15th Annual Christmas Tree
Lighting at Fellsmere Pond

O
n the Saturday following
Thanksgiving, Councillor-at-Large
Craig Spadafora
hosted his 15th annual Christmas
tree lighting event at Fellsmere
Pond. Beginning in 2011,
Councillor Spadafora scheduled
funding for the festive tree for
the Malden community to celebrate
the holiday season. This
year traditional Christmas music
permeated the crowd of more
than 300 adults and children as
they anticipated the illumination
of the tree and the arrival of
Santa Claus.

he Malden City Council authorized
personnel in the City
Solicitor’s office to investigate
the claim of one City Councillor
that a second Councillor violated
the Massachusetts Open Meeting
Law in the hours leading
up to another Council meeting.
The vote was 9-2 in favor of this
move, with Ward 1 Councillor
Peg Crowe and Councillors Paul
Condon (Ward 2), Ryan O’Malley
(Ward 4), Ari Taylor (Ward 5),
Gerry

A proposal to appoint a former
City Councillor to fill the Northeast
Metro Tech School Committee
Malden seat left empty
by the passing of former Police
Chief James Holland caused
some spirited debate at the November
18 Malden City Council
meeting. Both backers and detractors
of Mayor Gary Christenson’s
proposal to appoint former
Ward 4 Councillor Jeff Donahue
to the unexpired term
spoke out in person and by correspondence.
The end result of
a lengthy discussion was to refer
the appointment request to
the Council’s Personnel Committee
for review.
Before that vote was taken,
Ward 8 Councillor Jadeane Sica
spoke on the Council floor and
made the allegation that during
the day and evening before the
November 18 meeting Councillor-at-Large
Karen Colón Hayes
“clearly violated” the state Open
Meeting Law. Sica alleged Colón
Hayes engaged in direct contact
via phone call, text message and
email in “serial deliberation” with
multiple fellow City Councillors
“trying to sway opinion” over
the potential appointment of
Donahue. Councillor Sica called
it “unlawful contact” outside of
a public meeting” and added,
“I will be seeking a formal complaint
of the Open Meeting Law
violation.”
At the November 18 meeting,
Councillor Colón Hayes did not

At the most recent City Council
meeting, on Tuesday, November
25, Councillor Sica had a docket
item on the Council agenda regarding
her allegation, asking if
the Council would — or would
not — want to discuss the complaint
in executive session, or, in
a meeting closed to the public.
Executive session is in the Council’s
purview if a matter involves
personnel or has legal ramifications.
The Council voted unanimously,
11-0, to discuss the allegation
in open session.
Councillor Sica gave details of
her allegation, stating she had
“evidence,” such as copies of
text messages, voice mails and
emails that Councillor Colón
Hayes sent to as many as “at
least six City Councillors” regarding
the Donahue appointment
issue.
“That’s a quorum and though
it may have been one-by-one, it
collectively reached six, the very
definition of an Open Meeting
Law violation,” Councillor Sica
said. “[The contact] was clearly
intended to shape opinions, all
of which must only occur in a
public meeting.”
“When a Councillor becomes
involved in serial deliberation
with an unlawful private quorum,
it compromises the integrity
of our Council,” Councillor
Sica said.
Councillor Sica called for the
following response to her allegation,
which she said would be
ultimately validated:
— That Councillor Colón Hayes
recuse herself from all further
discussions and actions on the
Donahue appointment
— That there be a public acknowledgement
of the Open
Meeting Law violation
— That the Council take corrective
action regarding this
Open Meeting Law violation

Bronze” for solar energy actions

ayor Gary Christenson announced
this week that
the City of Malden received a
Bronze designation from the
national SolSmart program for
encouraging the growth of affordable
solar energy options
at the local level. “This initiative
will help our residents and busithis
initiative forward.
He added, “This is a win for
Malden and it will make going
solar easier and more accessible.”
Becoming SolSmart designated
by 2026 was one of Malden’s
key objectives from its 2024 Climate
Action Plan, and it was
one of the first initiatives taken
up by the CASC. To achieve its
SolSmart designation, Malden

Malden legislators vote to protect
the integrity of the U.S. Constitution

State Representatives Paul
Donato, Steven Ultrino and Kate
Lipper-Garabedian joined their
colleagues in the Massachusetts
Legislature to pass joint resolutions
in the Senate and House
of Representatives that rescind
all previous applications for a
national constitutional convention
under Article V of the U.S.
Constitution. This joint initiative
is in response to concerns
that the U.S. Congress and the
Trump administration could attempt
to use prior, outdated
Massachusetts resolutions to
call for an Article V constitutional
convention to drastically modify
the U.S. Constitution and roll
back basic rights and protections
to advance their own political
agenda. The Legislature’s action
makes Massachusetts the 17th
state to rescind all prior applications
for an Article V convention,
and it reaffirms that any
constitutional decisions should
reflect the will of today’s elected
lawmakers and the people
they represent.
“Over the past year, we’ve seen
that President Trump is ready
and willing to use any opportunity
and tool, lawful or not, to
advance his destructive policies
around immigration, healthcare,
education, national security, and
more, and even infringe upon
our personal rights to freedom
of speech, freedom of the press,
and freedom to protest,” said
Senator Lewis, who is the Senate
Committee on Ethics Chairperson.
“An ill-planned and unprecedented
constitutional congress
could destroy the fabric of
our free and democratic nation,
and Massachusetts will not let
that happen.”

