The reports of abuse date back decades and include brothers who were assigned to St. John’s Prep in Danvers, St. John’s High in Shrewsbury, Xaverian Brothers High in Westwood and Malden Catholic. According to Xaverian Brothers, allegations of abuse are reviewed by a panel of professionals in psychology, law enforcement, cannon law and human resources. A General Superior makes the final decision on credibility of abuse accusations. “We view this disclosure as part of our commitment now to preventing abuse and hope that it may assist survivors of abuse in their healing. We also hope that our release of names will contribute to the process of restoring trust in Church leadership,” explained the order on its website. According to documents listing the brothers involved, Francis Jerome (William M. Burns), who was assigned to Malden Catholic from 1935 to 1938 and again from 1968 to 1974, is suspected of abuse that spanned over a period from the 1950s to the 1970s. Allegations against him were first reported in 2003, and include at least one Malden Catholic student. Jerome died in 1974. Brother Ronald (John J. Donovan) was assigned to Malden Catholic from 1972 to 1974. Allegations of abuse believed to have taken place during the 1960s were first reported in 1993 in New York City. Donovan died in 2000. Allegations of abuse were also reported against Brother Wenceslaus (Leo Gillis), who was at Malden Catholic from 1987 to 2004. While the order recognizes that the allegations against Gillis, which were reported in in Brooklyn in 2004, have a “reasonable possibility,” the Brothers also say a full investigation was not possible because of incomplete information. The Parking Review Committee has been making the rounds to different neighborhoods, explaining the program that has been in the works for the past year. Members repeatedly stressed the program is a work in progress and the committee’s goal at the meetings is to share information and gather input from residents. “We want to get feedback from the public to have the best possible program that’s not invasive to the way you park your vehicle,” Ward 2 Councillor Paul Condon told residents at a meeting at Salemwood School. Ron Hogan, director of the city’s Parking Department, has been leading the meetings, which include a slide presentation of the main elements of the program. The fourth slide, which features a huge “No” in the center, is Hogan’s favorite. It promises that the proposed program will have no costs for residents with passenger vehicles registered in Malden. And it will be easy. Residents who pay excise tax will receive a sticker with a permit number in the mail. The tentative start date for the program is next January. “For the majority of residents, resident parking will be a nonevent,” said Hogan. The proposal now on the table calls for resident-only parking on all city streets from 1 a.m. to 7 a.m., Monday through Friday. There are no restrictions on weekends and holidays. Streets around the MBTA will also be restricted to residents from 7 a.m. to 7 p.m. on weekdays. The zones, or residential parking restrictions, now in place will be eliminated. “As much as we can we want to make sure our streets are left for our residents and their visitors,” said Hogan. Visitor passes were a major concern, and Hogan explained that the committee had spent a lot of time developing a virtual visitor pass system. Committee members learned from other cities and towns that one of the biggest complaints from residents was having to go to city hall and pay a fee for a visitor parking pass. In Malden, residents will be able to either call the parking department or head online to the department’s website with their sticker number, the license plate numbers of their guests and the dates a guest vehicle will be parked in Malden. Once that information is entered or phoned in, the visitor parking pass is valid. Hogan said residents will receive an email confirmation that they can print and place on a visitor’s vehicle, but it isn’t necessary. “We think this is unique and better than what’s in surrounding cities and towns,” said Hogan. A Boston Street couple who were at the parking presentation at Ferryway this week said their neighborhood, which already has resident-only parking around the clock, would be losing some parking protection under the new plan. They worried that cars from Everett could legally fill up their street until 1 a.m. And they didn’t like the prospect of heading out in the early mornDCR to begin work on Fells/ Highland Ave. intersection By Barbara Taormina A fter years of meetings, studies, presentations and debates, work is finally scheduled to begin on safety improvements at the intersection of Fellsway East and Highland Avenue. Long considered one of the most dangerous intersections in the state, and certainly the most dangerous in Malden, the intersection will undergo a major overhaul that includes removing the central traffic island, installing four-way traffic signals, shortening crosswalks and constructing sidewalks and bicycle corridors and repaving. The Fellsway is state road and responsibility for maintenance and improvements falls to the Department of Conservation and Recreation. After studying the intersection, DCR proposed a short-term fix that included bike lanes and reduced traffic lanes that was estimated to cost between $50,000 and $100,000. But nobody in Malden, and particularly residents of Ward 3 who cross the intersection every day, felt the short-term solution solved the safety problems. And many who looked at the short-term proposal cringed at the potential of long, slow lines of traffic moving through reduced lanes. City leaders and state reps continued to negotiate with DCR, emphasizing the fact that much of the traffic that channels through the intersection isn’t from Malden. The agency ultimately agreed to the longterm safety improvements that also incorporate feedback from residents. The new intersection is expected to cost about $1 million. DCR has agreed to cover twothirds of the cost of the project. Malden initially intended to cover its share of about $330,000 with mitigation money, funds the city collects from developers for improvements to ease the impact of new residential housing projects. City councillors supported that plan and suggested looking at Chapter 90 state funding for transportation and infrastructure to pay for the city’s share of the project. Several residents wondered why the committee didn’t go further and propose resident-parking-only 24 hours a day throughout the city. “We felt that daytime restrictions would interfere with people living their lives,” said Hogan. The Parking Review Committee plans to review and discuss concerns raised by residents and to continue ironing out some of the unresolved details of the plan. MAPC’s recommending Malden develop 4,000 to 6,000 units of additional housing. This is even before the current downtown housing developments are complete. Such a dramatic increase in housing units would