ‘What is the use of all
of these cash reserves that are
called free cash?’

The second fund is the ShortTerm
Capital Needs Special Purpose
Stabilization Fund . This
fund would be used strictly for
physical capital needs, infrastructure
repairs or equipment.
Creating the fund required a
two-thirds vote, but spending
money for its preapproved capital
purposes only requires a simple
majority vote.
In voting to ordain, the Council
also unanimously adopted
amendments proposed by the
joint committee that clearly outline
the roles of municipal financial
officers in these new funds.
Other amendments also require
annual reporting on what financial
needs might require spending
liquidity. Also there is language
which requires mandatory
appearances and presentations
to the Council within 60
days of the reserve funds (free
cash) having been certified by
the state.
The Malden City Council at its regular meeting on Tuesday night voted unanimously to ordain two
new municipal ordinances governing financial operations. The Councillors are pictured from left to

to handle accounting for trash,
recycling, yard waste and hazardous
waste payments and receipts.
At
other previous meetings
where this matter was discussed,
Malden Councillor-at-Large and
Finance Committee Chairperson
Carey McDonald and Ward 6
Councillor Stephen Winslow detailed
at length the existing costs
for those operations. As was explained
at previous meetings,
Malden’s total cost of handling
collection and removal of solid
waste annually is approximately
$3.8 million. With trash collection
revenue from residents and businesses
coming in at close to $1.8
million, it was explained that at
this time Malden currently operates
a trash deficit of roughly $2
million against $3.8 million in total
solid waste expenses. This has
required subsidies from the general
fund to balance those costs.

The newly ordained enterprise
fund creates a formal accounting
structure to manage these opopted
in 1986. This fund separates
all water and sewer user
fees from general tax revenues
to pay for the distribution and
collection systems. It was a major
portion of the overall FY27
city budget, about $37.1 million,
and is used to pay MWRA
assessments and to partially
fund major infrastructure projects,
such as lead service line replacements.
At
Tuesday night’s meeting,
the City Council also finalized
many hours of debate and planseparate
funds authorized under
Massachusetts General Laws.
The first one is the General
Purpose Stabilization Fund: This
functions as the city’s “free cash/
emergency “rainy day fund. It
serves as a reserve to protect
municipal operations against
unexpected revenue shortfalls.
According to state rules, adding
money to this fund requires
a simple majority vote from
the council, but withdrawing
or spending from it demands a
two-thirds supermajority vote.

two important team goals: qualifying
for an MIAA Playoff Berth
and capturing a GBL Championship.
Malden has gone over a decade,
since 2015, since achieving
either accomplishment.
Marquee man McGuffie
Marquee man McGuffie had a
big night and huge role in — no
exaggeration — Malden’s biggest
win in years. Many were saying
you’d have to go back to Malden’s
memorable throwdown
win over archrival Medford at a
Fenway Park TurkeyFest in 2022
for the last bigtime “W. McGuffie
scored three touchdowns and
was one step under 200 yards
rushing (197 yards on the night).
But on this night, the Golden Tornado
record-setter was joined
on the winning stage by several
other standouts, on both sides
of the ball. McGuffie did his usual
spotlight performance in the
first half, scoring twice, once by
land and then by air (60-yard TD
reception), for a 14-8 Malden
halftime lead.
Second half when
Malden took control
In the second half it was all
hands on deck for Malden sixthyear
Head Coach Witche Exilhomme.
The Tornados got some
electric performances from several
different players.
The only scoring of the third
came on the heels of a long
punt return by senior Arioc Akre.
Leading by just one score at the
time, Akre got the call again
three plays later from the Lynn
Classical 8-yard line and raced
into the end zone for his third TD
of the season, the third game in
a row he has found the end zone
for Malden.
Another gigantic defensive
play forced another Lynn Classical
turnover when one of Malden’s
unsung heroes of the
whole season, junior Nathan
Schonton, made one of the
biggest plays of his three-year
varsity career when he busted
through the line to set up the TD
run by Akre. Malden went ahead,
22-8, on McGuffie’s second twopoint
conversion run.
Defensively for Malden, one
of the top contributors all night
was freshman linebacker Bradley
Merant, a 5-10, 185 newcomer.
Merant led the Tornado “D with
9 tackles, 4 of them for loss in the
LC Rams backfield.
‘Good nights from a lot
of different players’
“We got some good nights
from a lot of different players and
it was great to see, said Coach
Exilhomme, whose team is now
on a 2-game win streak, winners
of 3-of-4. “That’s what we need
to beat a quality opponent. Lynn