hen former Malden High
School Principal Dana
Brown speaks, we listen. From
up on high comes the word!
From the man with the master
plan, the keeper of calm in
the midst of chaos, whose heart
and soul beat in time with these
here five square miles we proudly
call Maldonia. The living legend
who once turned nights
into days (and somehow survived
to tell the tale! LOL) — the
one, the only — former Malden
High School Principal, guardian
of Golden Tornado lore, and eternal
torchbearer of our city’s spirit:
Mr. Dana Brown.
Today, Dana steps forth from
his mountaintop to deliver a
message worth its weight in Malden
gold. Here he is, pontificating
— no, preaching! — about
the incredibly generous check
donated by Teddy and Maureen
Teal to the Malden Warming
Center. After reading his heartfelt
words on Facebook, I swear
I almost saw the light myself. Insert
giant smiley face for dramatic
effect.

people. For some people it’s
about the Kevin Bacon-like ‘6
degrees of separation’ of Malden.
Go anywhere, talk to anyone
and you will get to a Malden

For me, it’s a bit more than
that. It’s about the loyalty, the unconditional
love the city gives to
some of us and that we give back
in return. It’s about seeing someone
for the first time in years,
feeling like you talked to them
the week before. There is just a
sense of goodness that many
here have. It’s about a Saturday
in November, when seemingly
half the City is burying an IACC
icon, Billy Settemio, while others
are honoring another Malden
legend, Danny Gilligan, at a
retirement party. It’s about being
handed an envelope by an old
friend, husband and wife from
generational Malden families,
and then opening it later. Yikes.
I’m getting goosebumps typing
this. This is fricken Malden! All
roads…Thank you!

begin to properly explain the impact
his whole family made on
Malden. Today Mike is an internationally
recognized strength
and conditioning coach, known
specifically for his expertise in
functional training. He cofounded
Mike Boyle Strength and Conditioning
(MBSC) and has held
significant coaching positions
with Boston University, the Boston
Bruins and the Boston Red
Sox, with whom he won a World
Series in 2013. Keep making Malden
proud, Mike!

High football team and their
mini dynasty. Also mentioned
was the late Suffolk Square with
their large Jewish population.

• Congratulations to an adopted
Son of Malden, Extreme’s
Nuno Bettencourt, on his first
Grammy nomination for Best
Rock Performance. The song
“Changes” (Live from Villa Park/
Back to the Beginning) earned
the nod along with newest rock
sensation Yungblud (well, I think
he is anyway!), Frank Bello and
Adam Wakeman II. Nuno is so
deserving of this nomination,
and this should have happened
multiple times over his long career.
Anybody who has ever
witnessed Nuno play in person
knows of what I speak. And on
a personal note, I can attest that
NB is one of the most wonderful
humans walking Planet Earth at
this time. Congrats again, dude!
• I jinxed old friend Johnny
Bionelli (Emerald Street boy
who grew up to be Aerosmith’s
Road Manager and, on occasion,

call for a hiring freeze in the city
due to the situation of municipal
finances.
In the past six weeks, since
Mayor Gary Christenson made a
formal request for a $5.4 million
Proposition 2 1/2 override — to
help staunch a structural deficit of
$8.4 million — there have been a
slew of meetings and discussions
on steps the city could take in reaction
to the situation. Councillor
Sica’s resolution at the last Council
meeting was the first official foray
by the City Council into trying
to address the major issue.
The text of the resolution was
as follows: Resolve: That it is the
sense of the Malden City Council
that the City of Malden impose
an immediate hiring freeze
on all new, vacant, or soon-to-be
vacant positions across all City of
Malden departments, boards,
and commissions. No position
shall be posted or filled unless
expressly approved by vote
of the City Council. This hiring
freeze shall remain in effect until
further order of the City Council.
“It is coming as a resolve because
we can’t order the Mayor to
implement a hiring freeze,” Councillor
Sica said, “but we have to
show some sort of responsibility
to the residents that we have control
over the costs [we are creating]
and we can’t ask Malden taxpayers
to pay more while we continue
to add positions to the payroll
without a full financial review.”
Councillor-at-Large Carey McDonald
asked if there was already
a hiring freeze in place in
the city, addressing the question
to Special Assistant to the Mayor
Maria Luise, who was in the audience
at the meeting. “I wouldn’t
call it a hiring freeze, but a hiring
pause,” said Luise. “We take every
open post, evaluate and assess it
then decide if it should be filled,
restructured or reformatted.”
She said that since it was a resolve
and not an “order” then it
was not viewed as “adversarial.”
The Mayor’s Special Assistant did
say it was preferred if the boards
and commission appointments
were not included in the resolve
for efficiency and order considerations.
“I
do think it’s meaningful that
the Council makes a statement
supporting the administration
in this hiring pause,” Councillor
McDonald said.
Ward 7 Councillor Chris Simonelli,
attending the meeting remotely,
said he also supported
the resolution. “I think that everybody
— unless you been living
under a rock lately — is concerned
about the Prop. 2 1/2
[override request] and where
we’re going to be in the next couple
of years. I think everybody got
a pretty good handle on it and
we’re all trying to do the best that
we can,” said Councillor Simonelli.
“When the paper was put on
the agenda, my first conversation
was with our HR [Human Resources]
Director and found out
there was a [hiring] ‘pause’ going
on,” said Ward 4 Councillor
Ryan O’Malley. “There was only
one position open in the city [as
of last week] and it is apparent
they are approaching this situation
with good balance.”
“Thank you, Councillor Sica, for
starting this conversation at the
Council level, and I appreciate
that our HR Dept. and administration
has been working on this
behind the scenes,” said Councillor
O’Malley, who formally seconded
the motion to accept the
resolve, and asked to be added
as a cosponsor with Councillor
Sica, which was forwarded with
a motion by Ward 6 Councillor
Stephen Winslow.
Councillor Winslow included
an amendment, which would
sever the reference to boards and
commissions. A “friendly amendment”
by Councillor McDonald
was accepted by Councillor
Winslow to add the word “discretionary”
before hiring freeze. The
two Councillors’ amendments,
offered by Councillors Winslow
and McDonald and seconded
by Councillor O’Malley, read: Resolve:
That it is the sense of the
Malden City Council that the City
of Malden impose an immediate,
discretionary hiring freeze on all
new, vacant, or soon-to-be vacant
positions across all City of
Malden departments.
The resolve was formally motioned
by Councillor Sica and
seconded by Councillor O’Malley.
It passed unanimously, with
an 11-0 vote. Voting in favor
were Councillors Peg Crowe
(Ward 1), Paul Condon (Ward 2),
Ryan O’Malley (Ward 4), Ari Taylor
(Ward 5), Stephen Winslow