change the heart and soul of the city. This is not an approach I support. I agree there is a housing issue in the state. Governor Baker has stated he wants to add 135,000 housing units. However, I do not agree with using Malden to jump start significant housing development for the overall region. This approach is not in the best interest of the city of Malden or Ward 3. MAPC acknowledged that they are not considering schools, traffic, infrastructure, transportation or any quality of life elements in making their recommendations. Whether you are a renter or homeowner, millennial or baby boomer, MBTA rider or drive/bike to work, we are all impacted by decisions that do not consider the downstream impacts to the community. An additional 4,000 to 6,000 housing units will add to our classroom sizes, add an exorbitant number of MBTA riders, vehicles, bikes and people to a city that is currently tackling these very quality of life issues. Insisting on a moratorium is not the solution. By doing so, we squander any opportunity to be smart about the development in Malden and in Ward 3. One opportunity we have is to support housing for impacted Malden residents. We can move forward on the community vision for a reasonably sized senior housing project at the Malden Hospital site. This addresses a pressing need, does not add to our classroom sizes, does not add to rush hour traffic and is an issue already noted in the MAPC report. As a candidate for the Ward 3 City Council, I support this community vision and can see the path to make it a reality. A reasonably sized senior housing development with interactive open space that ties back to Fellsmere Pond makes sense, is achievable and is what the residents of Malden would like to see. By 2035, 1 in 3 households will be headed by someone 65 or older. We can plan for our proud future by addressing this issue now. Much like we want to provide safe and affordable homes for our parents and grandparents, we can provide safe and affordable homes to seniors in our community. We can support the long-standing tradition of multi-generational housing. I am a data person. I delve into the numbers and I listen closely to what is said as well as what is not said. I was struck when the presenters from MAPC could not provide a straight answer to my simple question, “Does the analysis include all housing units including those not completed or unoccupied?” Some questions still need to be answered based on the MAPC recommendations: Is the revenue stream coming into the city able to grow enough to support essential services, infrastructure maintenance and upgrades? How many school age children will be housed in the additional units? How many MBTA riders, cyclists, motorists will be housed in these units? How will local business be impacted both positively and negatively? Are apartments the best way to grow our city when the result is that residents are selling their family homes? It would be best for Malden if we work on finding ways to keep our residents right here in 02148. These are the types of questions I will ask as the Ward 3 City Councillor. Recommendations that suggest changes to our city need to be challenged. I will politely and respectfully challenge and stand strong if the answer is not enough. MAPC was questioned about how many housing units other municipalities are being asked to develop. Here’s their answer, “We make similar recommendations to Winchester, but Winchester wants to stay leafy and green, so they decide to not build anymore…” If Winchester can politely say “thanks, but no thanks”, so can Malden! The many residents of Malden that I speak with daily would like to stay leafy and green. They would like to be able to ride the MBTA without an unmanageable crush of riders and not experience complete gridlock. They would like to see school class sizes that are optimal for teaching and learning. They would like to have a reasonable quality of life. Like our neighboring municipality Winchester, Malden needs leadership that will stand up to state agencies looking to solve regional problems on the backs of Malden residents. We need to insist on standing for what is right for all residents, not accept what is recommended to us. As a fierce community advocate, I have achieved measurable success to better our community. We can move forward with developing the Malden Hospital site to accommodate our senior’s housing needs, create interactive open space, look to ways to support smart growth and continue to make Malden a great place to live for everyone. I’m 65, and live primarily on my Social Security, and am having a hard time paying my Medicare out-of-pocket costs. Need Some Help Dear Need, There are several financial assistance programs that can help lower-income Medicare beneficiaries who are having a difficult time paying their out-of-pocket health care costs. Here’s what’s available, along with the eligibility requirements and how to apply. Medicare Savings Programs Let’s start with a program that helps pay premiums and outof-pocket costs for Medicare Parts A and B. It’s called the Medicare Savings Program (MSP), and it has several different benefit levels for people based on their income and asset level. At its most generous the program will pay your Part A and B premiums and pretty much all your Medicare deductibles, coinsurance and copayments. At its least generous the program will pay just your Part B premium. To qualify for a MSP, the minimum standard set by Medicare, is an income under 135 percent of the federal poverty level, which at the moment works out to around $1,426 a month for individuals (or $1,923 for married couples). Everything counts towards income, including payouts from 401(k) plans, pensions, Social Security, and help from family members. Medicare also allows states to impose an asset test, which can be as little as $7,730 per individual ($11,600 for married couples), not counting your house or car but counting retirement savings and bank accounts. But some states have made their MSP programs a lot more generous, with much higher income limits and in some cases no asset tests at all. And the program may be called something else in your state. Medication Extra Help For help with Medicare (Part D) prescription drug plan costs, there is another completely separate program called Extra Help. To get it, you’ll need to apply through your local Social Security office. Depending on how low your income is, this program will pay part or all of your Part D prescription drug plan’s monthly premiums, annual deductibles and prescription co-payments. In 2019, individuals with a yearly income below $18,735 ($25,365 for a married couple), and assets under $14,390 ($28,720 for a married couple) can qualify for Extra Help. If you’re eligible to be in a Medicare Savings Program, you will automatically qualify for Extra Help. But because the requirements are slightly different, even if you don’t qualify for a Medicare Savings Program for Part B you might be able to get Extra Help for Part D.
