The Town of Coburg strives to create an accessible and inclusive space for both residents and visitors. Through our
2020-2024 Multi-Year Accessibility plan, we have made many improvements to access our services such as

RECREATION ACCESSIBILITY
Inclusion Support: The Community Services Division strives for accessible
inclusion through our programs, camps, and our recreation facility.
Medical Needs/Medications: Town of Cobourg staff do not provide any
ongoing medical interventions or support therapies (ie. injections, g-tube
feeding, administering medication, etc.).
Support Person Pass: Individuals in need of support to participate in any of
our registered programs, may attend with a support person to assist them.
If the support person’s sole purpose for attending is to support and
integrate an individual with special needs, access for the support person is
free. The support person is required to be providing direct supervision. A
Support Person Pass can be obtained free of charge for customers
attending with a support person.
Program Registration with Inclusion support: Contact is required with the
specific Recreation Programmer for day camps/recreational programming
in order to coordinate registration and specific need requirements. A
participant profile form will need to be completed for all clients accessing
this service (this information will be shared with instructional staff only).
The Town of Cobourg will work with families and individuals to assist in
accessing recreation support. Families who require support but do not
disclose the needs of a participant prior to registration may be required to
withdraw from the program if support can not be secured. Town of
Cobourg refund policy will apply.
Fee Assistance Programs: Town of Cobourg residents experiencing
financial difficulty due to low income may request fee assistance for
membership to the Cobourg Community Centre. An application for
assistance must be submitted. Criteria for eligibility are determined by
annual income based upon the Statistics Canada Low Income Cut Off
(LICO) table. Households that meet the criteria would be eligible for a
reduction of the program fee at the Cobourg Community Centre.

The Cobourg Community Centre hosts an
exciting lineup of community events. From
concerts to craft shows, body building
competitions to petting zoos. The CCC has
the space and capabilities to bring a variety
of community events to the people of
Cobourg and surrounding area. The inside of
our board room, gymnasium, and numerous
multi-purpose rooms are equipped with
universal technology to make it the perfect
space for corporate meetings and
community gatherings.
COBOURG COMMUNITY CENTRE (CCC)
Constructed in 2011, the Cobourg Community Centre (CCC) has become the recreational heart of the Town of
Cobourg. The 142,000 square foot facility is completely barrier free and is a major provider of programs and
activities for a variety of ages and abilities. The CCC includes two ice pads, one large gymnasium, numerous multipurpose
rooms and an indoor walking track that is free for public use 12 months of the year.
The CCC is home to the Ontario Junior Hockey League Cobourg Cougars and the Major Lacrosse team, Cobourg
View Tech Kodiaks. These two teams play out of the CCC Bowl arena where 2,000 fixed stadium style seating
welcomes cheering fans and out of town guests on a weekly basis. The CCC ice is also host to the Northumberland
Minor Hockey Association, the West Northumberland Girls Hockey Association, Northumberland Minor Lacrosse
and many other local teams.
Recreational staff at the CCC provide programming for children and youth, adults and seniors. Fitness
programming for all age categories covers a wide variety of activities from skating and hockey development to
yoga and fitness classes. Seniors programming includes weekly registered programs and creative clubs. There are
also weekly gymnasium activities such as pickleball, table tennis, group training and much more.

Learn to Skate in small classes with additional
CCC Instructors and volunteers, which
encourages children to try skating and learn
the basics, at their own pace. Children are put
into groups based on skill levels and ages
each lesson.