balanced teams we faced and
we needed the team to come together
like we did tonight.
Leading 22-8 heading into the
fourth and final quarter, Lynn
Classical showed it was far from
done. Rams senior quarterback
Mark Walsh led a 10-play scoring
drive right back down the field,
capped by 1-yard touchdown
plunge by Emerson Lara Castro,
to cut the Malden lead to 22-14
— back to a one-score game.
Jeremiah Lara Castro hauled in
a conversion pass from Walsh
to make it closer, Classical trailing
22-16.
Charles’ ‘Pick 6’ seals
it for Malden
After Classical forced a threeand-out
for the Tornados defensively
Malden really needed
a momentum-changing play
and they soon got it. The Walsh
and Lara Castro tandem got
back to work on another offensive
drive, but on the third play,
Malden senior defensive back Jemiah
Charles stepped in front of
a Walsh pass at the Malden 28yard
line and returned the pickoff
all the way to the end zone.
It was a monster defensive score
that turned the tide of the game
decisively in Malden’s favor, with
the Tornados now leading, 2814.
McGuffie’s conversion run
made it 30-16 with just over 5
minutes to play.
All that was left was a “gravy
train score for McGuffie to close
out the night, a 68-yard solo
stampede up the right sideline
to cash in on his third TD of the
evening and a 36-16 final.

tonight at 6:30 p.m. ....
This one has “trap game written
all over it. Manchester-Essex
is 0-6 and has been outscored
189-21 by its opponents. Malden
needs to be 5-2 with a win
Friday night if it has any hopes
of securing its first postseason
berth since 2016, but it must not
expect to win by just showing
up at the field Friday. The Tornados
have to earn it like any other
win... If Malden wins Friday
and improves to 5-2, it will be
the best start in program history
in 14 seasons, since 2011 Tornadoes
also started 5-2... After Friday
night, it is another road trip,
this time to Somerville to take

is also in the hunt for the postseason,

Vote No on 3: Keep working people in office
By Amanda Linehan
President, Malden City Council
n 2019, with the support of my
friends and family and the idealism
shared by so many firsttime
candidates, I took the leap
to run for political office in Malden,
when my local City Council
seat opened up.
It was grueling: working all
I
day at my full-time job before
grabbing a granola bar on my
way out the door to canvass until
dark, then coming home to
read my 5-year-old a bedtime
story, followed by staying up
late to polish my stump speech
and make fundraising calls. The
to-do list was long and my sleep
short, but it was worth it to join
the Council as a working mom,
backed by small grassroots donors,
who understood the dayto-day
life of my constituents
who were also raising children,
paying bills, commuting and caring
for aging parents.
I believe public service works
best when elected officials represent
their communities and
share their lived experience. With
better representation comes
greater innovation and community
engagement, and the kind
of positive impact most of us
hope to see when we enter politics.
I have used my time to expand
after-school programming,
build more affordable housing,
prevent MBTA bus cuts and create
a new behavioral health center
in our neighborhood.
Unfortunately, a proposed ballot
question before Massachusetts
voters this Election Day
could make it harder for firsttime
candidates and their fresh
ideas to make a run for office,
by upending our existing primary
system in favor of an expensive
“top two approach for
state races.
Under Question 3, future primaries
would place all candidates
onto one ballot, sending
only the top pair of vote-getters
onto the November election regardless
of affiliation. Such an
all-party system would heavily
favor incumbents as well as
those with the backing of ultra-wealthy
donors, all but blocking
lesser-known candidates
from having the runway to develop
viability.
While all campaigns require
money and fundraising prowess,
Question 3 would result in a race
to reach those with the deepest
pockets and the strings that
come attached. It’s no surprise
that financial disclosures show
this ballot question has been
bankrolled by just a few dozen
private equity executives, to
the tune of $7 million so far. This
is exactly what future elections
would look like, and why newcomers
wouldn’t stand a chance.
When a top-two system replaces
a true primary, it’s not the
voters who narrow the field —
it’s big donors, strategizing behind
the scenes who they want
to advance at the outset. Outside
money, not your vote, will
decide who represents you, because
nobody else will be able
to get into the race.
If big-money donors decide
every race statewide, the candidates
who end up in the top
two will resemble the donors
and their priorities, not you or
me. They may even be indistinguishable
from each other, because
the 1% will want to make
sure the winner is always one of
their picks.
And in a city like Malden,
where 66% of voters are independent,
Question 3 would do
little to improve the experience
or outcomes. Voters would still
pick whichever ballot they want
on Election Day without having
to enroll in a party; the dif~

