One of the most honorable was the Scott Air Force Base 100th Anniversary celebration! This weekend full event gave us the chance to “serve those that serve us”. Volunteers served over 2,000 lunches of hot dogs, hamburgers, chicken and pull pork to performers, air crew and Scott Air Force Base workers/ volunteers. Power Hour seminars were created to inform members of their membership benefits and local current events. We were honored to have the following presenters Alex Martindale with NAHB, Bill Ward with HBAI, Kurt Prenzler with Madison County Chairman, Mayor of Edwardsville Hal Patton and Brent Ellis Campaign Manager for Jason Plummer. Home Envy brought virtual videos of HBA Builders and their communities in an elevated view of the homes exterior and interior. Everyone enjoyed this new fresh look at our builders. Last but not least is the Operation Finally Home Project that has touched many of our hearts and will continue throughout the project. The Poggi family received a custom mortgage-free home for his service in the military that has left him with severe injuries. It was truly inspirational to have so many companies come together to support the family and give them the opportunity to live a life without obstacles! Leadership also took on internal reviews which included updating the bylaws to incorporate best practices for our local HBA, as well as, updating employee agreements and policy handbook. This year included a change in leadership which we are thankful that our past 2006 President Chris Matteo volunteered to serve as our 2018 President Another perk of being President was attending monthly meetings with the Southwestern IL Council of Mayors strengthening our relationship and providing us with opportunities to inform them of issues our industry and members are currently facing. Presenting the NAHB Defender of Housing Award to Congressmen John Shimkus & Mike Bost recognizing courageous federal legislators who have demonstrated strong support for housing and NAHB positions on key issues facing the industry was another honor for myself and our organization. The Professional Women in Building Council started the year strong with the NAHB Professional Women in Building awarding them with 6 awards at IBS that also included over $2,000 for scholarships! This along with their fundraising efforts allowed them to give four scholarships to young females who plan to further their education in the industry. The council continued the year by incorporating the Remodelers Council with the build of a playhouse that will be raffled at the 2018 Home Show with funds raised continuing their scholarship efforts. They held informative seminars that included lunch with Mayor Eckert of Belleville and their annual Power Women Luncheon included Dr. Ronda Sauget with Leadership Council Southwest IL and Geri Boyer with Kaskaskia Engineering Group. The Remodelers Council held their first Fishing Tournament which was a great success! They also didn't hesitate to help the PWB council with the playhouse build. To be a part of two councils working together for one purpose was an experience I hope to see again. The Green Building Council has made tremendous strides with their efforts in the IL Energy Conservation Code! They will continue their efforts as a task force and will keep our industry top priority. Their successful 3D Bow Shoot event will continue as well. As a second generation business whose family has benefited from the HBA since I was a young child this year has made my personal experience a complete full circle. It cuts the corporate tax rate from 35 percent to 21 percent beginning in 2018. The top individual tax rate will drop to 37 percent. It cuts income tax rates, doubles the standard deduction, and eliminates personal exemptions. The corporate cuts are permanent, while the individual changes expire at the end of 2025. Here’s a summary of how to Act changes income taxes, deductions for child and elder care, and business taxes. Income Taxes The Act keeps the seven income tax brackets but lowers tax rates. Employees will see changes reflected in their withholding in February 2018 paychecks. These rates revert to the 2017 rates in 2026. The Act creates the following chart. The income levels will rise each year with inflation. But they will rise more slowly than in the past because the Act uses the chained consumer price index. Over time, that will move more people into higher tax brackets. A single filer’s deduction increases from $6,350 to $12,000. The deduction for Married and Join Filers increases from $12,700 to $24,000. It reverts back to the current level in 2026. As a result, it is estimated that 94 percent of taxpayers will take the standard deduction. 6 Taxable Income Levels for Those Filing As: It eliminates personal exemptions. Before the Act, taxpayers subtracted $4,150 from income for each person claimed on your tax return. The Act eliminates most itemized deductions. That includes moving expenses, except for members of the military. Those paying alimony can no longer deduct it, while those receiving it no longer are taxed on the receipt. This change begins in 2019 for divorces signed in 2018. Examples include unreimbursed business expenses for employees, home-equity loan interest, and your tax preparer fees, home office, investment expenses and advisor fees. It keeps deductions for charitable contributions, retirement savings, and student loan interest. It limits the deduction on mortgage interest to the first $750,000 of the loan. Interest on home equity lines of credit can no longer be deducted. Current mortgageholders aren’t affected. Taxpayers can deduct up to a maximum of $10,000 in state and local taxes, including sales and real estate taxes on your personal residence. The Act expands the deduction for medical expenses for 2017 and 2018. It allows all taxpayers to deduct medical expenses that are 7.5 percent or more of income. Before the bill, the cutoff was 10 percent for those born after 1952. Seniors already had the 7.5 percent cutoff. At least 8.8 million people used the deduction in 2015. The Act repeals the Obamacare tax mandate on those without health insurance in 2019. The Act doubles the estate tax exemption to $11.2 