I was completely humbled and so appreciative to be
awarded the 2016 NEW EO of Year by NAHB. Due
to some medical issues I was unable to attend the
event in Denver but the NAHB Executive Officer
Council was so kind in allowing my daughters who
were in Denver, to accept the award on my behalf.
Against such strong competition, I really do have
to count myself lucky to have won. Thanks to Chris
Steiner, Kim DiMatteo for nominating me for this
prestigious award. I couldn’t do it without the

he 3rd Annual Clambake at the Beach was
held at the Penfield Pavilion in Fairfield on
September 6th. Generously sponsored once
again by Marlin Electric it was a spectacular
event attended by 180 members and guests who dined
on lobster, clams, hamburgers, hot dogs and pasta
salads and watermelon from Captain John’s of Norwalk.
The RIPE Company was also on hand supplying RIPE
Craft Bar Juice Margaritas.
The evening also included raffles sponsored by
County TV and Appliance - a SONOs PlayBar won by
Brian Kurtz of Interstate Lumber, a vanity/countertop
won from Express Kitchens won by Lora Mazurak,
Aitoro. The winning name for the membership raffle -
Robert Calve of Fox Hill Builders was not present so the
October drawing is $1,250!
President Chris Steiner made a special
presentation honoring CEO, Gina Calabro, who was
awarded the 2016 NAHB New EO of the Year at the

2016 NAHB
New Executive Officer
N
amed after a former executive officer, David Lloyd,
this prestigious award is presented to an Executive
Officer who has served no more than three years in an
association management position and is judged to have
made major contributions to the profession during this
time period. The award was presented at the NAHB Association
Management Conference in Denver on August 17th. As Gina was
unable to attend, her daughters Alaina and Victoria Calabro accepted
the award on her behalf.
Gina was nominated by her Board President, Chris Steiner of
Steiner, Inc and Vice President, Kim DiMatteo of The DiMatteo Group
for her efforts since being hired in April 2015.
At that time the Fairfield County membership was at one
of the all-time lows (290), and general membership meetings
attendance was at about 17%. In her first 9 months, she made
membership a priority by appealing to specific members to assist
in revitalizing the membership committee, and reaching out to past
members as well as prospective members ending 2015 with a 15%
increase in membership.
She continued on that path and in 2016 the Fairfield County
HBRA was now at 390 members a 17% increase with an annualized
membership retention rate of 83%. The current membership is over
440 members and continues to grow.
In late 2016, she developed the CT HBRA Luxury Home Tour.
This tour, open to the public, featured builder member spec homes
over $2,000,000. The inaugural weekend tour in April 2017 was a
great success with 4 homes ranging from $2.3 to $6.5 million and
over 150 unique visitors. Net ticket sales of over $4,000 was donated
to two charities. Three of the four homes sold within weeks of the
tour.
This event will continue in 2018 as well as other initiatives to
further promote the Home Building industry in Fairfield County.

KLAFFS senior lighting designer Monica Cotton recently shared with
us her excitement about her latest collaboration with design/build
team Rachel and John Duffy of Greenwich-based Duffy Home Solutions.
It’s a water-front home in the coveted Lucas Point Association in
Old Greenwich. Designed as a contemporary interpretation of a
classic New England shingle-style beach house with sunset views of
Greenwich cove and a private dock and sandy beach, it has already
won several awards.
Monica has been working with the Duffys for 20 of her 21 years at
KLAFFS, a trusted relationship typical of those she has built with many
of the top designers, architects and builders in the area. She has great
respect for the Duffys’ attention to detail and quality and their specific
expertise in waterfront building. She also values their loyalty and trust,

