Malden’s Commercial St. redesign
survey and monthly meeting
Dear Friends of the Malden River,
We are inviting you to join us
at our Monday monthly meeting
on November 9 from 6:308:00
at Cambridge Health Alliance
(195 Canal St. in Malden).
We will meet in the Community
Conference Room on the first
floor, accessible by the main entrance.
Usually, the meetings fall
on the second Monday of each
month unless there is a holiday.
The agenda will include discussions
of the Friends of the
Malden River’s participation with
Commercial Street redesign/rezoning/rejuvenation.
Malden
River Works Waterfront Park is a
brilliant example of what can be
accomplished when the community,
local organizations and
the municipality work together.
Let’s continue this momentum.
This month, there are two opportunities
to share and to discuss:
1.
The redesign of Commercial
Street was presented online on
October 21.
2.Please join us at a Community
Planning Workshop about
Malden Together, the City’s next
long-range plan. Malden Together
is our community’s blueprint
to create a Malden where everyone
can thrive.

Mayor seeks associate
member for Board of Appeal
ayor Gary Christenson is
reaching out to Malden residents
to fill an associate member
vacancy on the Board of Appeal.
The seven-member Board
(five members and two associate
members) operates under
the mandates of M.G.L. Chapter
40A and the City of Malden
zoning ordinance. The Board
of Appeal assists in the administration
of the City’s zoning ordinance
by considering appeals
to vary dimensional controls (lot
size, frontage, height, setback,
etc.) when a literal application
of the ordinance would impose
a hardship. Residents might also
appeal decisions of the Building
Inspector to the Board of Appeal.
Board of Appeal members
are appointed by the Mayor
with City Council confirmation
and serve a term of three years.
The Board meets on the third
Wednesday of each month at
6:30 p.m. The primary difference
between an associate member
and a full status member is
that full members participate
and vote on all petitions, hearings
and/or matters before the
Board for which they are in attendance
and do not have a conflict
of interest. An associate member
participates when there are not
five full members available for
the hearing. Typically, the need
for an associate member arises
when a full member is absent
from a meeting or is present but
has a conflict of interest. Associate
members should plan to attend
all scheduled Board of Appeal
meetings and prepare for
them as a full member would,
in the event they are called upon
to participate. If all five full members
attend, the associate members
do not participate. If there is
one member not in attendance,
hearing participation will be alternated
between the two associate
members.

THE MALDEN ADVOCATE–Friday, November 6, 2026
Malden man, 28, pleads guilty
to distributing ‘meth’ in greater Boston area
Convicted dealer was part of drug conspiracy operating in Malden and
Revere with his brother, who is now serving a prison sentence
A
28-year-old Malden man has
pleaded guilty in U.S. District
Court in Boston following a
long-running investigation into
a conspiracy to distribute methamphetamine,
according to
Malden Police Chief Marc Gatcomb
and Revere Police Chief
Maria A. LaVita, who made the
announcement Tuesday, along
with others. Isaiah Pierre pleaded
guilty recently, admitting he
and his brother, Logan Pierre,
were part of a conspiracy where
both were actively selling methamphetamine
in Malden, Revere
and elsewhere in the greater
Boston area between October
2023 and May 2024. Isaiah
Pierre, also known as “Zay, pleaded
guilty to conspiracy to distribute
and to possess with intent to
distribute 50 grams and more of
methamphetamine.
U.S. District Court Judge Brian
E. Murphy scheduled sentencing
for February 11, 2027. The charge
of conspiracy to distribute and to
possess with intent to distribute
50 grams and more of methamphetamine
provides for a sentence
of at least five years and up
to 40 years in prison, up to a lifetime
of supervised release and a
fine of up to $5 million.
Isaiah Pierre’s brother Logan
Pierre, also known as “Lo, was
sentenced in July 2025 to 10
years in prison, to be followed by
five years of supervised release.