Malden High seniors eligible for over $300,000 in Adams
Scholarships for high performance in MCAS testing results
MHS hosts breakfast to honor nearly 100 recipients who are eligible for free tuition at Mass. colleges & universities

T
his was an honor worth waiting
for and Malden High
School’s administration was there
to host the festivities for some of
its top students. Nearly 100 members
of the MHS Class of 2026
were the guests of honor at a celebratory
breakfast held at the
school Wednesday morning to
honor the recently announced recipients
of the 2025-26 John and
Abigail Adams Scholarships. Earning
eligibility of between $2,800
and $3,500 per full college year
of scholarship assistance, Malden
High students have become eligible
for over $300,000 in potential
college tuition assistance.
“We are very proud of our newest
group of Adams Scholarship
awardees,” said Malden High
School 9th-year Principal Chris
Mastrangelo. “Through their academic
excellence, they have
earned this generous scholarship
which will assist them and their
families when they are trying to
pay college expenses should they
attend a state school.”
The Adams Scholarship is provided
by the Office of Student

40 Years and Opens New Malden Headquarters
T
he Chinese Culture Connection
(CCC) marked a milestone weekend
with a ribbon-cutting ceremony,
opening reception, and community
Open House at its new location, 75
Pleasant Street, Suite 403. The celebrations
honored 40 years of service, 25
years in Malden, and the start of a new
chapter focused on community connection
and expanded programming.
The ribbon cutting on Friday November
21included Mayor Gary Christenson,
Malden Chamber of Commerce
representatives, and CCC Board
members. That evening, more than
thirty guests enjoyed the opening reception
and a live guqin performance
by Shin Yi Yang. Executive Director Mei
Hung said, “This new space represents
not only our past achievements but
the possibilities ahead. It gives us the
room to dream bigger, serve more
deeply, and welcome more people
into our community.”
CCC’s new headquarters offers
space for early literacy activities, cultural
workshops, Taichi classes, a Bilingual
Family Library, and the weekly Malden
Resident Meetup, fostering dialogue
among newcomers and long-time
residents. Sunday’s Open House welcomed
more than 80 guests, who enjoyed
children’s rhyming time, crafts,
Chinese games, and cultural demonstrations.
Attendees also shared ideas
for future programming, which CCC
is reviewing.

Malden City Council supports local ‘Zonta Says No’ 16 Days of Activism
Silent Witness Display at City Hall gives a voice to victims of domestic violence in Mass.

R
inging the center of the
community forum space
where much of Malden’s future
is melded are a collection of stories.
These are tough stories to
absorb, as they depict the lives
of women who were victims of
domestic violence. Each story
represents a real person whose
life was lost, with their story exhibited
to provide a personal
reminder of the reality and
tragic consequence of domestic
violence.
Zonta Club of Malden has
been curating the Silent Witness
Display around the outside
perimeter of the Malden
City Council Chamber for
a number of years and once
again has embraced the task.
The Silent Witness exhibit is
part of Zonta of Malden’s participating
in the annual “16 Days
of Activism,” an annual global
campaign that takes place
from Tuesday, November 25, to
Wednesday, December 10. November
25 is “International Day
for the Elimination of Violence
Against Women,” and December
10 is “Human Rights Day”.