3 Issues That Worry State and Local Leaders
prThe latest news about weakening state revenues, federal tax-reform
oposals that target the deduction for state and local taxes, and shifting
demographics in the public workforce is giving a lot of state and local
government leaders a headache.
It’s enough to make anyone reach for the aspirin bottle. But the good
news is that, rather than relying on analgesics, thoughtful public leaders
are engaging in plenty of dialogue about these issues while keeping a
focus on priorities and how to adapt to a challenging future.
Certainly budgeting and spending considerations present a continuing
challenge. While state general-fund revenues are projected to grow by
3.1 percent in fiscal year 2018, general-fund spending on Medicaid is
expected to grow by 4.3 percent, reports the National Association of
State Budget Officers. Revenue collections fell below budgets in 33 states
in fiscal 2017, so state budget experts are cautious.
And when state budgets are squeezed, local budgets become even more
constrained. Alexandria, Va., has already cut everything it can in recent
years, says Mayor Allison Silberberg, so “any further cuts come from the
marrow of the bone.”
Take housing, a growing challenge in the nation. Local governments
would like to see more, not less, state and federal financial support for
workforce and affordable housing. The HOME Investment Partnerships
Program is the largest federal block grant program designed to
create affordable housing for low-income households. Yet, the Trump
administration’s proposed budget has targeted HOME for elimination.
The homelessness crisis is a related challenge that local governments
face without sufficient help from the federal or state governments.

Great question, probably not enough room here to
explain it fully but let’s see what we can do. I feel like
Social Selling has become more of a buzzword then
a specific system or process. Let’s break it down
quickly. Social - typically would mean online, but
the social aspect is more off the computer than on it.
It’s a method of finding out common interests and
using it to bridge the gap when you converse with
someone. In checking Linkedin you see you went to
the same school or they support an organization you
are also involved with - that’s how you build rapport.

Multigen Homes Need Space For Aging In
Place
home buDesigning a multigenerational home means creating space for
yers who want to age in place surrounded by family—a new
perspective on American family dynamics.
As we looked into the design themes of the 2017 reNEWable Home, one
of the major factors to include beyond multigenerational living was aging
in place design.
A 2012 AARP study discovered 90% of seniors intended to continue
living in their current home over the next five to 10 years. However, the
study also identified that 50% of those seniors over age 70 can’t live
independently without some form of help.
Multigenerational design forces us to think about what kind of design
changes we need to make in order to enable people to live in their homes
longer.

e mostly quiet in Washington.
Don’t expect that to last. The
offices of the National Association
of Home Builders and the National
Association of Realtors are gearing
up for a fight. CNBC reports:
With U.S. Congress members
focused during their August
recess on finding ways to lower
the corporate tax rate, industry
groups and other sectors of society
are gearing up to fight proposed
changes to the personal income
tax.
While tax cuts for business have
garnered the most headlines,
lobbyists and lawmakers have
conceded that rewriting the
corporate tax code will be a long
slog. ...
...Still, proposed changes to the
personal tax code have already
stirred opposition from real estate
agents, home builders, mortgage
lenders and charities. These
groups say proposed changes will
hurt home sales and cut charitable
contributions.
The National Association of
Realtors issued an “August Recess
Talking Points” circular imploring
members to remind lawmakers
that “Homeowners must be treated
fairly in tax reform” to avoid
“another housing crash.”...
... To simplify the tax code,
Republicans have proposed
eliminating nearly all tax write-offs
including those for state and local
taxes, then doubling the standard
deduction. This would eliminate
the incentive to itemize and should
drastically reduce the number of
taxpayers who do so. ...
...Currently, about 30 million
taxpayers claim the mortgage
interest deduction, with about $70
billion in total claims, according to
Robert Dietz, an economist with
the National Association of Home
Builders.
Estimates suggest more than half
of taxpayers would stop itemizing
under the proposed plan, Dietz
said, warning that this would
create a large ripple effect through
the economy. He said people in
early years of a mortgage would
suffer most, along with prospective
home buyers.

