City Council approves $16.3 million for CIP projects

citation to Katy Rogers for her
ongoing work as an accomplished
photographer.
DiFlorio said Rogers has received
several other accolades
in the past. “It is by no accident
that Katy is getting all these
awards, her work is impeccable,”
she said.
City Council President Richard
Dell Isola lauded Rogers for
her diligence. “Katy is at more
events than any other reporter
or photographer in the city,”
he said.
The City Council is not scheduled
to meet during the months
of July and August; however,
the president reserves the right
to call a special meeting should

T
he City Council voted
unanimously, during its
June 24 meeting, to appropriate
$16.3 million to fund Everett’s
Capital Improvement Plan
(CIP) for fiscal year 2020.
During the City Council’s prior
meeting on June 10, Chief Financial
Officer Eric Demas recommended
purchasing two
BMW motorcycles for the Police
Department. Although the police
have used Harley-Davidson
motorcycles in the past, Demas
said, the BMW models are easier
to maintain and come with
better warranties. He said the
$50,000 needed for the purchase
would come out of the
CIP Stabilization Fund.
In addition, Demas had called
attention to the ongoing park
renovations, specifically Phase
II of Swan Street Park, which
could potentially have a dog
park.
Also on June 10, Gregory
St. Louis, executive director
of Public Works & Engineering,
said there are plans to install
“five or six” pipes under
Spring Street to reduce flooding
from the Island End River.
In addition, St. Louis said the
City Council already allocated
$650,000 to dredge the northern
canal; however, dredging
is also needed for the southern
canal.
Looking ahead, Demas said
he expects the city’s debt service
to be reduced by $5 million
by fiscal year 2021 and for
82 percent of the total debt to
be paid off within the next 10
years.
Regarding the recent launch
of Bluebikes, Ward 1 Councillor
Fred Capone asked to see
the terms of the contract with
the bike-share company. “We
were told we were going to be
involved and we were cut out
completely,” he said of the contract
negotiations.
Capone also expressed his
disappointment with Lime
Bikes and does not want another
blunder. “We were allowing
a vendor to use the sidewalks
without any compensation,”
he said, adding that the
city could have requested 10
percent of the money that residents
paid to Lime Bikes, and
“It was a big miss.”
In addition, Capone said the
new bike rack locations have
only compounded the city’s
parking problems. Therefore,
he asked that no more racks
be added until the City Council
can meet with the Mayor’s
Office and the Planning Department.
Councillor-at-Large
Michael
Marchese said the racks should
be located in the parks and
not in front of businesses. “The
businesses are getting killed,
they really are,” he said.
Ward 6 Councillor Michael
McLaughlin said he has had
reservations about Bluebikes
since they arrived in Everett.
“The rollout was a disaster, they
just dumped them,” he said. “I
don’t know who came up with
the idea to put them where
they put them – it doesn’t make
sense.”

however, Ward 5 Councillor
Rosa DiFlorio said there is too
much room for error.
“We don’t know what’s going
to be there, it’s too broad,”
she said. “It’s just not the right
place.”
Councillor-at-Large Wayne
Matewsky said he wants a recommendation
from the Zoning
Board of Appeals (ZBA) and the
Planning Board before making
his decision. “I don’t feel comfortable
voting on this,” he said.

already made up and that there
is no need to involve the ZBA

Sen. DiDomenico honors Chef Makredes
S
tate Senator Sal DiDomenico recently
joined Everett High School Teacher and
Chef Despina Makredes, as well as her family
and friends, for her surprise retirement party.
Makredes has devoted 27 years to the children
of Everett and has made a lasting impact
on her current and former students.
“She has not only shared her culinary expertise
with them, but she has been a mentor, mother
figure and confidante to countless students who
have come through her kitchen and classroom,”
said DiDomenico. “Chef Makredes has brought
the culinary department to new heights, and
many of her students have gone on to very successful
careers. Our kids have been fortunate to
have such a wonderful person in their lives, and
I wish her all the best in her well-deserved retirement
with her family and friends.”