City Council meeting, Zonta of

the members and enlisted their
support of the local version of
16 Days of Activism Against
Domestic Violence. The exhibit’s
aim is to raise public awareness,
advocate for change, and
encourage action to end domestic
violence. “Each one of
the silhouettes featured represents
an individual whose life
was lost to domestic violence,”
Zonta’s Luise explained. “They
are called ‘Silent Witnesses’ because
they can no longer speak
for themselves and we speak
for them by telling their story.”
A ceremony hosted by Zonta
of Malden will be held on
Wednesday, December 10, in
the City Hall lobby (at 6:30 p.m.)
where the victims of domestic
violence in Massachusetts
in the past year will be recognized.
According to reports,
there have been 22 domestic
violence deaths in Massachusetts
in 2025, and according
to national statistics 34% of all
women experience some level
of domestic violence in their
lifetimes.
“We would like all of you to
join as allies against domestic
violence and to consider joining
us on December 10,” Zonta’s
Luise said.
She said that during the 16
Days of Activism Zonta members
visit the Malden Police
Station, Malden Fire Station
and the Malden Public Library,
where they spread the word of
taking action against domestic
violence and display the banner
and slogan “Zonta Says No”.
“We invite you to join us in the
fight!” Luise said.
Ward 6 Councillor Stephen
Winslow said his own family
has been affected by domestic
violence and that “I appreciate
Zonta bringing this issue in
the forefront.”
“Before we had resources to
address this issue, municipalities
referred to domestic violence
as ‘just a family issue,’”
Councillor Winslow said. “It’s
something that has changed
through the years and made a
tremendous difference for a lot
of families.”
“Domestic violence continues
and it’s important we remember
every year,” Winslow
added.
Ward 5 Councillor Ari Taylor
said she “is a proud Zontian”
and “thankful so many have
signed on as allies against domestic
violence.”
Luise appeared at the November
25 meeting along with
other Zonta of Malden members,
including Kathleen Manning
Hall and Jennifer Spadafora,
who is Malden School
Committee Vice Chairperson.
She also noted that the 16
Days of Activism project is being
led by Zonta of Malden’s
Sharyn Rose-Zeiberg, who is
also School Committee member
(Ward 8).

ake no mistake about it.
When Malden High and
Medford High ripped it up on
Thanksgiving morning in Game
#138 of the ancient football
series, it was most definitely
“for keeps.” But at midday on
Monday, November 24, before
the big game, the two football
teams, senior players and cheerleaders,
along with the Golden
Tornado and Mustang coaches,
broke bread together at the
Annual Malden-Medford Senior
Football Luncheon. The event
was hosted by Medford Public
Schools at the Malden Moose
Hall on Broadway in Malden.
So how important do both
cities and the two schools view
this game? Just witness the fact
that both communities’ Mayors
— Malden’s Gary Christenson
and Medford’s Breanna Lungo-Koehn
— were at the luncheon,
as were the Superintendents
of Schools: Dr. Timothy
Sippel of Malden and Medford’s
Dr. Suzanne B. Galusi. Included

in love with Medford football

game my dad brought me to
watch when I was eight years
old. I wanted to play for Medford
and beat Malden, too!”
“This game has so much history
and so much meaning to
these two communities,” Murphy
told those gathered on Monday.
“I have been in attendance for
the past 32 consecutive Thanksgiving
Day games between
Medford and Malden, and I intend
on keeping that streak going
no matter what.”
“Before I got married, I told
my wife-to-be, ‘One of things we
will never be able to do is host
Thanksgiving Dinner,” Murphy
said with a smile, “because I will

“I’ve been involved with high
school sports all my life as a player,
coach, educator and now a
principal and I must say it has
been a pleasure for the many
years I have been at Malden High
School to be a part of Malden
versus Medford on Thanksgiving
every year,” Mastrangelo said.
He recalled the exciting Thanksgiving
Game played three years
ago at Fenway Park. “We will never
forget the excitement and joy that
was created by the two teams that
night. What a thrill when Kevin Exilhomme
from Malden, the brother
of our head coach, ran back the
opening kick for a touchdown.
Then, the Medford kid [Stevens
Exateur] does the same thing to
start the second half!”
“I can say it out loud now, if not
that night, but good for him! I
was happy to see that, regardless
of the score, in the true spirit
of the competition that night
and in that venue at Fenway,” the

brings out the best of a lot of
things, including a full muster of
the “I Heard...’ Army, who trade all
kind of tall tales, gossip and scuttlebutt
all day, every day whether
it’s true, untrue or somewhere
in between! Here it goes:
I HEARD THAT...
Not only does Malden High
School sophomore star Jayden
McGuffie own the new single-season
rushing (2,006 yards)
and scoring (27 TDs, 196 points)
records for the Golden Tornareer)
and the winningest Malden
pitcher in school history,
lefty Joe Souza (20-8, 188 strikeouts
for his career). Both were
seniors that year.
... When Saugus High holds
its next Sachem Hall of Fame
banquet, in 2026, one of the
top names that should be mentioned

Every great story seems to
have a humble beginning, an
intriguing “middle” and a fantastic
finish. Toss out the understated
start, but leave the rest
when you want to know the
tale of Malden’s foray into Medford
on Thanksgiving morning.
On a day featuring pitch-perfect
weather for football, Malden
got the best opening play
you could ask for in any game
— a touchdown!
On Malden’s very first play of
the game, sophomore captain
McGuffie lined up in the “Wildcat”
single-back formation at the
Tornado 34-yard line, took the
first snap, busted out around left
end and never looked back. Sixty-six
yards and just 20 seconds
into the game, later, the Bryant
Street Bomber was in the end
zone and his team led, 6-0. He
scored on the 2-point conversion
play as well for an 8-0 lead
for the visitors just 25 seconds
into the game.
Medford would rally back to
tie the game at 8-8 in the second
quarter on a three-yard run
by Demi Georges — capping
a 10-play, 60-yard drive, for an
8-8 halftime tie. In between the
touchdowns was a lot of rivalry
ruckus, with both teams showing
they had come to play, and play
for keeps. McGuffie was elusive
at times, but the Mustangs were
able to keep him in check on other
occasions. Both teams were
going “all in” all the time in this
game, with Malden Head Coach
Witche Exilhomme for the visitors
and Medford football boss
John Curley for the Mustangs.
air attack, senior Tornado QB
and captain Billy Gavin were far
more efficient — and economical.
Gavin completed seven of
10 pass attempts for 91 yards,
hitting four different receivers:
two to sophomore receiver Nathan
Schonton and one each to
McGuffie and senior tight end/
fullback Colin Okoth. For Okoth,
a 6-3, 260 senior playing his first
year of any type of football, it was
the first and only pass reception
of his career.