and incarceration, in July

2025, Isaiah Pierre was a fugitive.
It was unable to be determined
whether Isaiah Pierre was detained
by authorities and subsequently
brought to court, or if
he surrendered.
In the fall of 2023, an investigation
began into drug trafficking
activities conducted by Logan
and Isaiah Pierre. The investigation
revealed that the Pierre
brothers were actively selling
methamphetamine in the greater
Boston area. Between October
2023 and May 2024, Isaiah
Pierre and Logan Pierre sold or
arranged the sale of a pound
methamphetamine on at least
five separate controlled purchases.
On
Tuesday, U.S. Attorney
Leah B. Foley; the FBI’s Special
Agent in Charge of the Boston
Division, Ted E. Docks; Malden
Police Chief Marc Gatcomb;
and Revere Police Chief Maria

tion of mixed-income homes in
the next phase of the Overlook
development. The MassWorks
grants will fund the redesign and
construction of the intersection
of Overlook Ridge Drive and Salem
Street to make the roadway
safer and significantly improve
traffic flow for pedestrians, bicyclists
and vehicles. Additionally,
the project will connect the
shared use path along Overlook
Ridge Drive to the Northern
Strand Community Trail and will
create MBTA Bus Stops on both
sides of Salem Street.
"Our administration is all about
building more housing to lower
costs and improving transportation
to make life better for
residents, said Governor Maura
Healey. “We’re proud to deliver
$11 million to support more
than 600 new homes in Malden
and Revere, while making major
improvements to the Overlook
Ridge Drive and Salem Street intersection
to reduce congestion
and improve safety. We’re grateful
to Mayor Christenson, Mayor
Keefe and WinnDevelopment
for their continued partnership
and leadership in strengthening
these communities.
The second state grant, $7 million
from the HousingWorks Infrastructure
Program, will fund
extraordinary site costs, including
blasting, earthwork, roads
and utilities to facilitate the development
of 51 affordable
homeownership condominiums
on the Overlook property. Malden
has been materially underserved
by homeownership programs
despite being an eligible
Gateway City with only five income-restricted
homeownership
units funded in the city to
date. The 51 homes are designed
for working families, serving
households earning up to 80%
and 120% of Area Median Income
(AMI) with more than half
offering two or more bedrooms.
“This investment is transformative
for Malden and the entire
region, said Mayor Gary Christenson.
“The Commonwealth’s
commitment to this project
demonstrates the importance
of pairing housing production
with infrastructure investments.
These funds will allow us to
move forward with long-needed
roadway and safety improvements
while creating hundreds
of new homes, including affordable
and workforce housing opportunities
for residents. We are
grateful to the Healey-Driscoll
Administration for delivering on
behalf of residents of Malden.
The Commonwealth’s investment
is seen as the key to the financial
feasibility of the development
of 617 units of housing
across four development
parcels:
â— 51 workforce condominiums
available to households earning
between 80 and 120% of AMI —
the first homeownership opportunity
in Overlook Ridge’s 20year
history
â— 99 mixed-income apartment
homes for adults ages 55
and older
â— 157 mixed-income apartments
designed for families
â— 310 mixed-income rental
units
“These grants represent a significant
step towards the redevelopment
of these parcels
at Overlook Ridge, said WinnDevelopment
President Adam
Stein. “We are grateful for the
efforts of the city of Malden and
the Commonwealth’s support
of this project so we can deliver
much-needed rental and for
sale housing for households of
all ages and incomes.
Overlook Ridge is a large-scale,
master-planned development
spanning the cities of Malden
and Revere and built on the site
of a former rock quarry that has
been transformed into a nearly
1,977-unit residential community
over two decades. Every
unit constructed to date is market-rate
rental. This next phase
of construction will introduce
much-needed affordable housing
into the development, which
is an opportunity for families and
seniors to live in high-quality
homes close to downtown Boston
and proximate to key transportation
links. The phase is being
carried out as a joint effort
between WinnDevelopment
and AC Residential LLC to complete
the original vision for the
master-planned community to
construct affordable apartment
homes and condominiums.
The investment is expected to
generate approximately 1,400
construction jobs, 140 permanent
jobs and an estimated $2.2
million in annual local tax revenue
at full buildout. The project
is located within an Environmental
Justice area and will expand
access to housing opportunities
while enhancing transportation
safety and accessibility
for residents, pedestrians, cyclists,
seniors and people with
disabilities.
Administered by the Massachusetts
Executive Office of
Housing and Livable Communities
(EOHLC), the program
awards competitive grants to
municipalities for a variety of infrastructure
projects associated
with housing development.
Funds are awarded based on a
project’s nexus with housing,
transportation, infrastructure
and community development
needs.
As the development arm of
Boston-based WinnCompanies,
WinnDevelopment creates
and revitalizes high-impact
mixed-income apartment
properties through award-winning
new construction, renovation
and adaptive reuse techniques.