Fallon said she expects to have
“20-25” students in this year’s
program, which will be facilitated
by two Everett teachers.
“The partnership between
MIT and NASA brings rigorous,
real-world problems into the
hands of young, diverse, underserved
populations,” she said.
According to Fallon and the
Zero Robotics website, students
will write computer programs
which will be transmitted to
the International Space Station
and used in satellites known as
Synchronized Position Hold Engage
and Reorient Experimental
Satellites (SPHERES). Students
will write programs for
things such as rotation, trajectory
and control speed. Although
the SPHERES will be monitored
in real time by a team of astronauts,
students will not be able
to directly control the SPHERES
while they are in operation.

has become problematic with
teachers leaving to escape a
“culture of fear.”
One resident said the allegations
of sexual harassment
against former Superintendent
Frederick Foresteire have
created a “damaged culture.”
“There’s a lot of people who
knew what was going on and
did nothing about it,” he said.
MASC Executive Director
Glenn Koocher asked by a
show of hands, if the new superintendent
should also be
a former teacher. Everyone
raised their hand, which surprised
Koocher. “I very rarely
see unanimity in the room,”
he said.
Koocher also reminded everyone
that after the new superintendent
is hired, that person
will be under the direct supervision
of the School Committee.
“There is a system of
accountability,” he said.

Everett middle school students to
compete in space robotics tournament

his summer, a group of
middle school students
will join six other organizations
from around the state to
compete in in the Zero Robotics
computer programming
competition.
The competition will be preT
ceded
by a five-week program
beginning on July 8 at Everett
High School. The group will
meet Monday through Thursday
until Aug. 9.
Jacqueline Fallon, the district’s
mathematics director,
described Zero Robotics as
an “amazing opportunity.” “To
win would be the cherry on
top of the entire experience,”
she said.
Fallon said the program is
available to English Language
Learners going into grades 6-8.
“Targeting the program to English
Learners means engaging
a subgroup not normally
seen entering STEM fields early
on in their educational experience,
hopefully encouraging
them to continue their studies
in these areas as they enter
high school and beyond,”
she said. “They need no prior
experience in computer science
as the curriculum begins
from scratch and is designed
for middle school students.”
Fallon said she expects to
have “20-25” students in this
year’s program, which will
be facilitated by two Everett
teachers.
“The partnership between
MIT and NASA brings rigorous,
real-world problems into
the hands of young, diverse,
underserved populations,”
she said.
According to Fallon and the
Zero Robotics website, students
will write computer programs
which will be transmitted
to the International Space
Station and used in satellites
known as Synchronized Position
Hold Engage and Reorient
Experimental Satellites
(SPHERES). Students will write
programs for things such as rotation,
trajectory and control
speed. Although the SPHERES
will be monitored in real time
by a team of astronauts, students
will not be able to directly
control the SPHERES while
they are in operation.

traveling exhibition that invites
participants to donate emotionally
charged objects and
tell their stories. This interactive
experience will premiere at Everett’s
Independence Day celebration
on July 6 from 5 p.m. to
9 p.m. at Glendale Park.
Curious Experience Design
Founder Daud Alzayer explained,
“Many people hold
onto possessions they no longer
want because of the emotional
memories these objects
carry. We created this experience
to offer people a meaningful
way to share their stories and
give them permission to let go.”
Attendees are invited to either
bring objects they wish to donate
or use provided art materials
to create a representation
of the item. Curious Experience

audio recordings of the corresponding

Resilient Mystic Collaborative secures $1.1m in regional funding
MyRWA and 14 municipalities move forward on climate resiliency

Association (MyRWA) recently
announced that the Resilient
Mystic Collaborative (RMC)
has secured federal, state and
philanthropic grants exceeding
$1.1 million to help Mystic Watershed
communities collectively
prepare for extreme weather.
“Our local communities recognized
that planning for climate
change needs to happen now,
and that we are stronger together,”
said MyRWA Executive

On June 18, the Barr Foundation
awarded MyRWA $700,000
over two years to provide professional
staffing for the RMC,
including a dedicated project
manager focused on increasing
the resiliency of Mystic River Watershed
residents. The new staff
person will join co-facilitators
MyRWA’s Julie Wormser and the
Consensus Building Institute’s
Carri Hulet.

offer support to the Resilient
Mystic Collaborative,” said the
Barr Foundation’s Climate Resilience
Program Officer, Kalila
Barnett. “Taking a watershed
approach to addressing climate
vulnerabilities presents an important
opportunity to deepen