we built our lives in this community,
and I care deeply about preserving
the qualities that make
Malden such a special place to
live, work and raise a family.
My family's roots in Malden
run deep. For more than 35
years, my parents owned and
operated a business in our city.
Watching their dedication and
hard work taught me the importance
of supporting local
businesses, building relationships,
and the responsibility we
all share to give back to the community
that supports us.
Throughout my career, I have
gained 40 years of financial experience
and 15 years of project
planning experience. These
roles have taught me the importance
of financial responsibility,
careful planning, accountability,
and making informed decisions.
I believe these skills are essential
to responsible city government,
particularly when managing taxpayer
dollars and planning for
Malden's future.
My commitment to Malden
also extends beyond my professional
life. As a proud member of
the Zonta Club of Malden, I have
had the opportunity to participate
in community service projects
and support initiatives that
make a difference in people's
lives. I am particularly proud of
the club's scholarship program,
which recognizes and supports
young women pursuing higher
education. Supporting these
students reminds us of the importance
of investing in the next
generation and creating opportunities
for future leaders.
I am running for City Councilor-at-Large
because Malden
Maria D'Esposito
City Council Candidate
is my home, and I want to help
ensure that our city continues to
be a place where residents feel
heard, valued, and represented.
IF ELECTED, I WILL WORK TO
PROMOTE:
• Fiscal Responsibility: Promoting
responsible budgeting,
transparency, and accountability
to taxpayers.
• Thoughtful Planning and
Development: Considering the
long-term effects of decisions on
our neighborhood’s infrastructure
and quality of life..
• Strong Neighborhoods: Preserving
the character of our
neighborhoods and maintaining
a safe, welcoming community
we all value.
• Support for Local Businesses:
Recognizing the vital role
small businesses play in Malden's
economy and community.
• Community and Education:
Supporting opportunities that
help our residents and future
generations succeed.
• Responsive Government: Listening
to residents, respecting
their concerns, and ensuring
their voices are heard.
For me, this campaign is personal.
Malden is where I grew up,
where my husband and I built
our life together and raised our
daughter, and where my family
built its livelihood. My lifelong
connection to this city, combined
with my professional experience
and community involvement,
has strengthened
my belief that good government
begins with listening, planning
responsibly, and always putting
residents first.
My commitment is simple: I
will listen, I will work hard, and
I will always put Malden residents
first.
This campaign is about all of
us—our families, our neighborhoods,
our local businesses, and
the future we want to build together.
I welcome the opportunity
to hear your concerns, learn
your priorities, and work alongside
you to make Malden an
even stronger community.
I would be honored to earn
your support and your vote. Together,
we can work towards a
city that respects its traditions,
plans responsibly for its future,
and continues to provide opportunities
for everyone who calls
Malden home.
Thank you for your support
and for allowing me the opportunity
to share my vision for the
city that has been my home for
nearly my entire life.
With gratitude and commitment,
Maria
D'Esposito
Candidate for Malden City
Councilor-at-Large
ference is that, if this question
passes, there’s likely to be even
fewer compelling state candidates
to choose from, with incumbents,
the self-funded, and
the ultra-wealthy disproportionately
represented. It’s hard to see
how this would increase transparency,
break logjams, or introduce
much-needed new faces
or ideas.
We have a long way to go before
our elected bodies statewide
truly reflect the makeup of
our communities. Changing our
primary system will only put us
further away from that goal. If
we want to explore meaningful
reform, public financing and
ranked-choice voting would be
better fixes for what ails our current
system, like the already high
cost of running and the risk of
vote-splitting in a crowded field.
Until that time comes, I encourage
Malden voters to join
me in opposing Question 3.