run. Medford stopped it for
a gain of 2, short by a couple of
yards. Getting the ball back on
downs as the quarter turned
into the second, Medford was in
great shape with a 1st down and
10 from the Malden 37-yard line.
Not for long.
On first down, Medford QB
Travers Moodie dropped back
to pass and spotted an open receiver
on the left side, as it would
do all day; however, the Malden
defense answered the call to silence
the Mustang passing attack.

arrived at its target. After the ball
squirted in the air, junior cornerback
Dante Bell leaped and corralled
the loose ball for his first
career interception, a huge play
at the time, to shut down another
Medford drive.
The Mustangs kept coming
hard, making a Malden offensive
drive stall and die on the
Mustang 22-yard line when the
Tornados lost a fumble. Medford
proceeded to go “All-Demi”
the rest of the half, launching a
12-play, 73-yard drive that featured
9 carries by Georges for all
of those 73 yards gained, the last
3 yards being a Mustang touchdown
with less than 2 minutes to
play in the half. Georges‚ a diminutive
5-5, 130 pounder, plays the
game like he was a Hummer SUV,
running past and, at times, over
and through Malden defenders.
He added up nearly 200 yards on
the ground himself all told, some
179 yards on 23 carries.
Deadlocked at 8-8 and with
Malden’s McGuffie having a relatively
quiet second quarter, with
just 22 yards on 6 carries, Medford
might have thought it could
grab some quick momentum
and perhaps, even the lead. But
to that, Malden said, “Not today,
Mustangs!” In the second half, it
was all Malden for the rest of the
game, as all the key plays and all
roads led back to McGuffie, who
was a revelation once again for
the final two quarters.

passing attack by themselves.
Charles played shutdown defense
all game on several different
intended target receivers.
For the game, Medford
completed just 2 passes for 21
yards, going 2-for-15 on the
morning in the air.
On the Malden side of the

by Bell and Charles, and
Malden got the ball back on
downs with 1:08 to play. Malden
ran out the clock and then
erupted into jubilation for the
well-earned Thanksgiving Day
win — snapping the Mustangs’
two-year streak.

Guffie, this time an 87-yard
streak up the right sideline —
in front of the Medford bench
— for a 14-8 lead. Then it was
more Malden defense to help
seal the deal. The defensive
secondary duo of junior Dante
Bell, who recorded an interception
and two pass deflections
were to senior captain and split
end Manny Perez. There was no
catch bigger than the 49-yard
bomb he caught falling forward
to the Medford 8-yard line from
Gavin on the left side of the field
with 4:59 left to play. That catch
set up a first-and-goal for Malden,
and three plays later McGuffie
was back in the end zone for
the third time, and Malden led
20-8 with just over four minutes
left on the game clock.
Medford did not lie down, returning
the kick back past midfield
to the Malden 46-yard line.

onsider this a Thanksgiving
“Given” while chomping
on that leftover turkey leg, Malden
football fans. On Thanksgiving
Day, in probably every game
Malden has in the ancient series
dating back to the Roaring
Twenties and most likely before
the turn of the OTHER century in
1900, it happens. The “it” in this
case is the rapid rise in the population
of unexpected heroes
wearing the Malden High Blue
and Gold, during the game that
matters the most.
Seventy-times Malden’s won
in this 138-game battle, and
we bet you dollars to cranberry
sauce that a Golden Tornado
that may have never been expected
has stepped to the fore
and made himself that guy Dick
Vitale calls a “Prime Time Performer.”

RADON MEASUREMENT PROFESSIONALS AND
LEAD-BASED PAINT INSPECTORS/RISK ASSESSORS
2024 MALDEN HEALTHY HOMES PRODUCTION PROGRAM
The City of Malden, Office of Strategic Planning and Community Development (OSPCD)
is seeking proposals from certified radon measurement professionals and licensed
lead-based paint inspectors/risk assessors. Malden received a Healthy Homes Production
(HHP) grant from the U.S. Department of Housing and Urban Development (HUD). This
program will fund healthy homes repairs in 95 low- and moderate-income dwelling units
over a 42-month period.
The Request for Proposals (RFP) includes radon testing, lead-based paint inspections, risk
assessments, soil sampling, dust wipe sampling, and clearance inspections. Radon testing
will be performed in every unit that receives HHP funds. The objective of lead inspections/
risk assessments and clearance inspections will be compliance with HUD’s Lead-Safe
Housing Rule (24 CFR Part 35).
Bidders must be licensed, insured, and have experience performing radon and lead paint
inspections. All work must comply with Federal and state radon/lead regulations.