In advance of greater Boston casino opening, Middlesex Sheriff’s Office announces gambling survey results
T
he Middlesex Sheriff’s Office
recently announced
the completion of a landmark
data collection effort on
gambling involving individuals
entering the Middlesex
Jail & House of Correction in
advance of the introduction
of casino gambling in greater
Boston. The survey was
launched in 2016.
The anonymous eight-question
survey which garnered
more than 5,000 voluntary responses
over three-plus years,
was developed after reviewing
several existing surveys
including one utilized by the
University of Massachusetts
School of Public Health and
Health Sciences for its 2015
report entitled Gambling and
Problem Gambling in Massachusetts:
Results of a Baseline
Population Survey.
“Our goal is to be able to
compare this baseline data

he Youth Public Safety
Academy (YPSA) of the
Middlesex Sheriff’s Office (MSO)
will be able to expand its capacity
by as many as 100 cadets this
summer thanks to a $23,000
grant from the state’s Executive
Office of Public Safety and Security
(EOPSS), Middlesex Sheriff
Peter J. Koutoujian announced.
“Nearly 1,200 youngsters have
applied to YPSA this year, and
the continuing success of the
camp comes from our terrific
partnerships with our fellow law
enforcement and government
agencies,” said Sheriff Koutoujian.
“Thanks to the Baker Administration
and EOPSS, we will be
able to hire two extra counselors
and purchase the additional
equipment necessary to accept
100 more cadets over the
course of the summer. This grant
will make a real difference in the
lives of these youngsters who
may not otherwise be able to
attend YPSA.”
This marks the second consecutive
year that MSO has been
awarded the grant through the
Commonwealth’s Law Enforcement
and Youth Partnerships
Summer Day Program. The initiative,
which is administered
by EOPSS, is designed to support
summer recreational and
educational learning opportunities
with local law enforcement.
Every summer YPSA runs for six
one-week sessions.
“We are honored to partner
with the Middlesex Sheriff’s Office
to allow more young people
to take part in this valuable
program,” said EOPSS Secretary
Thomas Turco. “Creating strong,
positive relationships between
law enforcement and the community
is a priority for us and
one that is clearly shared by
Sheriff Koutoujian and his team.”
YPSA is a week-long camp designed
for children aged eight to
12 who live in Middlesex County.
Cadets spend the week with
MSO staff as well as police officers
and firefighters from their
hometown, forming important
bonds with their local law enforcement
officials. Cadets also
participate in classroom and
practical activities designed to
teach them important public
safety skills, including a simulated
fire safety trailer offered
by the Massachusetts Department
of Fire Services, a challenge

Everett United members were proud to see their hard work come together after years of advocating
for the casino.
ncore Boston Harbor officially opened its doors to the public
on Sunday morning with a ribbon-cutting ceremony and
daytime fireworks. The first visitors to the casino had lined up
as early as the day before. Everett United and elected officials
from the community took part in a special opening ceremony
on the entrance steps.
A ceremony was held in front of the casino prior to its opening
on Sunday morning.

Peggy’s Park, the new Cheverus Playground, is dedicated to
the memory of Dorothy M. “Peggy” (Fawcett) Morovitz. Peggy
passed away on November 25, 2017 after a courageous battle
with pancreatic cancer. She was 76 years old.

Haitian Community Center Music Program
On Saturday the Everett Haitian Community Center welcomed Boston Landmarks Orchestra to the Center’s
headquarters on Broadway. Children had the opportunity to try a number of instruments, including flutes and violins.
The program was sponsored by Encore Boston Harbor in an effort to encourage an interest in the arts and culture.

us two, and there wasn’t a blade

as well as state and city officials
had set goals for urban renewal,

goals,” he said.
Although the opening went
smoothly overall, police reported
that Jankelli Volquez, 27, and
Hector Hernandez, 56, both of
New York, were taken into custody
for allegedly cheating at roulette.
There was also a report of
trespassing and a report of disorderly
conduct.
Going forward, Encore is expected
to produce more than
$30 million in annual tax revenue.
The resort features 671 hotel
rooms which include 104 luxury
suites. In addition to a “magnificent
gaming floor with more
than 4,000 gaming positions,”
Encore also has a spa, fitness
center and beauty salon as well
as 15 restaurants and lounges.
Outside, guests can enjoy the
six-acre harbor walk, which is
open year round.

GROWING HEMP (H 3535)
House 152-0, approved and
sent to the Senate a bill that
would allow farmers with agricultural
deed restrictions on
their land to grow hemp. It
would also qualify hemp farmers
for the property tax breaks
currently given to growers of
other crops.
The state’s Agricultural Preservation
Restriction (APR) Program,
according to its website,
“helps to preserve and protect
agricultural land to keep valuable
farmland soil from being
built on by development
companies for non-agricultural
purposes that could be detrimental
to the environment.”
The program pays farmland
owners the difference between
their farm’s fair market
value and the lower agricultural
use value in exchange
for a permanent deed restriction
which forbids the property
from being used for anything
that will have a negative
impact on its agricultural
viability.
The growing of hemp was legalized
along with marijuana
in 2016, but farmers that want
to grow the industrial-use cannabis
plant still can’t cultivate
the crop if their land falls under
the APR.
“Allowing hemp to be grown
on APR deed-restricted land
is an opportunity for Massachusetts
farmers to expand
the $550 million agricultural
industry which will benefit
the entire commonwealth,”
said Rep. Smitty Pignatelli
(D-Lenox), the sponsor of
the proposal. “We are currently
importing hemp for various
manufacturing products
such as clothing, food, paper,
and textiles, and tapping into
these industries right here in
the commonwealth will generate
jobs and bring our farmers
closer to economic security
and success.”