Pucks are used minimally, as we focus on
pure skating technique and improving speed.

ice.

performance to help take your game to the next level. Participants will learn the third shot drop,
punch volley, and how to control hard hitters and smashers, as well as have the opportunity to ask

Sunrise Sweat

Calling all early risers looking for a quick sweat before the busy work day. We are very excited to
introduce our new adult fitness program that will run Monday, Wednesday, and Friday for 6
weeks.
Total Body Circuit

This 45 minute class primarily involves moving from one station to another in 45 second intervals.
Each interval varies alternates between strength, core and conditioning. Strength work can
include bands, mat exercises, body weight exercise, kettlebell exercises and more. Cardio work
can include elements of endurance training, steps, body weight exercise, and more. This class is
designed for all fitness levels. Come ready to sweat, work hard, and have fun!
Yoga

Designed to enhance vitality and a sense of well-being, this yoga workout will help participants

ABOUT US:
The CCC has dai ly visi tors from across Northumber land County,
Quinte West and Clar ington. The faci l i ty is home to the 2017
RBC Cup Champions the Cobourg Cougars, the Cobourg
ViewTech Kodiaks, Northumber land Nighthawks, West
Northumber land Gi r ls Hockey Associat ion, and the Cobourg
Seniors Act ivi ty Centre wi th 1,000 members and count ing. In
addi t ion to our seasonal organizat ions, the bowl arena is our
pr imary area for large concert style events, one being the Chr is
Janson country concert that wi l l br ing close to 2,700 spectators
to the faci l i ty.

THE POND ARENA
Ice is utilized year round for daily hockey and
local men's and women's recreational
leagues.
Practices and tryouts for the
Northumberland Minor Hockey and the
OJHL.
The Pond Arena is located adjacent to the
CCC Grand Hall which is a central meeting
location for families and children as well as
the new home to the Cobourg and District
Sports Hall of Fame.
Hosts adult shinny five days a week.
Drop-In adult skating twice a week.
Public skating four plus times a month.
10+ high school hockey games.
Holds private hockey development camps for
the entire summer.
Our CCC ice programs and camp programs
bring upwards of 1000 people to the arena
annually.

Concerts & Performances
The Concert Hall at Victoria Hall
The Concert Hall at Victoria Hall is the cultural centre of the Town of Cobourg. Located on the second floor of
historical Victoria Hall, the Concert Hall was once the site of a grand ball for HRH Edward, Prince of Wales at the
building's official opening. Today, history and heritage are beautifully married with modern art and performances
as the Concert Hall plays host to local production companies and world-renowned artists and performers.
Host a Wedding or Event at the Concert Hall
The Concert Hall is a stunning grand ballroom setting for any wedding or
event. Amateur and professionals have performed here since the 1860s. It is
equipped with a portable stage and seating units, lighting, sound
equipment, and dressing rooms. A Bechstein Grand Piano is also available
for rent. 2023 summer wedding dates are still available! For more

Northumberland Orchestra and Choir
The Northumberland Orchestra and Choir (NOC) is a not-forprofit
organization and Northumberland County’s first and
foremost purveyor of beautiful orchestral and choral music.
The Northumberland Orchestra was founded under the
guiding vision of Dr. Phillip Schaus in 1978 when enthusiastic
local musicians united to form a symphony orchestra. A year
later the local choral society joined with the orchestra as the
newly constituted Northumberland Philharmonic Choir.
Throughout its history, the Northumberland Orchestra and
choir has included and encouraged young local musicians,
many of whom are now pursuing professional musical
careers.
With over 100 performing members in both the orchestra and
choir, the NOC performs 6-8 concerts per year including
performances in collaboration with SONG (Sounds of the Next
Generation), Kawartha Lakes Singers, La Jeunesse Choir, La
Jeunesse Youth Orchestra, Quinte Symphony and many
talented and internationally renowned guests. The NOC
performs all genres of music including classical, folk, jazz and
contemporary.

