Dear Members,
Legislative advocacy may not seem like a crucial topic for the building industry, but for anyone
who attended Legislative Night last week, our speakers were very persuasive in their remarks on
how important it is to develop relationships with the lawmakers who represent you in Hartford.
The former House Minority Leader, Larry Cafero, drew an analogy to being spectators while
watching your favorite sports teams. We don’t have control over whether they play a zone defense
or man to man and the result of the game really doesn’t impact our lives. Many of you may feel
the same about the politics and the legislative process- that we can’t make a difference and that
we are just spectators.
Mr. Cafero explained however, that as a group we can make a difference and that your voice
matters. When he was a legislator and received calls from neighbors they were the first calls he
would return. The legislators need you to get reelected and, with the state elections approaching
in November, it’s the perfect time for you to share with them your concerns for this state.
Many in the room didn’t raise their hand when asked if they could name their State
Representative or State Senator, and Mr. Cafero argued that what the legislators do in Hartford
impacts your life, business and the economy much more than anything that happens in
Washington, DC. Allow us to help you make those connections. If you are interested in setting
up a meeting or coffee with your legislator, our office is happy to facilitate individual meetings or
regional roundtables. We hope you will also sign up for Industry Day at the Capitol on April 3 so
the lawmakers in Hartford see that the HBRA is a group of concerned businessmen and women
paying attention to the state of affairs in Connecticut.
Brian Flaherty from the Connecticut Business in Industry Association reported that Connecticut
gained 3,300 jobs in 2017 which is good news, but, it only represents 0.3% growth. We were
beaten out by every other state in New England. As of Dec 2017, Connecticut finally regained
in the private sector all that we lost during the recession, so we appear to be moving in the right
direction but Massachusetts is at 300% and the nation is at about 150%. Connecticut has a lot of
work to do and they need to hear from members of our association about what their laws and
regulations are doing to our industry. We are on the front lines of economic growth in this state.
As Mr. Flaherty said there’s nothing more powerful at the State Capitol than a handshake, a look
in the eye and a story well and truthfully told.

us for our March Legislative Night and General
Membership Meeting at the Water’s Edge at

JM Wright Technical High School Breakfast
HBRA members and guests were invited to JM Wright
Technical High School to enjoy a delicious breakfast selection,
prepared by the hospitality and culinary students, while
networking with several student ambassadors and faculty. Dr.
Phyllis Bartoli, principal of JM Wright, gave a brief presentation
about the benefits of the school and how these students are
training to be members of our industry’s workforce.
After breakfast, guests were given a full tour of the school and
each of the workshops in the construction trades. The stateof-the-art
facilities give students the opportunity to learn and
work with the latest in carpentry, plumbing, electrical, and
facilities management technology and tools. These students are
certified to work in their Junior and Senior year for companies
in the area. Some of our members may have found some new
employees while on the tour today!
We look forward to partnering with JM Wright in the future

The Connecticut legislative session is
underway and there are many major
issues going through the committee
process. We need your help contacting
your legislators on issues that affect our

CT STATE BUDGET
Governor Malloy’s budget proposal earlier this month
included a series of new taxes and fees as a means of closing
Connecticut's $245 million budget deficit.
The governor's proposed taxes and fees were submitted to the
General Assembly in a bill titled SB 10. The bill includes:
• A hike in the tax on real estate conveyances from .75 to .85, and
1.25 to 1.4 percent.
•
Installing tolls on Connecticut highways. Contrary to popular
belief, these will not be installed on the borders, but rather
throughout the state. Read why here.
• A new tax on nonprescription drugs and medicines.
• A new CT Tire Tax of $3 per tire.
• 7 cent increase in the gas tax to be phased in between 20192022.
Unfortunately Connecticut already has the 6th highest gas
taxes in the nation
• A penalty on businesses by maintaining a temporary surcharge
on the corporation tax that was due to expire June 30.
• The elimination of the $500 credit on the income tax for recent
college graduates who earn a degree in a science, technology,
engineering, or math field.
•

or decades, New England homeowners would shop for appliances by walking
down a line of different models and make their selections based almost entirely
on price and aesthetics. All they knew about the operation or benefits of an oven

In the 1990s, Tom Clarke, founder of Clarke Distribution, changed all of that

Darien-based firm in 1983 and has
completed award-winning projects
of all sizes and types. KLAFFStyle
sat down with him recently to
get his insight to what goes into a
successful building project.
First let’s talk about how you
got started in the construction
business.
I’ve been in the business since I
was a kid. My father, Serverino
Sciarretta, was a residential/
commercial developer and I started
working with him in the summers.
He suggested I learn masonry and
I apprenticed in the trade. I still
remember the proportions of the
materials that go into a good batch
of cement. I cut my teeth finishing
the interior of a 150,000-squarefoot
office building in the Shippan
section of Stamford that, once
leased, I subsequently managed.
My father was from Italy. He was
a great guy and my best friend.
He gave me a vision of quality
and an appreciation for old world
craftsmanship. It’s really a pride in
doing beautiful work. Of course,
you must have the ability, the
training and the experience to do
that.