at the polls by a massive, 3-to-1
margin. Massachusetts voters, by
a 75%-24% count, made it quite
clear: They want their legal weed.
Statewide, some 22.7% of
Massachusetts voters went to
the polls — a big subpar considering
contested Governor’s
and U.S. Senator races — but
with the results still unofficial,
but counted, Wednesday morning,
over 2 million voters made
it a landslide to keep legal recreational
marijuana/cannabis
product sales in place. In a rare
turn, turnout in local communities,
such as The Advocate readerships
cities of Everett, Malden
and Revere and the town of
Saugus, was consistently higher
than the state percentage, either
hovering at the 30% turnover
mark or higher. As in most
of the unofficial ballot question

of the nine ballot questions. In
Malden, for example, the highest
voter turnout for a state and

recorded: 30% (11,766).
Malden voters said “No to repealing
legal recreational marijuana/cannabis

by an overwhelming 70%-28%
margin. The same message was
delivered by similar voting percentages
in Everett, Revere and

lobbying on either side of Question
8, where a “Yes vote would
have repealed the law which
went into effect — via successful
ballot questions — for first
medical, then recreational marijuana/cannabis
product sales
in 2016. The “Vote Yes to repeal
the Mass. law was backed
by a Virginia-based lobbying
ground, which pumped more
than $3 million into the repeal
drive. A Massachusetts-based
group spent some $2.3 million
working against the proposed
measure.
Supporters of the cannabis
industry argued that a repeal
would erase an industry that
employs tens of thousands of
people in the state and has
generated about $10 billion in
sales and, importantly, $2 billion
in tax revenue since legalization.
They also argued that
the ballot question would have
eliminated a regulated industry
that tests the safety of cannabis
products, and replaced it with
an illegal and more dangerous
underground market.
The “Vote No on Question
8 argued vehemently against
claims by the repeal backers
that legal recreational marijuana
sales had made the product
more available and enticing to
underage users. The “Vote No
backers introduced documented
studies showing that adolescent/teen

