Lance Corporal James Poggi enlisted in the U.S. Marines at age 19. He suffered a back injury when a helicopter malfunctioned during landing and he helped to catch the helicopter on mattresses he had stacked on a trailer when while serving in Afghanistan in 2010. His injury not only lingered, it worsened. James developed spinal meningitis that resulted in the complete loss of use in his left foot. He received an honorable discharge and continues to suffer from memory loss and post-traumatic stress disorder. He has had to rely on the use of his wheelchair or braces to be mobile, but that has not been without challenges. These injuries profoundly changed not only his life, but the lives of his wife and children as well. Unaware that their application was chosen the family came to town under the impression that they were meeting to interview with homebuilder Homes by Deesign over lunch. When arriving to Brickyard Estates subdivision in Mascoutah what they thought was to view a possible lot location they were surprised when suddenly they were being escorted by three groups of veteran bikers. When they arrived to their surprise they welcomed by a giant American flag waving from a fire engine’s extended ladder along with the Mascoutah High School marching band and Junior ROTC squadron standing at attention. As the family exited the car they were welcomed to their future homesite with a round of applause. The groundbreaking ceremony began with Scott Airforce Base Honor Guard presenting Lance Corporal Poggi with a folded American flag followed by comments from Operation Finally Home, Builder: Bob Dee with Homes by Deesign, HBA President: David Padgett with Padgett Building & Remodeling, Invocation by Chaplin Lt. The current Republican plan raises the standard deduction from $6,350 to $12,000 for single filers and from $12,700 to $24,000 for married couples filing jointly. While the much larger standard deduction looks very advantageous, the new tax plan eliminates the personal exemption, which is currently $4,050/person. This means that the increase in tax-free income rises by just $1,600 ($12,000 - $6,350 -$4,050) for single filers and by $3,200 ($24,000 - $12,700 - $8,100) for married couples filing jointly. While these sums are not trivial, they are also not as large as advertised. The Unified Framework developed by the White House and the Republicans also proposes eliminating all itemized deductions except for mortgage interest and charitable donations, and state and local property taxes up to a cap of $10,000. While this appears to largely maintain the status quo, think again. Traditionally, tax filers added up mortgage interest, charitable donations, state and local taxes, and healthcare expenses. If those deductions (the most commonly used) collectively exceeded the standard deduction, itemizing would make sense and one’s tax burden would decline. Now, not only is the standard deduction almost doubling, but the deductibility of state and local income taxes and healthcare expenses is being eliminated. This means that to itemize, the sum of mortgage interest paid, charitable contributions, and property taxes must exceed $24,000. Few married couples hit that threshold. I estimate that no more than 6 percent of all households will itemize under the proposed plan compared to about 27 percent today. Moreover, the deductions of those who will still itemize will be worth less than before. This is because the tax advantage of itemizing depends entirely upon how much one’s itemized deductions exceed the standard deduction and one’s marginal tax rate. Given the increase in the size of the standard deduction, the amount by which one’s now 13 smaller itemized deductions exceed the newer, higher standard deduction will necessarily fall. And, as lowering tax rates is a part of this plan, the after-tax tax savings from itemizing will necessarily decline as well. As for the mortgage interest deduction, I estimate that the percentage of households that currently own their home and will still be able to deduct mortgage interest will fall from the current level of about 33 percent to about 7 percent. Here is an example to show why. Suppose a husband and wife have $20,000 in itemized deductions including $8,000 for state and local income taxes, $2,000 in charitable donations, $2,000 in property taxes, and $8,000 for mortgage interest. By itemizing now, that couple can reduce their taxable income by an additional $7,300 ($20,000 minus $12,700, the current standard deduction). If in the 25% tax bracket, the tax savings on that additional $7,300 are $1,825. But, as state and local income taxes will no longer be deductible, this couple would then only have $12,000 in deductible expenses. As that is lower than the $24,000 standard deduction, they would not itemize despite paying $8,000 in mortgage interest. This inability to deduct mortgage interest, despite it being technically deductible, will make home ownership slightly less appealing, and that will reduce the demand for home ownership, thus lowering house prices. To be specific, house prices are likely to fall by between 5 percent and 10 percent, with the decline increasing the more expensive the house and the higher the bite taken by both state and local income taxes. By nearly doubling the standard deduction and doing away with several key itemized deductions, the proposed Republican tax plan will, if it becomes law - and that is still a big “if” - reduce the value of itemizing and the mortgage interest deduction even though mortgage interest will remain deductible. And that will lower house prices. NAHB members met with Environmental Protection Agency (EPA) Administrator Scott Pruitt to relay this message and talk about solutions. In a meeting with top enforcement officials from EPA’s 10 regions, NAHB members suggested several ways EPA could improve the process. Specifically, NAHB is looking for:  A simplified permit process for small lots. NAHB worked with EPA to develop a compliance template for single-family homes in large subdivisions that could also serve as a streamlined permit. Concise and easier to understand, it will foster higher rates of compliance among these low-risk sites NAHB said.  A “find it, fix it” approach. NAHB builders and HBA staff urged Pruitt to fundamentally reform EPA’s stormwater enforcement process, starting with missed opportunities to educate, rather than penalize, firsttime violators during site visits. EPA inspectors should identify minor infractions to be corrected immediately or within a specific period of time without threat of further enforcement — provided, of course, that those violations don’t result in environmental harm. “We need an improved, two-step process that starts with education, and saves priority targeting for repeat bad actors,” said NAHB second vice chair Greg Ugalde, who helped facilitate the meeting.  Better coordination among regulators. Multiple visits from local, state and federal inspectors to the same site can result in very different observations and citations. As EPA seeks to restore the balance between compliance assistance and enforcement, NAHB believes states, not EPA, should play the lead role in targeting and initiating enforcement activities.  Continued participation in EPA’s “Smart Sectors” Program. NAHB members were pleased at EPA’s response. “I am thankful for the opportunity EPA leadership and staff provided us today to start a dialogue – they really listened to our suggestions for how the agency could use enforcement visits as an opportunity to educate, rather than penalize those working to comply in good faith,” said Joseph Pietruszynski, vice president of land development for Hubbell Realty Co. in West Des Moines, Iowa. “We heard from builders who never received word from EPA until four, six months after site visits on how to solve simple problems in the field. Labor and Material Costs Rising Faster Than Lot Prices by NAHB Now Despite the record-high prices for single-family lots, the average portion of the final sales price of a new singlefamily home attributed to the cost of the lot is actually decreasing. In the years leading up to the recession, average lot values accounted for around 20% of the sales price of a home. Since 2009, that number has steadily declined, dropping to 17% in 2016. At first, that might sound like good news. But as NAHB economist Natalia Siniavskaia points out in a recent Eye On Housing blog post, it’s largely due to the rising prices of labor and materials, which are outpacing the increasing cost of lots. “As prices continue to rise for lots, labor and materials, the shares of those costs will change from year to year,” said NAHB Chief Economist Robert Dietz. “The challenge for builders is managing development costs, including burdensome regulatory costs, while building an affordable product, especially as interest rates rise in the years ahead.” Affordability remains a big concern for the housing industry. However, the rising prices don’t appear to be scaring away most buyers just yet.