NAHB Urges Prompt Senate Action on
Banking Bill
GNAHB is urging the Senate to move quickly to pass the Economic
rowth, Regulatory Relief and Consumer Protection Act (S. 2155),
banking reform legislation now pending in the upper chamber.
In an official statement, NAHB Chairman Randy Noel said:
“NAHB commends the Senate for working in a bipartisan manner to
advance S. 2155, legislation that contains critical reform elements that
would help ease tight credit conditions that are keeping more home
buyers on the sidelines even as the housing recovery picks up steam.
“S. 2155 shows that lawmakers from both sides of the political aisle
can work together on meaningful legislation that would alleviate harsh
regulatory constraints on Main Street banks that have unnecessarily
impeded a more robust housing and economic recovery.
“We urge the Senate to pass this bill soon.”

The Big Voice Trend Ahead in Smart Home

oWhat are the big developments in smart home technology? And what’s
n the horizon in the next year or two?
Gordon van Zuiden, founder of the San Francisco home technology
company cyberManor, has the answer to both questions: Voice control.
The range of devices that can be controlled by voice is limitless. Stoves
and fridges have joined smart thermostats and lighting in the category of
appliances that can be adjusted by speaking. Simply put: If it’s got power,
there’s the potential for voice control.
“What’s happening right now is that voice control is evolving the same
way that the personal computer or the internet did when they were first
introduced: Things begin as complex systems, become simplified, and
then so ubiquitous we don’t even think about their presence much,” said
van Zuden.
“We’re in the transition phase from complex to simple when it comes to
voice control. It’s a march towards the ‘frictionless home’. A march toward
the ultimate goal of: ‘I think something. I want something. It should do
something,’” he said.

adults and home buyers in order
to understand new trends and
preferences in the housing market.
This is the fourth in a series of
posts highlighting poll results,
as presented during the 2018
International Builders’ Show in
Orlando, FL. See previous posts
on tiny homes, driverless cars, and
time searching for a home.
A recent poll asked prospective
first-time and second-time+
home buyers which features they
considered essential in their next
home. More than 40% of first-time
home buyers think the list in blue
below is essential, starting with
a living room, a laundry room,
a dining room, garage storage,
and a walk-in closet in the master
bedroom. Other features essential
to many first-time buyers include
a front porch, a 2-car garage, and a
double sink in the kitchen.
The list of essential items is a
bit longer among second-time+
buyers. It includes many of the
same features wanted by first-time
buyers, plus a few more: a patio,
table space for eating in the kitchen,
hardwood floors in the main level,
energy-star appliances, and granite
countertops in the kitchen.
Interestingly, the top two features
are identical for both groups,
although in reverse order: the
laundry room and the living room.

Reform Permitting Process
nIllustrating how the federal regulatory system has run amok and the
eed for Congress to pass legislation to fix a broken permitting process, a
development firm today shared its three-decade nightmare with a House
panel regarding its futile attempts to obtain a Clean Water Act permit.
During a hearing before the House Subcommittee on Interior, Energy and
the Environment, lawmakers heard how The ESG Companies based in
Virginia Beach, Va. has been denied a Section 404 Clean Water Act permit
to develop its property for close to 30 years, even though the company has
repeatedly gone through proper channels and put forth state-approved
plans that would result in no net loss of wetlands.
Valerie Wilkinson, vice president and chief financial officer of The
ESG Companies, testified before the House committee on behalf of the
National Association of Home Builders (NAHB). She described how an
ongoing regulatory quagmire has prevented her firm from developing a
multi-use community to meet local housing needs on land purchased in
the mid-1980s.
“The land we acquired almost three decades ago still lays undeveloped
and we continue to be held hostage by the federal government,” said
Wilkinson.

Enforcement Of
Beryllium Exposure
Rule
yEmployers have been given three
ears to put into operation all of the
protective aspects of the regulation.
They have one year to bring exposure
limits within the new boundaries,
two years to furnish changing rooms
and showers and three years to
enact engineering controls. OSHA
said compliance will cost employers
approximately $74 million a year
but that medical and death-related
expenses will drop more than $560
million a year. OSHA estimated
that the new limits will protect
approximately 62,000 workers,
preventing 46 new cases of berylliumrelated
disease and 94 associated
deaths each year.