cannabis products, including
vapes, had declined in MassaHome

chusetts since the legal recreational
sales law went into effect
after the 2016 election.
One ballot question where
Malden, Everett and Revere voters
bucked the statewide voting
trend was on Question 7,
which would give the state the
power to realign the minimum
acreage necessary to lower it to
5,000 square feet. At present,
Malden zoning is a minimum
of 7,500 square feet.
The Advocate’s three cities
strongly supported the measure,
with Malden overwhelmingly
so at 61%-39%. In the
eight other ballot questions,
The Advocate readership communities
voted along the same
lines as statewide voters.
***
QUESTION 1 — to expand
Massachusetts’ public records
law to include the Legislature
and governor’s office — passed
by a massive margin, 86%-14%.
Apparently, some state lawmakers
are working on a bill
that would bypass the implementation
of the law, but State
Auditor Diana DiZoglio, who
led the Question 1 campaign,
has indicated a lawsuit would
follow if such additional legislation
goes forward.
***
QUESTION 2 — to allow employees
of the state’s public
defender agency to unionize,
passed by a 64%-36% margin.
Next comes formation of said
union, then bargaining for a contract
and potentially requesting
funding for a new contract.
***
QUESTION 3 — which called
for all-party primaries, met the
same fate as the 2020 ranked
choice voting ballot question,
with voters opting to keep the
current election system. Question
3 would have ended party-based
primaries in Massachusetts,
putting all candidates
into one large, so-called “jungle
primary and sending the top
two vote getters to face off in
the general election, regardless
of party. The proposal fell by a
large margin: 61%-39%.
***
QUESTION 4 — will allow
Massachusetts voters to register
to vote and then immediately
cast a vote at the polls
on Election Day in both state
and municipal elections. The
law takes effect on Jan. 1, 2028,
meaning the state’s presidential
primary that March would be
the first election when it could
be implemented. This was one
of the closer votes, passing
56%-44%.
***
QUESTION 5 — to modify
the state’s revenue cap, failed
with a “No vote, by a close
vote, 52.1%-47.9%. Opponents
of Question 5 said a “Yes vote
would reduce the state’s “Rainy
Day fund, forcing massive budget
cuts to schools, healthcare,
affordable housing and public
safety during recessions,
when spending to create jobs
and support residents is needed
most, according to reports.
***
QUESTION 6 — voters strongly
backed a measure to create
a nature conservation fund using
sales tax revenue specifically
from sporting goods, recreational
vehicles and spending
at golf courses. Experts estimate
the fund could be around
$65 million a year. The vote was
61%-39%, a “YES.
***
QUESTION 7 — a proposal
to override local zoning rules
to make it easier to build single-family
homes on smaller
lots is locked in a tight race. It
would reduce the minimum
size limit to 5,000 square feet.
The size varies in The Advocate
readership area and is determined
by cities and towns. In
Malden, the minimum is 7,500
square feet. The measure was
“too close to call at Advocate
press time: equally divided at
50% of votes for “YES and 50%
for “NO.
***
Of note, IF PASSED, the law
would take effect 30 days after
the election is certified, which
would likely happen on the first
Wednesday in December.
***
QUESTION 9 — the effort to
repeal the state’s 2024 gun law
failed by a similarly wide margin.
More than two-thirds of
voters (61%-39%) voted “YES
to uphold the law. The state law
includes a range of regulations,
including penalties related to
“ghost guns that are 3-D printed
or built from kits, making
them difficult to trace because
of a lack of serial numbers. The
law also banned modifications
that turn semiautomatic weapons
into automatic ones, and
strengthened licensing laws.

consensus in many political circles
that a “Blue Wave of wins for
Democratic candidates in both
the U.S. House and U.S. Senate
was coming in the wake of perceived
dissatisfaction with President
Donald Trump and policies
since he took office after the
2024 election.
“It won’t be simply a ‘Blue
Wave’ across our nation today,
it will be a ‘Blue Tsunami.’ People
are angry; people are really
feeling it in their pocketbooks;
anytime they fill up their tank
of gasoline, it is ‘Trump at the
Pump.’ They are feeling it with
food, heating oil, anything they
buy, Senator Markey (D-Mass.)
asserted, with a mighty swing
of an answer, hitting it well out
of the park.
“Tsunami was certainly an apt
way to describe the now thirdterm
Senator Markey’s newest
election, a landslide victory
over Republican challenger
John Deaton on Tuesday, by
a more than two-to-one margin,
65%-30%, the Associated
Press reported. In his hometown
of Malden, Senator Markey
stormed to victory by an even
greater margin, 72%-22% over
Deaton (8,462-2,569 votes), with
two third-party candidates, Joe
Tache (3%) and Shiva Ayyadurai
(1.5%), accounting for most of
the rest of the votes. The Senator
also was on the mark about
the national picture, as the “Blue
Tsunami did indeed sweep
his Democratic party back into
control of both the U.S. Senate
and U.S. House with major wins
across the board, for the first
time in two years.
Senator Markey, 80, early on
the campaign trail announced
that this election would be his
last, and on Tuesday, he and his
wife. Susan Blumenthal, arrived
promptly at 11:00 a.m. to cast
their votes at the Irish America
hall in Ward 2. Malden’s most accomplished
and successful politician,
who is now a perfect, undefeated
32-0 — in all primaries,
special and general elections —
since his first run for elected office
in 1973, was greeted warmly
by poll workers and Malden
citizens at the voting precinct,
drawing instant recognition
from just about everyone he encountered.
When
Senator Markey walked
back out into the bright, sunny
den from 1973-1976, before winning
a 12-candidate Democratic
primary election (to go to 2-0 in
elections) to succeed incumbent
Congressman Torbert Macdonald,
who died in office. He then
served 19 terms as a U.S. Representative
in Congress, some 40
years in all, before becoming a
U.S. Senator.
After the leisurely paced visit
to his hometown and his final
vote as an elected official
in Malden, it was off to Santarpio’s
in East Boston for lunch at
one of Massachusetts’ most wellknown
pizza palaces — a fitting
stop for one of the most familiar
faces on the local, state and national
political scene.
While Senator Markey certainly
foretold the “Blue Tsunami
that swept the nation on Election
Day, we are still just guessing
if he would have made that
shot if someone had produced
a basketball at Devir Park that
morning. Why not? When you’re
hot, you’re hot and newly reelected