in the 55+ Housing
Market Strengthens in
Second Quarter
Home Builders’ (NThe National Association of
AHB) singlefamily
55+ housing market index
(55+ HMI) posted a reading
of 66 in the second quarter of
2017, up 11 points from the
previous quarter. This is the 13th
consecutive quarter with a reading
above 50, which means that more
builders view conditions as good
than poor (Figure 1).
There are two separate 55+ HMIs:
one measuring builder sentiment
in the single-family market and
another for the multifamily
condominium market. Each 55+
HMI is based on a survey that
asks builders if current sales,
prospective buyer traffic and
anticipated six-month sales for
that market are good, fair or poor
(high, average or low for traffic).
All three components of the 55+
single-family HMI increased in the
second quarter. Expected sales for
the next six months increased 12
points to 80, while present sales
rose eight points to 70 and traffic
of prospective buyers jumped 19
points to 53.
The 55+ multifamily condo HMI
rose seven points to 53 in the
second quarter (Figure 2). All
three of the condo components
posted gains: present sales
increased six points to 56, while
expected sales for the next six
months and traffic of prospective
buyers both rose eight points to 55
and 45, respectively.
In addition to the for-sale market,
NAHB also tracks activity in the
55+ multifamily rental market. All
four indices tracking production
and demand of 55+ rentals
increased in the second quarter:
present production rose three
points to 53, expected future
production climbed eight points
to 52, current demand for existing
units increased two points to 66
and expected future demand rose
five points to 67.

legislative solution to protect
the ‘Dreamers’ underscores the
urgent need for lawmakers to
pass comprehensive immigration
reform. Given the chronic shortage
of residential construction
workers, there has never been a
more critical time for Congress to
enact effective reforms that would
help revitalize the economy and
boost the housing sector.
“NAHB believes that any
comprehensive reform should
protect our nation’s borders;
include a new, market-based visa
program that would fill labor
gaps to ensure that the nation has

workable employment verification
system. A successful guest worker
program will help alleviate the
current labor shortage in the

NAHB Offers
Stormwater
Compliance Guide

wants to make sure that its
members are up to date on
compliance requirements and
ready to advocate for smart,
flexible and affordable rules when
state permits come up for renewal.
To that end, NAHB has developed
a new stormwater toolkit to
help members and their state
and local associations make
the case for programs that help
meet water quality goals, reduce
redundancy, and provide a clear
path to compliance. The toolkit
includes:
• “Stormwater 101” – an
introduction to the topic.
• A look at EPA’s small lot
template, a streamlined approach
for
smaller projects.
• State-by-state breakdowns of
national permitting trends.
• Tips for how to make green
infrastructure, also known as
low-impact development, work in

help you better manage your
stormwater issues.
As part of the toolkit launch, NAHB

Guide to Post-Construction
Stormwater Regulation. This
report breaks down state-by-state

permitting issues affecting
members in the field.
Judge Strikes Down
Obama Overtime
Rule
doA federal judge has struck
wn the Obama administration’s
overtime rule that would have
doubled the salary threshold
for workers to be able to receive
overtime pay.
The Obama administration’s final
rule that was set to take effect Dec.
1, 2016, raised the salary threshold
for executive, administrative, or
professional workers to receive
overtime pay from $23,660 to
$47,476.
Last year, NAHB joined other
business groups in a lawsuit in
federal court challenging the
overtime rule. As a result, the rule
has not been implemented because
a judge issued a preliminary
injunction against it.
New Silica Rule Goes
Into Effect Sept. 23
t NAHB is advising its members
o be prepared as enforcement of
the silica rule in construction is
scheduled to begin Sept. 23.
The rule was originally scheduled
to go into effect for the construction
sector on June 23, but OSHA
issued a 90-day delay. Some
state-run OSHA programs, such
as Virginia’s, have chosen not to
follow OSHA’s enforcement delay
and are already implementing the
standard in their state plans.
State-run OSHA programs have
six months to adopt the federal
rule or develop one that is equally
effective. NAHB’s legal challenge
on the silica rule is still pending.
The case is scheduled to be argued
before the court on Sept. 26.

Weigh in on WOTUS – Tell Feds What You Think by Sept. 27
on a prThe EPA and the Army Corps are taking comments
oposed rule that would replace the 2015
definition of the term “waters of the United States”
(WOTUS) with the text that existed since 1986.
Since the Sixth Circuit issued a nationwide stay of
the regulation in October 2015, the agencies have
been enforcing the regulations defining WOTUS that
were in effect immediately before the 2015 rule. The
proposed action would simply continue that practice
and recodify the status quo that has been in place for
decades.
The agencies said the action is the first in a two-step process: In Step 2, the government will
propose a new definition for WOTUS.
Going back to the well-established 1986 definition allows the agencies to provide continuity
and clarity to the regulated community while deliberating on a new one.