Northumberland Players
The Northumberland Players prides itself as
Northumberland County’s premiere community
theatre company, operating for the past forty-three
years from the vibrant arts community of Cobourg! The
Players perform in multiple venues in the area, offering
dinner theatre at the Best Western Plus Cobourg Inn &
Convention Centre, a musical every winter at The
Cameco Capitol Arts Centre in Port Hope, a yearly
youth theatre production in historic Victoria Hall, and
several intimate productions at their headquarters in
the Firehall Theatre.
The company also operates the largest costume house
in the region with rentals available from their diverse
stock of items collected over hundreds of productions.
With over 400 active volunteers, a busy ten-production
season schedule, a vibrant Youth Theatre/Summer
Camp offering, and many free or low-cost workshops,
the Players have something for everyone! Comedy,
drama, classics and seasonal selections make our

VOS Musical Theatre
Drawing on a highly talented membership of actors, musicians,
dancers, and singers from across Northumberland County, the VOS is
a vibrant not-for-profit theatre group which has been presenting
professional quality entertainment to the stage at Victoria Hall in
Cobourg since 1990.
Their live theatre productions are a delight to the senses. Beautiful
music performed by a live orchestra, delightful sets, elegant
costuming and attention to detail usually found only in high-cost
professional theatre.
The VOS has a long-standing and strong tradition of providing

Mandy Lagan has been a player on the
Toronto jazz scene since 1990 and is
recognized as one of the city’s finest jazz
singers and arrangers. Mandy has
assembled a super-fine ensemble of jazz
players (ORIGINS) who have recorded
several albums and performed at top clubs
and festivals around the province. ORIGINS
have performed twice in Cobourg in recent
years, both times at The LOFT to sold-out
houses.

Avataar’s work has received critical acclaim
from a wide range of online and print
publications and from presenters
internationally. Don Griffiths (The Bassment)
offers praise “Sundar Viswanathan and
Avataar wowed our patrons with a first-rate
performance…. Drawing on the jazz
traditions of composition and improvisation,
the group added a varied pallet of world
music influences resulting in an exciting

introduced in 1999 through a letter
writing campaign intending to
persuade the department of
Canadian immigration to accept the
Botos family (Romani) as Canadian
citizens, based on cultural merit. Paul

discovered their natural musical
connection and released their first

Happy Harmony Choir is a recreational women’s

Northumberland New Ventures Band
The Northumberland New Ventures Band program consists
of a number of community bands composed of adults
learning to play a musical instrument in a band setting. It
draws its membership from complete beginners to those
who wish to re-kindle or further develop their musical
expertise. The rehearsal sessions are a fun, no pressure
environment for learning how to play any of the following
instruments included in the bands: Flute, Oboe, Clarinet,
Saxophone, Trumpet, French Horn, Trombone, Euphonium,
Tuba, Electric Bass or Percussion. Members are responsible
for acquiring their own instruments although some of the
more expensive instruments are provided, on loan, by the
band. The New Ventures Band music season runs from
September through June with weekly Wednesday, Thursday
or Friday rehearsals, depending on which band is right for
you. The bands play a wide variety of music styles and each
band plays a level of music aligned to the makeup and
experience of its members. One of the goals of NNVB is to
provide affordable music to the community so we look
forward to performing at our annual Christmas and yearend
June concerts, as well as at various special events in and
around the Northumberland area. We are always looking for
new members to learn with, play with, and laugh with.

Cobourg Yacht Club Camp – Learn-to-Sail
The CYC plans to re-introduce a safe Learn to Sail program
in the Summer of 2023. We’ve added two new boats this
year and now have almost 20 dinghies available for our
students. The Sailing School, established in 1965 when the
club first formed, is open to everyone who wishes to
discover the challenge and excitement of sailing. The
school offers instruction from Wet Feet (Optimist - Ages 610)
through CANSail 1 to CANSail 4 (Age 9 -15). All programs
are taught to the Sail Canada standards and all of our
instructor staff are Sail Canada certified.

Northumberland Players Theatre Camp!
Campers will learn about acting, scene study,
blocking basic improvisation, projection, stage
management, lighting and set design. Our talented
instructors guide young people through the entire
process of mounting a production beginning with
the audition through to the final bows. Campers’
days are packed with fun, games and activities
chosen to focus and teach stage skills needed for
stage performance as well as everyday life. Each
week will be tailored to the age and experience of
the students. Some sessions will have guest
presenters and visits to the Costume House. Back by
popular demand are our Comedy Camps.
The camp offers flexibility. Staff student ratio is 1 to 5
for the 6-7 year old group, 1 to 6 for ages 8-10, and 1-7
for ages 11-16. We offer one week camps but all
camps are different so parents can enroll children in
multiple camps; discounts are offered on the second
and third weeks and will be applied when you check
out.