morning, an array of reporters
and a microphone greeted him.
He quickly made it clear what
this election was about. “This
election is about prices at the
gas pump, groceries for the family
and utility costs for families
in Malden, across our state and
in our country, Senator Markey
said. “This whole crisis of costs
that are just too high is caused
by the policies of Trump and
the Republicans, and today we
all get to fight back at the polls.
When the mini-press conference
concluded, Senator Markey,
clearly enjoying the moment,
shook some more Maldonians’
hands and took some “selfie
and other photos with whomever
asked. He was in no hurry,
clearly enjoying his final Election
Day in his Malden hometown.
The Senator then leisurely
walked over to the adjacent Devir
Park basketball court, past the
basketball hoop and net to center
court. Someone in the entourage
joked, “Does anyone have a
basketball in their trunk?
Senator Markey then immediately
reminisced about how
many hours he spent as a youth
at this park. It was up for debate
whether he would have tossed
up a jumper or free throw had
someone come up with said basketball.
The “Yes voters would
probably win that one. He then
proudly described to those gathered
on the court how a major
redo of Devir Park, which is nearly
complete — a $5 million project
in total — had come about.
It was a project he helped initiate
at the federal level by supporting
a grant for seed money, then furthered
by American Rescue Plan
Act (ARPA) funds and completed
with an addition of state grants
and municipal funds.
More photos followed, with
Markey campaign staff members
on the court from his 2026
election run, as well as other Senate
elections dating all the way
back to the 2013 special election
he won to serve the remainder
of the term of longtime U.S. Sen.
John Kerry, who resigned to become
Secretary of State under
then President Barack Obama.

winning his first full, six-year
term in 2014, Markey was a state

During the 2020 pandemic,
founders John and Isaiah rebuilt
their love for physical gaming
by playing Magic: the Gathering,
board games and many
other tabletop card games, as
they had much more time due
to the lockdown. They started
creating their own games, published
their first game in 2021
and developed multiple other
games (nearly ready for publishing).
They also built a social media
site, Tabletop Social, to connect
gamers digitally. Lastly, they
built a Whatnot live stream, Prima

sports cards, which has been
gaining fast momentum in 2026.
By March 2026, they had fully
exited their previous digital

They believe that play is fundamental.