Students Find Their Futures In Vocational
School
bIt became clear when he was just 2 years old that Chris Marrero would
ecome a mechanic.
His father found him in the garage with every single one of his tools,
trying to get the training wheels off his bike. And to his father’s surprise,
the the boy figured how do it by himself, and rode the cul-de-sac on two
wheels.
“And here I am today,” Marrero said, sitting inside J.M. Wright Technical
High School in Stamford on a recent morning. “I love what I do. I love
working on cars.”
Marrero, who lives in Norwalk, is a senior at the technical school, where
he studies automotive technology and has earned more certifications
than some of the professionals he’s worked with at car dealerships and
motorsports shops.
While many high-schoolers decide to go to a traditional college,
university, Marrero knew early on he wanted to learn a trade. In the fall,
he’s headed to University of Northwestern Ohio to study diesel and high
performance, and automotive business and administration.
He hopes to fix cars for a living and to eventually start his own business —
just as his father started his own electrical business after he went to trade
school.
Always a need Though Marrero’s father has closed the business and now
works for the Bridgeport Fire Department, he still keeps himself busy with
electrical projects on the side.
“You always find something to fall back on, no matter what happens,”
Marrero said. “People always need their cars fixed. People always need
nurses. You’re always going to need electricians. You’re always going to
need plumbers.
“You’re always going to have skills that no one can take away from you,” he
added.
Phyllis Bartoli, principal of J.M. Wright Technical, said the need for trade
school workers is booming in Fairfield County. Statewide, trade school
jobs — such as electricians, barbers, plumbers, roofers and cooks — are
among the fastest growing occupations, according to data from the state
Department of Labor.
J.M. Wright Technical trains students in 10 trades and is connected to
local associations in related industries, including the Home Builders and
Remodelers Association of Connecticut.

HBI Receives $50
Million Grant to
Train 20,000 Skilled
Workers
aThe Home Depot Foundation
nnounced yesterday a $50 million
commitment to partner with HBI
to train 20,000 new skilled workers
over the next 10 years.
HBI, the industry’s education arm,
trains separating military members,
high school students and at-risk
youth for careers in the skilled
trades. The grant will significantly
increase the number of workers
trained through HBI curriculum
and help address the industry’s
labor shortage.
“We want to bring shop class back,
from coast-to-coast,” said Shannon
Gerber, executive director of The
Home Depot Foundation. “We’re
thrilled to train 20,000 nextgeneration
plumbers, electricians,
carpenters and beyond.”
HBI joined forces with The Home
Depot Foundation last year to
launch a pilot trades training
program for military members
at Fort Stewart, Georgia and Fort
Bragg in North Carolina. The first
set of students will graduate this
month.
“Our program prepares men and
women for high-growth careers in
the industry after leaving military
service,” said HBI CEO John
Courson. “With 200,000 service
members separating from the
military every year, our partnership
with The Home Depot Foundation
enables us to serve more veterans
across the country.”

Builders Tell Congress: Progress on
Regulatory Reform, but Job is not Done

AHB today lauded efforts by the Trump administration and Congress to
roll back onerous regulations that hurt home building firms and other small
businesses but cautioned that much more needs to be done to further reduce
regulatory burdens.
Testifying before the House Small Business Committee, NAHB Chairman Randy
Noel told lawmakers that significant regulatory changes have benefited home
buyers, home owners and home builders, but major regulatory headwinds still
linger.
“The first year of Donald Trump’s presidency has seen major progress on efforts
to reduce the relentless and costly over-regulation of American industry,” said
Noel. “However, while much has been accomplished, the hefty price home
buyers are paying for government regulations represents just one more obstacle
that home builders need to overcome in restoring the marketplace to normal
conditions.”
NAHB estimates that regulations imposed by government at all levels account for
nearly 25% of the final price of a new single-family home.

Hi Manuel,
First congrats on growing the team. Certainly a lot
of information to unpack here but let’s see what we
can do. We talk a lot about knowing your people,
as in what their lives are like, what their goals are,
what they want to accomplish. In terms of sales we
should pay more attention to the prospect and the
pain they have as opposed to say all of our features
and benefits. In a sense you have to sell your idea of
growing the company to your people. A lot of time
that starts with knowing things like your Core Value
and designing a Mission Statement for people to put
faith in and follow. It’s about knowing that one of
them has aspirations to one day buy a bigger house
and when you have your reviews talk about how
close they are to that goal. A lot of times as leaders
we get stuck in our own worlds and forget that our
people most likely have different pains then we do. A
lot of times that just starts off with listening to them.
When you can give them something to be proud
of and something to strive for then the motivation
comes naturally. It’s not a stick and carrot scenario
anymore. Sales incentives are great for motivating
particular behaviors short term but building a
culture of people that want the company to grow will
keep that momentum going much further.