Maplewood Stables Camp
Maplewood Stables Camp is excited to bring back
their equestrian camp for 2023! They bring in 8-10
students per week depending on their level of
skills. Each week will consist of returning riders
and new riders. We break the group up for riding
so each group will get appropriate teaching for
their level of riding. Kids spend at least 2 hours
with the horses and ponies everyday riding,
grooming, bathing etc. the remainder of our time
is filled with fun activities, either games for the
more physical groups or crafts for the more artsy
groups, either ways they end up doing some of
both and we also try and add in some learning ;)
during those times as well. There is a wagon ride, a
corn maze and icy treats as bonuses on some
days. There is even a show for the parents to
watch at the end of the week to let the
parents/grandparents/friends/siblings get a
glimpse of what the students were during all
week. Children ages 8+ are welcome.

Intro to Spanish Workshop
Do you have a love of language? Do you spend time in destinations
that are Spanish speaking and wish to continue improving your
Spanish? This introduction to the Spanish language is open to anyone
who is willing to learn or practice their Spanish. This class will cover
basic grammar and vocabulary topics. It is meant to be a foundation
where the student will build the rest of the Spanish knowledge.
Fall Prevention
Fall Prevention programs focus on helping older adults stay active and
improve/maintain balance, strength, and mobility. Among those who
are 65 years or older, 35 - 45% of otherwise healthy adults fall at least
once a year. Fall Prevention Programs can reduce the rate of falls in
participants by 25 - 40 %.
Nordic Pole Walking
Nordic Pole Walking will pump up your cardio by increasing oxygen
consumption, reduce stress to your knees and lower joints and
improve posture while strengthening your upper body to create
resistance to build better bone density. Bring your poles and join us
for a weekly walk.

Ganaraska Freewheelers Cycling Club
The Ganaraska Freewheelers is an
organization that promotes
recreational cycling in Northumberland
County. Ganaraska Freewheelers enjoy
the social aspects of cycling in a noncompetitive
environment.
The group rides Tuesday mornings,
Friday evenings or mornings, with
occasional weekend outings. There are
also annual weekend trips to other
scenic and cycling friendly areas.
Members take turns hosting rides
starting anywhere in the Brighton to
Courtice, Port Hope to Millbrook
locales. We ride all the gorgeous roads
is this beautiful area. Rides are
generally from 50 to 60 kilometres,
with shorter options provided, at a
moderate pace and we enjoy after ride
picnics at member’s homes, or parks,
or sometimes a restaurant. Health and
Safety concerns are constantly
monitored and practiced.

Survivor Thrivers Dragon Boat
The Survivor Thrivers work together to
inspire hope, to strengthen those
affected by breast cancer and to
support breast cancer research. Our
members are at various stages of

and range in age from 40 to 80. In the
summer months, we paddle our
dragon boat in the scenic Cobourg
Harbour. In the off-season, we keep fit

The Victoria Hall Volunteers are a group of women
dedicated to the preservation and enhancement of the
heritage and historic aspects of Cobourg’s Victoria Hall. The
group achieve their mandate through advocacy, activities,
tours, education and fundraising events. They host tours,
wine tastings, shows, speakers, dinners and other activities
which are fun for participants and form the basis of their
fundraising. The Victoria Hall Volunteers usually meet in the
Citizens' Forum, Victoria Hall, Cobourg, on the fourth
Monday of the month from January to May, and September
to November but the meetings are virtual at present. New
members are always welcome.