Bayrd Foundation funds UTV for Malden Fire Dept.
T

from the Adelaine Breed
Bayrd Foundation, the Malden
Fire Department has a new option
to serve Malden residents
in a more efficient manner while
working to keep members and
equipment safe. A new Utility
Terrain Vehicle (UTV) can haul
equipment and supplies to locations
where using a fire truck
or ambulance is impractical or
impossible. A UTV can gain access
to patients and emergencies
that ambulances and fire
engines are unable to do without
delays.
With fuel prices increasing,
more people are using the
Northern Strand Community
Trail in Malden with battery-operated
bikes and scooters. Their
higher speeds can create increased
trauma when there is
impact. Reaching a patient when
ambulances and fire engines
cannot access the area is critical
Malden Art Exhibit Reflects on Loss and What Remains
A
re grief and happiness, dark
and color opposites? This is
a question Malden artist Karyn
Alzayer asked herself as she
worked on a new art exhibit for
The Gallery@57. “Facing Grief:
On Life, Loss & Honoring What
Remains is a challenging, carefully
curated exploration of the
artist’s feelings after the loss of
a family member. Along with
traditional materials of paint on
canvas, she worked in precious
materials, actual skulls and animal
bones, which she purchased
from local groups as part of sustainable
hunting.
She explains, “I had a roe deer
skull for maybe two years that I
wanted to work with, but I didn’t
feel called to create with it. I had
to wait until the skull was ready.
I had to sit and listen. After the
death of my sister from cancer,
I suddenly knew what was
needed. Subconsciously, I knew
how it wanted to be decorated.
I use this same process for all my
art—whether it’s henna decoration
on a person or painting on
canvas—I feel it first, then work
spontaneously.
The artist is aware some viewers
might be squeamish about
her materials or subject until
they see the work. Lifeless skulls
and bones are transformed
with metallic gold paint, henna
paste, wire or prisms. Karyn
explains, “This creature can still
give us something; a light shines
through, and I try to honor a life
T
lost. And almost universally,
viewers remark on how much
smaller an animal’s skull actually
is. “The space we take up
when we are alive is just bigger.
It was hard to describe how it
could be so different, but I understand
it now. I sat with my sister
in the hospital and held her
hand up through the end. After
she passed, she seemed smaller.
I realized it was because her life
force was gone.
Even as the mounted bones
command the wall, bursts of brilliant
color balance the exhibit. In
the painting, “Awakening, Alzayer
used fluorescent paint to celebrate
the cycle of life from sunrise
to sunset. On the tree’s trunk,
a penetrating eye looks out. The
motif is revisited in many of the
works in the exhibit because
sight is a powerful symbol for
the artist. “My sister was an organ
donor. The gift of her corneas enabled
a blind person to see, even
though she herself had lost her
own vision as part of her illness.
I specifically chose fluorescent
in these instances.
Additionally, when inclement
weather hits, a UTV can mount
a plow and get to areas ahead
of an ambulance if roadways
are limited. It can also assist in
Fire Station access issues during
weather emergencies.
Malden has a large amount of
forested acreage that during dry
months can smolder and lead
to fires — a UTV carries a pump
along with 55 gallons of water
and drafting equipment that can
access water from ponds where
there are no hydrants. Whether
at Waitt’s Mount, the Fellsway,
Pine Banks or the Northern
Strand, Malden Firefighters can
now access these areas without
bringing the nearly $1 million
fire apparatus into the woods.
Malden Fire was also able
to use the funds to repurpose
their old Public Safety Day trailer
into a trailer to be put into
mutual aid to support Malden
firefighters when they are
called to duty in other communities.
This will prevent injuries
and time when committing
Malden’s resources to other areas.
The savings made with the
repurpose allowed Malden Fire
to procure a utility trailer to support
Public Safety Day, National
Night Out with the Malden
Police Department and other
events. This trailer also provides
versatility for transporting
training and testing equipment
— keeping it safe and dry.

paint because it reflects more
light than a person can see on
their own. The result is work that
seems to transcend the canvas,
almost more lively than real life.
While creating the works, Alzayer

topics like climate change,

Six
new switchbox murals bring color,
culture and community to Malden
Creative Malden’s public art initiative celebrates the
people, stories and diversity that define the city
O
rdinary electrical switchboxes
are becoming unexpected
canvases for creativity across
Malden. This year, Creative Malden
added six newly painted
switchboxes to the city’s growing
collection of public art, transforming
everyday street fixtures
into colorful expressions of local
history, cultural heritage and
community pride. Each artwork
reflects a different perspective,
demonstrating how public art
can make a city more welcoming
while giving residents opportunities
to see their experiences,
traditions and aspirations
reflected in the places where
they live. The six Malden artists
approached their switchboxes
in distinctive ways, drawing inspiration
from Malden’s history,
cultural traditions, transportation,
education and the simple
joy of artistic expression.
Bitho Faustin’s work at Commercial
Street and Route 60 features
a dynamic interpretation
of a train, bringing together realism,
surrealism, abstraction and
cultural symbolism. Transportation
connects people and places,
making the subject especially
fitting for a city shaped by movement
and the many communities
that call Malden home.
At Washington and Mountain
Streets, Swathi Ruchira’s “Intertwined
draws inspiration from
the Indian art traditions of kolam
and Warli. The work explores
interconnectedness and coexistence,
reflecting the many cultural
traditions that contribute to
Malden’s shared identity.
At Washington and Winter
Streets, Hazel Queen’s tribute
to Louise Stokes celebrates a remarkable
figure in Malden’s history.
Louise Stokes Fraser, a Malden-born
athlete, was among
the first Black women selected
for the U.S. Olympic team. Her
story honors local achievement
while recalling the racial barriers
Black athletes faced.
Bitho Faustin, working with artistic
partner Sonel Guerrier, created
an inspiring tribute to Malden’s
students. Located at Holden
Street and Eastern Avenue,
three young students walk together
toward a bright future,
symbolizing unity, potential
and the power of education. The
artwork offers a reminder that
young people are at the heart
of Malden’s future.
At Clifton and Washington
Streets, Justine Jonathan’s “Four
Seasons adds another artistic
perspective to the city’s streetscape,
inviting passersby to appreciate
the changing seasons
and the beauty of the natural
world.
In Maplewood Square, Ella
Bessmer brings a joyful burst of
color to a switchbox through a
playful collection of expressive
faces. Inspired by freedom and
spontaneity, Ella uses a continuous
one-line drawing to create
the composition. As the work
took shape, passersby shared
their own interpretations, adding
another layer of meaning
and reminding us that people
can see the same artwork in

