This year the Home Show was well attended from
more outlying areas than just the majority from
Madison and St. Clair Counties.
Another shift was consumers response to how they
heard about the show; more media outlets were
recognized than just one in particular.
The following new features gave new breath to the show and gave us a better outlook for future

2018 LEGISLATIVE
PROPOSALS & POSITIONS
 HB4324 - Welch (D-Cook) creates the Wage Lien Act. This bill allows employees who believe
they are owed wages or benefits, to file a lien on their employer’s personal property. The Illinois
Dept. of Labor would administer the act which they estimate will cost the state over $1 million.
HBAI is opposed to this bill and is urging a NO vote.
 HB5046 - Welch - creates the Fair Scheduling Act, whereby employers must provide 72 hours’
notice of shift changes to the employees work schedules. There are exceptions for things the
employer cannot control such as acts of nature, fire, or civil unrest. However, HBAI remains
opposed to this bill and is requesting a NO vote.
 SB2999 - Van Pelt - provides that an employer shall reimburse an employee for all necessary
expenses incurred by the employee directly related to services provided for the employer. the
sponsor admits her bill is too broad and is working with business groups to narrow its scope.
SB2999 is the result of a constituent complaint to Senator Van Pelt from an employee who
believes they should be reimbursed for the expense of using their personal cell phones for
business purposes. HBAI is opposed to the bill but is open to the narrow consideration of
reimbursing for phone expenses.

When the Congressional Budget
Office made its June 2017
forecast of our fiscal future, it
projected a deficit of $689
billion in FY2019. The deficit is
now poised to be $1.2 trillion, a
dramatic and profound change
that is hard to overstate. One major reason for the
growing deficit is that the GOP tax cut that passed in
late December is estimated to reduce revenue by $1
trillion over the next decade, even after pro-growth
economic effects are factored in.
The other reason is the budget deal passed by
Congress in early February, includes $300 billion in
new spending over two years, along with $90 billion
in hurricane relief, fully financed by larger deficits.
This is a stark reversal from the years 2010 through
2016, when congressional Republicans insisted on
spending cuts and the Obama administration insisted
on raising taxes (by allowing some of the Bush
administration tax cuts to expire). Those steps,
combined with an improving economy, cut the
budget deficit from almost 10% of GDP in 2009 to
less than 2.5% in 2015. What does this abrupt fiscal
change mean for the economy in the near term,
medium-term and long-term?
In the near term, economic growth should be quite
strong. No matter what assumptions are made, and
which economic models are used, GDP growth over
the next 18 to 24 months will be about half a
percentage point higher than it would be absent
these twin expansionary policies. After all, between
tax cuts and the boost to spending, close to $500
billion is being injected into the US economy over
the next year! Even in an economy near full
employment, this will boost growth and reduce the
likelihood of a recession to a minimum.
In the medium-term, things are a bit murkier. The
big question is whether the economy has room to
grow without generating inflation -- and how the
Fed will respond. With unemployment near 20-year
lows, it is unknown how close the economy is to full
employment. If it is close, inflation is likely to

worsen. But if the US has more growth potential,
due to more corporate investment in plant and
equipment, reduced regulation, and more workers
coming from the ranks of those that dropped out in
years past, the Fed could raise rates more slowly,
allowing the expansion to run longer because
inflation would be subdued. In addition, there is
also fear that the Powell Fed will proactively raise
rates too fast simply to prove its inflation-fightingchops
and needlessly cut short the current
expansion.
In the long-run, the annual deficit is going to be
worse than at any time other than during recessions
or wars. This not only reduces the ability of the
government to fight the next recession with a big
dose of fiscal stimulus, but higher debt service costs
are also a concern. And as interest rates rise because
of the added borrowing, so too will interest
payments. Lastly, there is also concern that
government borrowing may “crowd-out” private
sector borrowing. To the extent funds that can be
borrowed are finite, and that is debatable, every
dollar the government borrows is a dollar potentially
not available for home mortgages or business
expansion.
To conclude, in the short run, things look good. In
the medium-term, the fear of inflation and the Fed’s
ability to let the data speak and not preemptively
raise rates unnecessarily will determine how long the
current expansion lasts. In the long-run, the
government will have less room to maneuver when
the next recession hits, and interest payments will
consume a growing percentage of the budget,
making budget battles on Capitol Hill more
contentious and the need to find more revenue
increasingly pressing.

video. The “shout out” company will pay $200 to HBA for
their part in the video. If 2 “shout out” companies are
obtained the Remodeler will receive a $150 discount.
 Video and drone footage is done by C4 Aerial. C4 Aerial
cannot guarantee every requested shot, background, location
or group arrangements due to changes in weather, safety
concerns, etc., but will provide the best alternative options

2018 Outstanding Young Person
The Illinois Jaycees selected Tricia Buehne as an honoree of its Outstanding
Young Persons of Illinois awards program. The Outstanding Young Persons
(TOYP) program annually recognizes young people throughout Illinois who
excel in their chosen fields, endeavors and show a great commitment to their
respective communities.
Buehne, 38, of Breese, is being recognized in the category of humanitarian
and/or voluntary leadership.
Buehne is active in many community and professional organizations. She is a board member
and ambassador for the Highland Chamber of Commerce and served as its president in 2016.
In addition, Buehne has been active in the Jaycees since 2001 and has been a past president of
both the Highland and Illinois Jaycees as well as past national vice president of the United
States Junior Chamber. She also serves as a board member for St. Joseph's Hospital in
Highland and on the St. Rose Catholic Church picnic planning committee.
Buehne is a vice president and mortgage lender at First Mid-Illinois Bank & Trust in Highland.
She is an affiliate member and secretary of the Greater Gateway Association of Realtors;
affiliate member of the Realtor Association of Southwestern Illinois and a member of the Home
Builders Association of Greater Southwest Illinois and serves as secretary of its Professional
Women in Building Council. In addition, she belongs to the Clinton County Connection Group.
“Giving back to my community has always been important to me,” said Buehne. “I am honored
and humbled to be recognized with an award given to so many amazing people."
The Illinois Jaycees will recognize this year’s honorees at an awards banquet on May 12 at the
Wyndham Springfield-City Centre. The event is supported by friends and employers of the
honorees, local Jaycee organizations, Illinois businesses and the Illinois Jaycees Charitable
Foundation. Friends, local businesses and organizations can offer congratulations to the
honoree and support the program by purchasing space in the banquet program. Additional

Leadership development through community involvement has been the basis of the Jaycees
since its inception in 1920. The goal of the not-for-profit organization is to provide members a
