The Town of Cobourg is dedicated to establishing an inclusive and accessible environment for residents and
visitors alike. Our 2020-2024 Multi-Year Accessibility Plan concentrates on enhancing customer service, the built
environment, and eliminating systemic barriers. If you have questions regarding accessibility or wish to provide
feedback on our services, please don't hesitate to reach out to us at accessibility@cobourg.ca or visit
www.cobourg.ca/accessibility for more information.
EQUITY, DIVERSITY & INCLUSION
The Town of Cobourg recognizes the vast representation of identities and diversity in our community. Our programs,
services, hiring practices, and policies are consistently being updated to include current best practices when it
comes to Equity, Diversity, and Inclusion. We aim to create and offer a wide variety of programs and services that
serve the needs of aging, youth, LGBTQ2S+, BIPOC and newcomer communities. If you ever have a comment,
suggestion, or concern about inclusive programming, please reach out to diversity@cobourg.ca to get in touch.
RECREATION ACCESSIBILITY
The Community Services Division strives to foster an accessible and inclusive recreational experience for all.
Medical Needs/Medications: Town of Cobourg staff do not provide any medical interventions or support therapies (i.e.,
injections, g-tube feeding, administering medication, etc.)
Program Registration with Inclusion Support: Town of Cobourg Recreation staff will make every effort to create an
inclusive experience for individuals of all abilities. If an individual would benefit from certain supports/strategies to
participate in programming, families can request Inclusion Support during the registration process. To access this
service, families must reach out to the Recreation Coordinator to receive and complete a Participant Profile. (The
information in the Participant Profile is only shared with the Recreation Coordinator and Program Facilitators, and
Management if deemed necessary). In the event an individual requires support beyond what Recreation staff can
reasonably provide, families will be asked to secure a Support Person to attend with the individual. Town of Cobourg
staff will work with families to identify support resources if needed. Families who require support but do not disclose it
may be required to withdraw from the program if support cannot be secured. Town of Cobourg Refund Policy will
apply.
Support Person Pass: Individuals who would benefit from support during programs may attend with a Support
Person. A Support Person will obtain a Support Person Pass at no cost. To be eligible for the Support Person Pass, a
Support Person must be able to adequately fulfill the individual’s requirements for support and must remain with the
individual throughout the duration of the program.
Fee Assistance Programs: Town of Cobourg residents experiencing financial difficulty due to low income may request
fee assistance for membership to the Cobourg Community Centre. An application for assistance must be submitted.
Criteria for eligibility are determined by annual income based upon the Statistics Canada Low Income Cut Off (LICO)
table. Households that meet the criteria would be eligible for a reduction of the program fee at the Cobourg
Community Centre.

The Cobourg Community Centre hosts an
exciting lineup of community events. From
concerts to craft shows, and various family
events, the CCC has the space and
capabilities to bring a variety of community
events to the people of Cobourg and
surrounding area. The inside of our board
room, gymnasium, and numerous multipurpose
rooms are equipped with universal
technology to make it the perfect space for
corporate meetings and community
gatherings.
COBOURG COMMUNITY CENTRE (CCC)
Constructed in 2011, the Cobourg Community Centre (CCC) has become the recreational heart of the Town of
Cobourg. The 142,000 square foot facility is barrier free and is a major provider of programs and activities for a
variety of ages and abilities. The CCC includes two ice pads, one large gymnasium, numerous multi-purpose rooms
and an indoor walking track that is free for public use 12 months of the year.
The CCC is home to the Cobourg Cougars Junior A Hockey Club and the ViewTech Cobourg Kodiaks Lacrosse
Team. These two teams play out of the CCC Bowl arena where 2,000 fixed stadium style seating welcomes
cheering fans and out of town guests on a weekly basis. The CCC ice is also host to the Northumberland Minor
Hockey Association, the West Northumberland Girls Hockey Association, Northumberland Minor Lacrosse and
many other local teams.
Recreational staff at the CCC provide programming for children and youth, adults and seniors. Fitness
programming for all age categories covers a wide variety of activities from skating and hockey development to
yoga and fitness classes. Seniors programming includes weekly registered programs and creative clubs. There are
also weekly gymnasium activities such as pickleball, table tennis, group training and much more.