through a messy 4-4 tie on the

It’s been a stark stretch to say
the least for the Tornado soccer
program for the past three seasons.
The Malden senior class
members have never been a
part of a postseason push, just
missing the cut by a single
standings point last season, and
then being lost in the desert of a
3-28-4 debacle when they were
in 9th and 10th grade in 2024
and 2023.
They persevered, however, led
by this year’s senior captains:
Juan Caballero Valencia and Abdul
Kalefa. The pair — both thirdyear
varsity players — organized
consistent, offseason workouts
among their teammates, including
weight room sessions and
then, in the summer, what basically
turned into a “barnstorming

According to Kalefa, Malden’s

from the Tornado players
really made a difference.
“We had about 13 or 14 players

they were there for every one of

Savvy Senior
Can my children get Social
by Jim Miller
Security benefits when I retire?
Dear Savvy Senior,
I’m getting ready to start my Social
Security retirement benefits and
have two children at home, ages 17
and 15. I’ve heard they may also be
eligible for benefits on my record
while I’m collecting. Is that true, and
if so, how does it work? How long
would they receive benefits, and is
there anything I need to do to apply
for them?
--Retiring Parent
Dear Retiring,
Yes! If you’re 62 or older and raising
kids, Social Security can put a
little extra cash in your family’s
pocket.
Here’s how it works. When you
claim your retirement benefits,
each of your children may get up
to 50 percent of your primary insurance
amount (PIA), which is your
benefit at full retirement age. Even
if you take a reduced benefit by
claiming early, your children’s payments
are still based on your full retirement
amount, which is 67 if you
were born in 1960 or later.
You can apply for your children’s
benefits at the same time you file
your own Social Security retirement
claim, or separately afterward
if needed, but doing it together
is usually the simplest approach.
To qualify, children must be unmarried
and under 18. If they are
18 or 19 and still in high school,
they can receive benefits until they
graduate or reach age 19 years
and two months, whichever comes
first.
If they work, the usual earnings
test may apply. In 2026, Social Security
reduces benefits by $1 for every
$2 earned above $22,320. Special
rules apply to children with disabilities.
Since
your youngest is 15, your
spouse can also receive benefits on
your record – even if she is under
full retirement age. This is a “childin-care
spousal benefit that is
available when a spouse is caring
for a child under 16.
That benefit can be up to 50 percent
of your PIA and ends when
your youngest child turns 16. It can
be especially helpful in households
where one parent has stepped
back from work or is focused on
caregiving.
There is also a limit on how much
Social Security can pay a family,
called the family maximum, usually
between 150 and 180 percent of
your PIA. If total benefits exceed
that amount, payments to family
members (except yours) are reduced
proportionally.
For example, if your full retirement
benefit is $3,000 per month,
the family maximum might be
around $5,289. That leaves $2,289
to divide among your children –
about $1,144.50 each.
If your spouse also qualifies, her
benefit would further reduce the
amount available to be shared,
though the total family payment
remains capped.
Children can also receive benefits
if a parent becomes disabled –
usually up to 50 percent of the parent’s
disability benefit – or if a parent
dies, in which case they may receive
up to 75 percent of the deceased
parent’s basic benefit.
These benefits won’t cover everything,
but even modest support
can make a meaningful difference
for a family.
Keeping benefits on track
Social Security automatically
stops children’s benefits when they
age out or graduate. Knowing
when payments start and stop can
help you plan your budget and
make the most of this support.
If your children’s circumstances
change – such as graduating early,
getting married, or starting fulltime
work – be sure to notify Social
Security so payments stay accurate.