for most of the season. Before

Malden two weeks ago, Charles
and Bell had not started any

skies, sunny and very little wind,
even for usually always breezy

and tough weather day. Also
forgettable — for Malden, anyway
— was the way “One Man Gang”

The following is a true and
real statistic between the two
linebackers, Ventura (#56) and
Sewell (#45): That pair made
probably 75 percent of ALL the
tackles in the game, both in the
teens for sure. As for Bell (#17),
Bell, who made a collection of
big plays on the day when all
the season’s football bills come
due. His interception (off a deflection
by the freshman Sewell)
was a thing of beauty as he deftly
plucked the fluttering pick out of
thin air and returned it 11 yards.
“I never had a chance at that
ball unless Arthur [Sewell]
knocked it loose. He [Sewell]
made a great play and I just kept
it going,” a humble Bell, who
was eager to credit his team“We
had to basically remake
out entire defensive backfield
for various reasons late in the
season and those guys stepped
up bigtime,” Malden Head Coach
Witche Exilhomme said. “Those
guys work hard, watch film, are
very coachable and want to win.

Frederick W. “Fred”
Pinkham, Jr.
Of Malden,
passed away
peacefully on
November
30th. He was
the beloved
husband of
Barbara J. (Willette) Pinkham,
with whom he shared an extraordinary
73 years of marriage.
Fred was the devoted father of
Frederick Pinkham and his wife
Karen of North Reading, William
Pinkham and his wife Melany of
Litchfield, NH, Kevin Pinkham
and his late wife Dorothy of Lynn,
Robert Pinkham of Revere, David
Pinkham and his wife Susan of
Malden, and Gary Pinkham and
his wife Lisa of Reading. He was
the loving grandfather of Brian,
Eric, Mark, Michelle, Melissa, Matthew,
DJ, Nicole, Brooke, Kevin
Jr, Sean, Holly, Olivia, and Sarah,
each of whom brought him
great pride and joy. Fred was also
the cherished great-grandfather
of Nicholas, Cameron, Jackson,
Alex, Jack, Dean, Ava, Renzi, and
Samantha, a growing family who
lit up his later years with laughter
and love.
Fred dedicated 39 years of
his life to the MBTA, where he
served in many roles and ultimately
retired as a District Supervisor.
He was a respected colleague,
known for his work ethic,
reliability, and steady leadership.
In retirement, Fred and Barbara
embraced adventure. Their travels
took them to Ireland, Italy, on
cruises through the Panama Canal,
and on annual trips to New
Hampshire with dear friends and
fellow retirees. These journeys
created cherished memories
that he recounted often.
Fred never forgot a birthday
and never missed an opportunity
to remind his family
how much they meant to him.
He took immense pride in the
family he and Barbara built—
six sons, seven grandsons, seven
granddaughters, and nine
great-grandchildren—a legacy
of love that continues to grow.
Even into his 90s, Fred maintained
close, lifelong friendships,
speaking with his friends
regularly and cherishing the
bonds that had supported him
throughout his life.
He is survived by his sister Shirley
Schiavi of Wilbraham and was
predeceased by his parents, Fred

MA, he
was the son of Robert and Mary
(Starble) Dooley. Bob graduated
from Everett High School
and earned degrees from Wentworth
Institute of Technology
and Northeastern University.
Robert had a long and highly fulfilling
career as a Sales Forecaster
at Digital Equipment Corporation
(DEC). His deep dedication
to his work led to frequent international
travel and the formation
of lifelong friendships with colleagues
around the globe.
Known for his gentle spirit
and generous nature, Bob was
a kind and thoughtful man who
was always there for his family
and friends. He was beloved
for his storytelling ability, able
to strike up a conversation anywhere
and always ready with
a tale for every occasion. Many
of his fondest stories originated
from his youth growing up
"down the Lynde," a special
place where he was surrounded
by extended family and lifelong
friends.
He was preceded in death by
his beloved wife, Marion Edna
Dooley. Bob was the loving father
of Robert Dooley and his
wife Bonnie of Saugus, Christine
Nesbit of Beverly, Steve Dooley
and his wife Amy of Middleton.
Known lovingly as Papa to his
grandchildren: Michayla, Robert,
Lola, and Emma. Bob also leaves
behind many other cherished
family members and friends.
Visitation was held for Robert
on Thursday, December 4th at
the Weir-MacCuish Golden Rule
Funeral Home, Malden. A Mass
followed at St. Joseph’s Church in
Malden. Interment at Holy Cross
Cemetery in Malden. In lieu of