COBOURG
LIFE IN THE PAST LANE...
Settlers started arriving in Cobourg in the 1790s which,
at the time, was known for its 40 houses, 2 inns, 4 stores,
several distilleries, a grist mill and a whopping
population of 350! From the Sifton-Cook Heritage Centre
to the historic and iconic Victoria Hall (circa 1850),
Cobourg has seen quite a few changes. It was once known
as a “turn of the century” American summer resort which
brought Cobourg a certain social cachet and style. When
visiting, or exploring your own Town, you’ll also want to
stop in to see the Victoria Hall Courtroom which was the
location for the sensational trial that has been called
“The Last Battle of the Great War.”
There is plenty of history right here in the beautiful Town
of Cobourg! We encourage you to explore all there is to
learn.
HISTORIC WALKING TOURS!
Did you know that we have unique and interesting
heritage walking tours throughout our Heritage
Conservation Districts?
The Poppy Trail
With this virtual tour and booklet, we invite you to come and
explore Cobourg’s history. Using the booklet as your guide, you
may walk the tour on your own, or watch the video and enjoy
learning about Cobourg’s wartime past from the comfort of
your own home. This tour of Cobourg’s historic downtown will
allow you to savour charming period architecture and
streetscapes while learning about Cobourg’s significant war
time contributions.
Commercial Core Heritage Conservation District
The Commercial Core District is defined by mid-to-late 19th
century commercial development. Settlement began to occur
more rapidly following the war of 1812. In the 19th Century the
Commercial Core was much more residential in nature, as many
shop owners lived above their businesses. Please remember the
homes you view are private property and should be viewed from
the street. Enjoy your tour through a sampling of Cobourg’s
heritage.

East Heritage Conservation District
The East Heritage Conservation District is one of the oldest
residential neighbourhoods in the Town of Cobourg. The
East District is an example of incremental residential growth
in Cobourg, as with the other residential districts. The
construction of Cobourg’s first Anglican church (St. Peter’s)
in 1818 attracted wealthy settlers who wanted to live closer
to their place of worship. Please remember the homes you
view are private property and should be viewed from the
street. Enjoy your tour through a sampling of Cobourg’s
heritage.
George Street Heritage Conservation District
The George Street Heritage Conservation District was
originally settled by Nathaniel Herriman in 1799. The
differing architectural styles is due to the incremental
growth of the district. Some of the styles include Classical
Revival, Gothic Revival and Ontario Cottage Vernacular. In
the 1850s George Street was meant to be the main
thoroughfare to and from the railway station, but with
competing interests the location of the station changed
and Division Street became the main thoroughfare. Please
remember the homes you view are private property and
should be viewed from the street. Enjoy your tour through
a sampling of Cobourg’s heritage.
West Heritage Conservation District
Land in the West District were subdivided by 1850s, but most
construction did not take place until the 1870s with the
uptick in the Town’s economic activity with new industry
locating within the Town. The dominant form of the West
District is vernacular design, which were constructed for
workers. This tour includes stops outside of the West District.
Please remember the homes you view are private property
and should be viewed from the street. Enjoy your tour
through a sampling of Cobourg’s heritage.

COBOURG
G R E E N H O U S E
501 THOMPSON ST,
COBOURG, ON.
A Legacy in Bloom: The History of the
Cobourg Greenhouse
Poinsettia Delivery: Spreading Holiday Cheer
Established in the 1980s, the Cobourg Greenhouse began
as a modest operation on Charles Street, focusing on
providing plants for municipal spaces. Over the decades, it
has transformed into a vital hub for the community,
supplying a diverse array of flowers, shrubs, and greenery
for the town’s parks, public gardens, and seasonal
displays. Now located on Thompson Street,
the
greenhouse features an impressive 7,000 square feet of
growing space capable of nurturing up to 80,000 annual
plants. This abundant capacity allows for the creation of
approximately 300 hanging baskets, 70 miscellaneous
containers, and 90 individual flower beds, contributing to
the town’s vibrant floral displays.
Beyond its role in beautifying the community, the
greenhouse is instrumental in various local projects,
including holiday plant deliveries to retirement homes
and its renowned summer hanging baskets. Thanks to the
dedication and expertise of its horticulturists, the Cobourg
Greenhouse continues to thrive, skillfully blending
tradition with modern practices while enhancing
Cobourg's charm throughout the year.
Behind the Blooms: A Year with Our Horticulture
Team
As the seasons change, so too does the rhythm of our
dedicated horticulture team, who work year-round to
bring beauty and life to our community through the plants
and flowers they nurture in the greenhouse. Each season
holds its own special projects and traditions, and no two
months are ever the same.
47
As winter settles in, the greenhouse transforms into a
vibrant display of red, pink, and white poinsettias, grown to
perfection. These festive plants are more than just a holiday
decoration—they represent a gesture of warmth and
goodwill. In December, our team loads up their trucks and
delivers hundreds of poinsettias to local retirement homes
and community partners, spreading holiday cheer and
brightening the spaces of those who need it most. This
annual tradition is a labor of love, bringing joy and seasonal
beauty to the heart of our community.
Meet the Green Team: The Visionaries Behind Our
Blossoming Community
At the heart of our thriving horticulture program is Rick
Cromlish, a passionate green thumb with years of
experience bringing natural beauty to life. Under his
guidance, the team works seamlessly throughout the year,
turning seasonal planning into stunning results—from the
festive poinsettias that spread holiday joy to the lush
hanging baskets that adorn our streets in summer.
Together, Rick and the horticulture team blend creativity
with hard work, always looking ahead to the next project
that will make our community bloom even brighter.