more details, see SSA Publication
No. 05-10085, “Benefits for
Children at ssa.gov/pubs/EN-0510085.pdf.

ESTATE TAXES IN MASSACHUSETTS
T
he current Massachusetts
estate tax exemption is
$2million. At least Massachusetts
has doubled the exemption
from $1million to $2million
effective for decedents dying
on or after January 1, 2023.
The problem is the Massachusetts
estate tax is leading many
taxpayers to flee the Commonwealth
in order to settle in a
state that has no estate tax and
even no income tax.
The current federal gift tax and
estate tax exemption is $15million.
This figure will be adjusted
annually for inflation. If a married
person dies and does not use this
exemption during his or her lifetime,
the exemption is in effect
given to the surviving spouse for
him or her to use, thereby providing
for a total exemption of
$30million. This is referred to as
“portability. Massachusetts does
not allow for any “portability provisions.
For federal purposes, in
order to take advantage of portability,
a federal estate tax return
would have to be filed on behalf
of the first spouse to die, even if
no estate tax is due. The decedent’s
unused estate tax exemption
is then passed to the surviving
spouse. If the first spouse to
die left everything to the surviving
spouse and the surviving spouse
subsequently died with a $30million
estate, no federal estate tax
would be due.
Gifting low-cost basis assets or
cash either to children, grandchildren
or irrevocable gifting Trusts
can serve to reduce the Massachusetts
taxable estate and save
on estate taxes. There is no gift tax
in Massachusetts. Also, you do not
have to add back “taxable gifts
when calculating the Massachusetts
taxable estate. Massachusetts
goes by line 3 on the federal
Form 706 (1999 Revision date)
which is the taxable estate “before
adding back taxable gifts. A
taxable gift is a gift in excess of the
$19,000 per doner annual gift tax
exclusion. For federal purposes,
taxable gifts are not really relevant
when an individual’s gross estate
is much less than the $15million
exemption. Consequently, a taxpayer
with a net worth of $4million
all in cash can give all of that
money away to children with no
gift tax to be paid in Massachusetts,
and since the federal gift tax
exclusion is $15milion, no federal
gift tax would have to be paid.
Filing a gift tax return technically
is required but from a practical
standpoint is entirely irrelevant.
The federal gift tax exemption
and estate tax exemption
is unified, meaning you can either
give $15million away during
your lifetime or die and bequeath
$15million away upon your death
and pay no federal tax, but you
do not have the benefit of being
able to double up on the exemption
amount.
Often, it is more advantageous
to provide for low-cost basis assets
such as appreciated real state
or stocks to be included in your
taxable estate in order to achieve
the step up in cost basis equal to
the fair market value of the assets
upon your death. This ends up
eliminating or greatly reducing
the capital gains tax upon a subsequent
sale by your children. The
federal capital gains tax rate can
be as high as 23.8% and the Massachusetts
capital gains tax rate
would be 5%, for a total tax rate
of 28.8%. To the extent depreciation
has been claimed on rental
real estate, the amount of depreciation
taken would actually result
in that portion of the capital gain
being taxed federally at 25%. This
is called depreciation recapture.
Therefore, the total future capital
gains tax paid could be a lot higher
than the Massachusetts estate
tax paid on the appreciated assets
if included in the taxable estate.
Gifting cash or high-cost basis
assets in the eleventh hour
can certainly result in a substantial
savings in Massachusetts estate
taxes. A high-cost basis asset
might be a common stock
that has not appreciated in value.
There is no built-in gain to worry
about a child paying a sizable capital
gains tax after you pass away.
In this situation, the step up in cost
basis is irrelevant.