E
very Will requires a residuary
clause in order to dispose
of property not otherwise bequeathed
or devised. Property
for which a bequest or devise
has failed or lapsed or that
has been disclaimed without
alternative provisions will pass
under the residuary clause. In
the absence of a residuary provision,
your property will pass
under the laws of the intestacy
statute. If the residue goes to
two or more persons, however,
and one of the residuary gift
fails as a result of one of those
persons dying before you, the
other residuary beneficiaries
will receive the “failed” gift proportionately.
The
Massachusetts intestacy
statutes are found in Mass General
Laws, Chapter 190B, Article
II, Section 2-101. This is the
Massachusetts Uniform Probate
Code. These statutes govern
the decent and distribution of
your estate when you die without
a Will.
Testators (people who die
with a Will) often have a clear
idea as to the individuals or organizations
to whom they want
to leave their estate to. Often,
however, they have not considered
who should take the estate
if the primary beneficiaries predecease
them, or, in the case of
a charitable beneficiary, if it is
not in existence at the time of
his or her death.
It is always important to consider
contingent beneficiaries,
even where the primary beneficiaries
are individuals who are
much younger than you.
A typical residuary clause in a
Will might read as follows: I give,
devise and bequeath all my residuary
property to my spouse,
if he or she should survive me.
If my spouse is not living at the
time of my death, I give, devise
and bequeath said residuary
property to my children who
survive me, in equal shares, the
issue of any deceased child to
take their parent’s share by right
of representation.
This provision will pick up all
of the Testator’s assets that have
not already been bequeathed
or devised pursuant to other
provisions in the Will. It also
provides for distribution to the
children in the event the Testator’s
spouse predeceases him
or her. It further provides a safeguard
by providing that the distribution
will follow the blood
line in that property will be distributed
to children of the Testator’s
deceased children (Testator’s
grandchildren) in equal
shares. The phrase “by right of
representation” in simple terms
means that the distribution will
follow the bloodline. Children
of the Testator’s deceased child
will take the share that his or
her parent would have taken
had his or her parent not predeceased
the Testator. This is
also commonly known as a “per
stirpes” distribution.
The Testator can also provide
for a “pour over” provision in his
or her Will if, for example, his or
her spouse were to predecease
him or her, leaving the residue
of his or her estate to a living
Trust. The Massachusetts Uniform
Trust Code requires that
the Trust be in existence prior
to or executed simultaneous
with the Will.
It is advisable to provide a
clause in the Will that states that
the Testator’s issue (children/
grandchildren) have intentionally
not been provided for in the
event the Testator leaves his entire
estate to a living Trust. Mass
General Laws, Chapter 191, Section
20.
When executing a Will, always
make sure it contains a residuary
clause with clear language
as to who will take your assets
that have not been otherwise
bequeathed or devised pursuant
to other provisions contained
in the Will. Contingent
beneficiaries are a must. Otherwise,
the laws of the intestacy
statute will govern the descent
and distribution of your estate.

Malden High School Sports Hall
of Fame Banquet last Saturday
night. What a night we had —
Dana filling in the blanks on every
single person in the hall (and
beyond). More on the banquet

As Peter Falk’s iconic TV character
Columbo would say, “Just
one more thing, sir” — in case
you’ve been in a coma for the
past month or so, Billy Settemio
passed away recently at age 68
years young. The number 68 is
meaningless when it came to Billy
because he was ageless. Billy
was one of those rare souls who
stayed young at heart his whole
life (with that still great moss).
To many Maldonians, he wasn’t
just Billy Settemio — he was affectionally
called “Uncle Billy,” the
human spark plug from Wellington
Street who could turn a quiet
room into a celebration just
by walking through the door
and, more often than not, buying
a round for the house (true
story cuz I been on the receiving
end many times!) LOL. Billy
had that rare gift: the steady
hand you could lean on and the
warm smile that told you he remembered
not just your face,
but your story (at times it may
have seemed he wasn’t listening,
but he was — insert smiley face).
In recent years, Billy and the
love of his life Michele carved out
a second life under the Naples
sun. And in classic Billy Settemio
fashion, it didn’t take long before
their quiet getaway turned into
another bustling circle of goombahs!
Malden expats and strangers
alike quickly became family,
as they always seemed to be
around him and his outsized personality.
Community didn’t happen
to Billy; he created it wherever
he went. That ain’t no bull
sugar either!
But for all the friendships,
laughs, and late-night (tall) tales
(and otherwise), Billy’s heart always
beat the loudest for one
thing: family. His brother Dommy,
Michele, his children, his
grandchildren. Each one was a
planet in the small but mighty
universe he tended to with pride.
Many called him “Uncle Billy,”
sure, but the title that made him
stand a little taller, smile a little
wider, was the one whispered by
the smallest hands: “Papa.” Boy
oh boy, did he love his grandchildren!!
Billy
Settemio lived his life exactly
the way Maldonians hope
their own stories will be told
someday: with unwavering loyalty
to his many, many friends, a
smile that could thaw the coldest
night on the IACC bocce court
and a love huge enough to fill every
room long after he left it (no
matter how big the room/hall
was!). No fake news here!

What Are the Early Signs of Parkinson’s Disease?

What are the early signs of Parkinson’s disease?
My husband was recently diagnosed after noticing a
slight thumb tremor but we’re wondering if we missed
any other early warning signs.

Dear Curious,
Recognizing the early signs of Parkinson’s disease
is challenging because the symptoms are often
subtle and/or similar to those in other health
conditions, which means they can easily be overlooked,
dismissed or misdiagnosed.
Parkinson’s disease, which afflicts around 1 million
Americans, is a degenerative disorder that occurs
when the brain’s dopamine-producing neurons
die or become impaired. This happens in the
part of the brain that controls movement, which
can cause tremors, stiffness, and difficulty with
walking, balance, and coordination.
The symptoms usually begin gradually and get
worse over time, and the progression of symptoms
is often different from one person to another.
Some people with Parkinson’s become severely
disabled, while others may experience only minor
motor disruptions.
While the cause of Parkinson’s disease is unknown,
scientists believe genetics and environmental
factors (exposure to certain toxins) play a
key role. Most people with Parkinson’s first develop
the disease around age 60 or older, and men are
more likely to develop it than are women.
Early Warning Signs
Parkinson’s disease is difficult to diagnose because
there’s no definitive test to confirm it. Doctors,
usually neurologists, will do an examination
and evaluate a combination of warning signs, but
symptoms can vary greatly by patient which often
leads to confusion and misdiagnosis. That said, here
are some of the key signs and symptoms everyone
should be aware of.
Restless sleeping: Talking in your sleep, sleepwalking
and/or acting out your dreams by kicking
or jerking. This is a REM sleep behavior disorder
and one of the strongest and earliest pre-diagnostic
symptoms of Parkinson’s disease.