would establish a system for
the state to license and regulate
appraisal management
companies (AMC). It is estimated
that 80 percent of appraisal
orders in the Bay State
are processed by AMCs. The
other 49 states already have
AMC registration in place.
“AMC registration is a nationwide
licensing requirement
with an August 2019
deadline,” writes Allan Cohen
in the New England Real Estate
Journal. “AMC registration
comes right out of the federal
Dodd-Frank law enacted by
the U.S. Congress in 2010.”

about firewalls, Dodd-Frank
gave impetus to the use of
AMCs acting as an intermediary
between lenders and appraisers,”

“The goal is to protect consumers
and avoid having financial
institutions fall back
into poor lending practices.

Bobby attended Revere Public
Schools and graduated from Revere
High School, Class of 1956.
Bobby was a salesman for Millard
Metal Services in Braintree
throughout his entire working
career. He dedicated 40 years of
service to the company before
retiring. Bobby settled in Everett
with his beloved wife of 58
years, Frances M. "Frannie" (Venuti)
Sena. The couple raised
their family in Everett and lived
there for several years. They later
moved to Saugus, where Bobby
has been residing for the past
12 years. He enjoyed spending
his time with his family, especially
his two granddaughters.
Bobby will be greatly missed by
all who loved him.

Joseph R. "Joe" Sena and his
wife Khristine "Khris" of North
Chelmsford, formerly of Everett

The best type of home blood pressure
monitors to purchase are electric/
battery powered automatic arm monitors,
which are more reliable than wrist
or fingertip monitors. With an automatic
arm monitor, you simply wrap the cuff
around your bicep and with the push of
one button the cuff inflates and deflates
automatically giving you your blood
pressure reading on the display window
in a matter of seconds.
Many monitors today also come
with additional features like irregular
heartbeat detection; a risk category
indicator that tells you whether your
blood pressure is in the high range; a
data-averaging function that allows
you to take multiple readings and
get an overall average; multiple user
memory that allows two or more users
to save their readings; and downloadable
memory that lets you transHow

You can find these monitors at pharmacies,
medical supply stores or online,
and you don’t need a prescription
to buy one. Prices typically range between
$40 and $100.
In most cases, original Medicare will
not cover a home blood pressure monitor,
but if you have a Medicare Advantage
plan or a private health insurance
policy it’s worth checking into, because
some plans may provide coverage.

BP786N ($75); Rite Aid Deluxe Automatic
($60); Omron Evolv BP7000 ($70); and
A&D Medical UA767F ($45).
How to Measure
After you buy a monitor, it’s a good
idea to take it to your doctor’s office so
they can check its accuracy and make
sure you’re using it properly. Here are
some additional steps to follow to ensure
you get accurate readings at home.
Relax: Don’t exercise, smoke or drink
caffeinated drinks or alcohol for at least
30 minutes before measuring. Sit quietly
for at least five minutes before you
take a measurement and remain quiet
during the test.
Sit correctly: Sit with your back
straight and supported (on a dining
chair, rather than a sofa). Your feet
should be flat on the floor and your
legs should not be crossed. Your arm
should be supported on a flat surface
(such as a table) with the upper arm at
heart level. Make sure the middle of the
cuff is placed directly above the bend
of the elbow. Check your monitor’s instructions
for an illustration.
Put the cuff directly on your bare
skin: Putting it over clothes can raise
your systolic (upper) number by up to
40 mmHg.
Measure at the same time every day:
It’s important to take the readings at the
same time each day, such as morning
and evening. It doesn’t matter whether
you do it before or after taking medication.
Just be consistent.
Go to the bathroom: A full bladder
can rise your systolic pressure by 10 to
15 mmHg.
Take multiple readings and record
the results: Each time you measure,
take two or three readings one minute
apart and record the results by writing
them down, or using an online tracker
(see CCCtracker.com).