million for singles and $22.4 million for couples. It keeps the Alternative Minimum Tax. It increases the exemption from $54,300 to $70,300 for singles and from $84,500 to $109,400 for joint. A Guide to the Tax Cuts and Jobs Act Child and Elder Care The Act increases the Child Tax Credit from $1,000 to $2,000. It increases phase out limits from $110,000 to $400,000 for married tax filers. It allows a $500 credit for each non-child dependent. The credit helps families caring for elderly parents. It expands to allow parents to use 529 savings plans for tuition at private and religious K-12 schools. They can also use the funds for expenses for homeschooled students, in addition to the previous college expenses. Business Taxes The Act lowers the maximum corporate tax rate from 35 percent to 21 percent, the lowest since 1939. The United States has one of the highest rates in the world. It creates a standard deduction of 20 percent for passthrough businesses. Pass-through businesses include sole proprietorships, partnerships, limited liability companies, a S corporations. The Act limits corporations’ ability to deduct interest expense to 30 percent of income. For the first four years, income is EBITDA, but reverts to earnings before interest and taxes thereafter. It allows businesses to deduct the cost of most depreciable assets in one year instead of amortizing them over several years. It does not apply to structures, and special rules for vehicles remain. To qualify, the equipment must be purchased after September 27, 2017 and before January 1, 2023. The Act stiffens the requirements on carried interest profits. Carried interest is taxed at 23.8 percent instead of the top 39.6 percent income rate. Firms must hold assets for a year to qualify for the lower rate. The Act extends that requirement to three years. The Act eliminates the corporate AMT. The corporate AMT had a 20 percent tax rate that kicked in if tax credits pushed a firm’s effective tax rate below that level. Under the AMT, companies could not deduct research and development spending or investments in low-income neighborhoods. 7 Kenneth R. The General Assembly voted for a state budget that included a massive income tax hike with no real reforms, which hit the pocketbooks of millions of Illinoisans. Despite this, some of the bills that passed the General Assembly and were signed into law by Gov. Bruce Rauner in 2017 will help move Illinois in the right direction. Here are a few examples: Pensions House Bill 418: Under HB 418, retired police officers cannot double dip in pension funds if they return to the force as a police chief or return to service with a different municipality. Retired officers who return in either of those capacities will be able to enroll in a 401 (k)-style plan, but not a second pension. House Bill 3122: This new law requires local officials to work a minimum of 1,000 hours to qualify to participate in the Illinois Municipal Retirement Fund. This ensures that a participant in the retirement fund is working at least in a part-time capacity. Senate Bill 701: Under SB 701, unused vacation time paid out in the final three months before retirement cannot count toward pensionable salary. The law also excludes vehicle allowances from being considered pensionable earnings. Good government Senate Bill 3: This new law is a small step toward reducing the number of units of government in Illinois, and potentially saving tax dollars. SB 3 creates various ways in which township officials may initiate consolidation of their unit of government. This bill also expands the process for government consolidation currently available in DuPage, Lake and McHenry counties to all counties across the state. House Bill 607: Under this law, township boards can submit a resolution for residents to vote in a referendum to determine whether a township road district should be abolished and the duties taken up by another unit of government. Criminal justice House Bill 303: This new law reforms civil asset forfeiture, a practice in which law enforcement is able to seize and profit from property without proving the property is connected to a crime. This measure addresses the standards that govern law enforcement’s confiscation of property and imposes some transparency-related requirements to rein in abuse and incentives to profit from policing. House Bill 2373: HB 2373 removes the lifetime ban preventing many ex-offenders from petitioning a court for the opportunity to prove rehabilitation and have their records sealed. It does this by expanding the eligibility provision of the criminal record sealing statute to allow those with previous felony convictions to apply to have their records sealed from view by the general public. (Certain kinds of felonies, such as sex offenses and domestic violence, are excluded from sealing eligibility.) House Bill 3817: This measure expands protection for juveniles by providing for automatic expungement of juvenile arrest records that do not result in delinquency. (“Expungement” means wiping a criminal record clean.) And in other cases, records of delinquency can be expunged two years after the juvenile’s case is closed, so long as that juvenile has no other criminal cases pending against him or her and no subsequent delinquency proceedings. Certain offenses are excluded from expungement eligibility, such as sex offenses, most violent crimes and other serious crimes such as residential burglary. Juvenile records that are not expunged are sealed from view by the general public. The law also acts to prevent a juvenile adjudication from disqualifying a person from certain things, such as holding public office one day. These bills are small steps in the right direction. However, these do not go far enough. Illinois’ pension system is still in need of major reform. The state still has the highest number of local governments in the nation, which means Illinoisans have to pay more in property taxes to fund all those layers of government. And Illinois’ state budget is still unbalanced, despite a massive new income tax increase. The General Assembly needs to get serious about implementing meaningful reforms, especially regarding Illinois’ crushing property tax burden.