This early symptom occurs in around 70 to 90 percent
of Parkinson’s patients.
Constipation: Problems with digestion and bowel
movements are a big problem for people with
Parkinson’s, and an early sign that can occur up to
20 years before this disease is diagnosed.
Changes in handwriting: Writing may become
harder to do, and your handwriting may appear
much smaller than it has in the past.
Soft voice: According to the Parkinson’s Foundation,
89 percent of people with Parkinson’s will have
speech and voice disorders, which often shows up
first in volume of the voice, meaning that you may
speak more softly.
Tremors: Slight shaking or tremor in your finger,
thumb, hand or chin. The tremor usually happens
at rest, and when you move the extremity, it may
disappear. This is the most common and recognizable
outward sign of Parkinson’s disease, but by the
time tremors start, the brain has already lost more
than half of its dopamine-producing cells.
Slowed movement: Over time, Parkinson’s disease
can slow movements, making simple tasks difficult
and time-consuming. Your steps may become
shorter when you walk. It may be difficult to get out
of a chair. You may drag your feet as you try to walk.
Masked Face: The muscles in the face experience
the same gradual stiffening as in the rest of
the body, which results in lack of smiling and facial
expressions.
Impaired posture and balance: Stooping, leaning
or slouching when you stand, and/or balance
problems can all be an early sign of Parkinson’s.
Having these symptoms doesn’t necessarily
mean that a person has Parkinson’s disease. But if
you are experiencing any of them, and you’re over
age 60, you should consider talking with your doctor,
who may order a DaT scan or Syn-One (Skin Biopsy)
Test to help diagnose it. Early detection leads
to earlier treatment, which can improve a person’s
overall quality of life.

The City of Malden invites bids for the Wicked Cool Mystic Improvements Project located at Tartikoff
Park, 84 Willow Street, Malden, MA. The project includes installation of a new shade pergola/trellis
and bench along the Willow Street sidewalk; improvements to the existing skatepark fence including
the addition of shade fabric; new perimeter plantings and associated landscape enhancements.
Contract Documents will be available by email request at purchasing@cityofmalden.org beginning
after 12:00 P.M. on Monday, December 1, 2025.
Sealed bids must be clearly labeled with the project name and submitted on forms supplied by the
City. Bids shall be signed by the bidder and accompanied by a bid deposit equal to not less than five
percent (5%) of the total bid value estimated at $78,000. Bids shall be filed with the City of Malden
before 12:00 P.M. on Monday, January 5, 2025. Late bids will be rejected.
All bids for this project are subject to all applicable provisions of Massachusetts General Laws and

At this November 25 Council
meeting, Councillor Colón Hayes
did respond to the allegation: “I
am not going to get into the details,
but I definitely would like
this referred to our City Solicitor’s
office.
“The law is the law, as was just
read. I do not believe at all that I
went over a quorum,” Councillor
Colón Hayes added, “and you’ll
find that when we actually go
through an investigation. I’m really
looking forward to doing
that and referring it out to the
City Solicitor’s office so we can
get a resolution to this.”
Councillor McDonald made
the motion to refer the allegation
to the office of Malden City
Solicitor Alicia McNeil and got
support from other Councillors.
“These are serious accusations,
but there is due process,”
said Ward 7’s Simonelli. “I don’t
like to see people in trouble or
to get people in trouble, but it
behooves all of us to move with
caution here.”
“I’ve never seen anything like
this in 14 years on the City Council,
but I’m no attorney,” Councillor
Simonelli added. “But we
have to use the City Solicitor here
and would be best to not deliberate
here, before I start putting
my big foot in my big mouth.”
Ward 1’s Crowe said she also
backed sending it to the city’s
legal team. “We are bringing in
[discussion about] another person
[former Councillor Donahue]
so we should not be deliberating
here. It is someone from outside
our own body.”
Councillor Sica, midway
through the debate, wondered
aloud why there appeared to be
so little discussion on the details
of the case. “All of sudden now
we are all tongue-tied? Sending
this to the City Solicitor now?
That’s usually the last thing we
do. If we were [in executive session]
we would be having a more
robust discussion.”
“This has nothing to do with
Jeff Donahue. It’s an Open Meeting
Law violated. I have voicemails
and proof that [Councillor
Colón Hayes] violated,” Councillor
Sica added. “It will be weeks before
we hear about it again. If we
were in the backroom, we’d be
talking about what happened.
I don’t want to wait two weeks.”
Councillor McDonald then
called the question for a vote,
saying, “I don’t think it appropriate
[to continue discussion].
Councillor Sica, if you have the
receipts, it should be sent to the
legal department.”
“We spend a lot of time on our
own Open Meeting Law violations,
gang,” Councillor McDonald
added. “It’s kind of bananas.”