Settlers started arriving in Cobourg in the 1790s which,
at the time, was known for its 40 houses, 2 inns, 4 stores,
several distilleries, a grist mill and a whopping population
of 350! From the Sifton-Cook Heritage Centre to the
historic and iconic Victoria Hall (circa 1850), Cobourg has
seen quite a few changes. It was once known as a “turn of
the century” American summer resort which brought
Cobourg a certain social cachet and style. When visiting,
or exploring your own Town, you’ll also want to stop in to
see the Old Bailey Courtroom which was the location for
the sensational trial that has been called “The Last
Battle of the Great War.”

Commercial Core Heritage Conservation District
The Commercial Core District is defined by mid-to-late 19th
century commercial development. Settlement began to occur
more rapidly following the war of 1812. In the 19th Century the
Commercial Core was much more residential in nature, as many
shop owners lived above their businesses. Please remember the

East Heritage Conservation District
The East Heritage Conservation District is one of the oldest
residential neighbourhoods in the Town of Cobourg. The
East District is an example of incremental residential growth
in Cobourg, as with the other residential districts. The
construction of Cobourg’s first Anglican church (St. Peter’s)
in 1818 attracted wealthy settlers who wanted to live closer
to their place of worship. Please remember the homes you

George Street Heritage Conservation District
The George Street Heritage Conservation District was
originally settled by Nathaniel Herriman in 1799. The
differing architectural styles is due to the incremental
growth of the district. Some of the styles include Classical
Revival, Gothic Revival and Ontario Cottage Vernacular. In
the 1850s George Street was meant to be the main
thoroughfare to and from the railway station, but with
competing interests the location of the station changed
and Division Street became the main thoroughfare. Please

West Heritage Conservation District
Land in the West District were subdivided by 1850s, but most
construction did not take place until the 1870s with the
uptick in the Town’s economic activity with new industry
locating within the Town. The dominant form of the West
District is vernacular design, which were constructed for
workers. This tour includes stops outside of the West District.

The Cobourg Ecology Garden celebrates its 26th
anniversary this year. Founded in 1996 by Minnie
Pennell and run by volunteers, the garden

place to learn, share ideas and rekindle a sense of
wonder at nature's complexity and beauty. The

civil marriage ceremony with the Town if you're looking for a simple, non-religious ceremony.
Ceremonies are conducted at Victoria Hall in the historic court room.

Licensing
Municipal Law Enforcement now provides on-call officers 24 hours a day, 7
days a week to respond to all concerns involving animal services.
Every dog residing in the Town of Cobourg is required to have and wear a
current dog tag. Owners must renew their Animal License each year.
The Town administers various licenses and permits for businesses, individuals
and organizations to ensure public health and safety, consumer protection,
fairness in business practices, and quality control of service.
Regulatory Bylaw
Enforcement
The Town of Cobourg By-law Enforcement Staff and Officers are responsible for
enforcement of all Municipal By-laws to ensure a safe quiet and pleasant
environment for all residents and visitors.

The Building Department's intention is to administer permit applications and

playground equipment, wider pathways and curb cuts for ease of access for wheelchairs and strollers. Your efforts to help keep the parks clean will

the adult fitness park has outdoor
fitness equipment for all residents of
the Town to enjoy.
We have a (9.24 ac) off-leash dog park
located at 777 Ontario Street for all dog
owners to enjoy. It is a large area with plenty
of room for running, fetch and other pet
friendly activities.

Greenhouse
Located on Thompson St., the Greenhouse Complex is approx. 7500 square feet. Approximately 80,000 plants are grown in the
greenhouses. Plants are grown for municipal gardens located in parks and municipal properties and downtown décor. The Rotary Floral
Clock located in Victoria Park is filled with thousands of plants planted in a unique design. The 2022 floral clock was dedicated to the
Queen’s Platinum Jubilee. Poinsettias are also produced in the holiday season to decorate inside town buildings and facilities in
December.

Splashpad
During the warmer months, the Victoria Park Splashpad is open for use by families visiting the Cobourg Beach. The splashpad is
open daily from 8:00am- 8:00 pm.