Savvy Senior
by Jim Miller
Planning a Simple,
Affordable Funeral
Dear Savvy Senior,
I’d like to make my end-of-life arrangements,
but I want to keep
things simple and affordable.
What are my options?
--86-Year-Old
Dear 86,
Smart thinking! Planning
ahead can save your loved ones
a lot of stress, and money. With a
traditional burial averaging
around $10,000 and a full-service
cremation near $6,500, it’s easy
to see why many seniors are looking
for simpler, lower-cost ways
to say goodbye.
The good news is, there are
plenty of options that are dignified,
straightforward, and much
easier on your wallet. Here’s a look
at some choices, depending on
the kind of farewell you want.
Direct cremation
If cremation appeals to you, a
direct cremation is the simplest –
and usually the least expensive –
option. It includes picking up the
body, completing the required
paperwork, the cremation itself,
and returning the ashes to your
family. There’s no embalming, formal
viewing, or casket; a simple
cardboard box called an “alternative
container is used to hold the
remains.
Depending on where you live
and which provider you choose,
direct cremation typically costs
$700 to $3,500. If you want extra
services, ask for an itemized price
list so you know exactly what
you’re paying for. Funeral homes
are required by law to provide
this.
Immediate or direct burial
If burial is your preference, an
immediate or direct burial is the
most basic option. The body is
buried in a simple container soon
after death, skipping embalming,
viewings, and the use of funeral
facilities. Families can still hold a
memorial service at the graveside,
at home, or at a place of worship
without the body present.
These services usually run
$2,000 to $3,000, not counting
cemetery fees, which can add
$1,000 to $3,000. Every funeral
home offers direct burial.
To find local providers, you can
search online for “cremation or
“funeral along with your city and
state. You can also compare prices
on sites like Funeralocity.com
or Parting.com. Another handy
approach is to use AI tools like
ChatGPT or Gemini: you can ask
them to pull together lists of
nearby funeral homes or cremation
providers, see which services
they offer, check estimated costs,
and even compare options side
by side – all in a matter of minutes.
It’s a quick way to get a snapshot
of what’s available without
making a bunch of phone calls.
Green burial
For the environmentally minded,
green burial is a simple, natural
option. The body is buried in
a biodegradable coffin or shroud,
without embalming chemicals or
a vault. Costs typically range from
$2,000 to $5,000.
The Green Burial Council
(greenburialcouncil.org, 888-9663330)
maintains a state-by-state
directory of cemeteries and funeral
professionals who offer
these services.
Water cremation
Also eco-friendly, water cremation
(or alkaline hydrolysis) uses
water, chemicals, and heat instead
of fire. Costs usually range
from $2,000 to $3,500, and it’s legal
in more than 20 states. Search
“alkaline hydrolysis to find a provider
near you.
Donate your body
If you want the lowest-cost option,
consider donating your
body to science. Medical schools
use donated bodies for teaching
and research, then return the cremated
remains to your family or
bury them in a local cemetery –
usually free. Some schools may
charge a small transport fee.
To find a program in your state,
check the University of Florida’s
U.S. program directory at
Anatbd.acb.med.ufl.edu/usprograms,
or call the Whole-Body
Donation Referral Service at 800727-0700.
Planning
ahead gives you control,
saves your family money, and
ensures your final wishes are honored.
With these options, you can
choose a farewell that’s simple,
meaningful, and within your budget
– and doing a little homework
now makes it easier for everyone
later.
