It is extremely important that all members involved to
comply with EPA LLRP renovations understand that
consumers ARE allowed to deny lead paint testing for
their renovations for their pre 1978 built home but this
DOES NOT allow the contractor to defer from the
LLPR law. That being said; if a home owner does not
elect lead paint testing on their home renovation
project the contractor MUST treat the project as if lead
is present and proceed with all the LLRP provisions in
place.

A Measurable Difference
The Illinois Quality Assurance Builder Standards
provides, new homebuyers and remodeling
homeowners a way to measure the quality of the
project against an industry approved set of standards.
These standards create a series of performance
standards that the builders and the homeowners can use
to communicate and understand one others'
expectations regarding the building or remodeling
project. The standards address the most prevalent
issues that arise between the builder and the customer
before the project, and, most importantly, after the
project is completed. All too often it is the undefined
expectations that create the majority of the problems
encountered in the building and remodeling processes.
The standards will help eliminate problems before the
project even begins.

4.4 Cracks in Exterior Concrete
Observation: Exterior concrete - sidewalks, porches, patios,
drive- ways, etc. - are cracked.
Standard: Some random cracking of exterior concrete will
occur and is to be expected. If settling causes cracks that
exceed 1/4 inch width or 3/16 inch in vertical displacement, it
is considered excessive.
Builder’s Responsibility: The builder is responsible for
correcting only those cracks that exceed the standard. An
appropriate joint or crack filler can be used and is acceptable for
a crack up to 1/2 inch in width or vertical displacement.
Homeowner’s Responsibility: For aesthetic purposes,
smaller cracks may be filled with a waterproof concrete caulk.
While this may reduce the appearance of the crack, it should be
noted that there will be a color and texture variance between the
original concrete and the caulking.
Discussion: Driveways, patios, and sidewalks should have
expansion and contraction joints which help to control surface
cracking. Refer to definition number 5 on page 9.
Contained in the 200 pages of the QA Book are 22 section of the
most prevalent issues encountered in the construction process.
Each section contains numerous sub-sections of specific items. An
example is the above 4.4 Cracks in Exterior Concrete.

There exists concern among many that should
another recession come soon, the government will
have few, if any, tools to bring the economy back
towards growth and prosperity because interest
rates are already near rock bottom. As a result, it is
feared that our economy could quite possibly
remain in the doldrums for some time. Fortunately,
this is simply not true. There remain numerous
tools at the disposal of the Fed and of the Congress.
Below are some ideas that are surely being
considered should more intervention become
necessary.
To begin, the central bank could once again ramp
up its purchases of Treasuries and mortgage-backed
securities (MBS) through another round of
quantitative easing. But rather than sticking to just
Treasuries and MBS, this time the Fed could buy a
much broader range of assets, including high-yield
bonds, stocks, and even real estate to get asset
prices up and markets out of the doldrums.
Another step the Fed could take is to push interest
rates into negative territory, meaning it would start
charging, yes charging, banks to keep money on
deposit rather than paying them the current rate of
0.5%. While this seems preposterous, at present
central banks in Denmark, Japan, Sweden and
Switzerland, along with the European Central Bank
are doing precisely this. The aim would be to
encourage banks to lend by penalizing them to hold
cash. In a similar vein, the Fed could alternatively
pay banks to lend money to borrowers. This policy
is less harmful than using negative interest rates, as
it does not reduce bank profits nor does it
encourage banks to charge their depositors to keep
deposits on hand to recoup the money paid to the
Fed. Paying banks is akin to using a carrot, lower
rates; a stick.
In addition to the above, the Fed could also
promise to keep mortgage rates at or below a

certain level for an extended period of time with
the explicit aim being to boost lending activity by
enabling more people to qualify for a mortgage.
This would boost home sales and residential
construction activity.
Another way to boost spending
and inflation is for the
government to announce a tax
cut and issue bonds to finance it.
But, rather than selling the
bonds to private investors
(which takes money out of circulation), the Fed
would buy the bonds. This “Helicopter
money” (HM) named in honor of Milton Friedman
and which fuses fiscal and monetary policy, is as
close as you can get to raining cash from the clear
blue sky like manna down on households. While
HM is not to be rushed into, in a deep recession or
global crisis, it might well make sense. And, if it
were coordinated by a group of rich countries, all
the better.
Lastly, the Congress could surprise us and use
fiscal policy and pass structural reforms. Fiscal
policy such as large tax cuts or spending on large
infrastructure projects would give private sector
firms more confidence about future demand and
thus make a recovery more likely.
Structural
reforms could include tax reform and increased
deregulation.
In short, the government is far from being out of
policies that could be employed to jump-start the
economy in the event of a recession in the near
future. While some policies will undoubtedly work
better than others, the key will be to implement a

sent to the Director with the following highlights to share
 Pointing out that the STL facility is not in compliance with their Mission while this
location will be far less secure.
 The ability to place and maintain secure high-speed fiber optic communication
potential for damage over a 27.4 mile run
 The statement that "construction impacts such as noise generation and construction spending would be
about the same regardless of the site chosen", would definitely be a matter of opinion. This based upon
whether or not your residence or business is located in close proximity to the construction site. The St.
Louis City site is located in an urban setting with homes and business, directly affected by such activity.
Whereas the St. Clair County site is located in a rural setting, with little if any homes or businesses
affected.
 Addressed the idea that millennials like to live and work downtown being misguided.
 The economic impact and ability for growth will not be favorable

Fairview Heights adopting 2012 Int’l Residential Codes
HBA supports the upcoming adoption of the 2012 IRC for Fairview Heights with the following changes:
 Deletion of section R313 Automatic Fire Sprinkler Systems
 Deletion of section R302.5.1 that would require a self closing door from garage into house
 Amendments to section R312.1.1 Exterior guard rails, and R324.7.2.2 Hip roof layouts.
Other items that were not amended, per our request, are:
 Exterior Wall fire separation because their zoning code already has this distance in place.
 Foundation anchorage revisions to clarify language that the municipality Director of Land Use, Planning &
Development assured that there would not be any misinterpretation of the language concerns about non-bearing
walls used as braced wall lines but this will require that all bolts shall be at least 1/2 inch (12.7mm) diameter.
 Lastly our request to delete section R302.13 Fire protection of floors was not accepted so all new home construction
that uses floor joist will now require one of the 4 options:
- Place an automatic sprinkler system in the floor assembly
- Drywall the basement ceiling
- Use a fire blocking approved products on the joist
- Change home plans to use dimensional lumber

2018 International Codes in the Works
NAHB staff and a number of HBA Members from around the
Country have just spent the last two weeks in Louisville
attending the 2018 ICC Code Development Hearings.
I’m told our national association took positions on 624 of the
1,994 proposed changes to the 2018 International Residential
Code (IRC) and International Energy Conservation Code
(IECC), supporting 119 and opposing 505, along with the
other I-codes and you’re in the neighborhood of 800+
positions they argued for time and time again at the hearing
microphones.

Our federation had a very successful set of hearings. But, then
again, we’ve been in this position before only to see us lose in
the last stages of the process. The key activity this time
around will be the new online cdpACCESS® voting. Be on
the look out for detailed update in future correspondence from
NAHB and your local HBA.
